Group Operations Supervisor – Fire Safety Division
Originally joining the Siemens Team, I was responsible for the design/construct and testing (AHJ approval) of EST fire system installations in the various verical markets that included Hitec, High Rise and Healthcare developments and facilities. Customers included Genentech, Applied Materials, Intel, Sun Microsystems, Pacific Bell, San Francisco General Hospital along with the major property developers in the Bay Area.
In December 2001 I was promoted to the position of Fire Group Operations Supervisor with a $6 million backlog and 10 direct reports. My primary responsibilities included planning, organizing, directing and controlling system engineering and field activities for Best Total Solution projects. Quality assurance of assigned projects was my main focus, mindful of project costing but not applying equal involvement in the subcontracting and manpower planning if the jobs. I have been heavily involved in both fire system training and inhouse software training.
The disciplines in the Fire Group were specialist, project engineer, project manager and draughtsperson. I apply particular emphasis on the use of manpower schedules to ensure compliance with contract completion dates and adherence to project costs. I kept current on both European and US company products and systems.

Project Manager
I was responsible for the Project Management of Tyco Life Safety Systems in the UK North Sea sector.
Duties include the verification of protection and detection system designs and the implementation of these system installations in both onshore and offshore installations. This task involves both evaluating the current system design including layout, selection of devices and review of control system configuration and software and new system installations. Upon completion of the system survey and hazard analysis, a subsequent report is compiled and recommendations made. Our engineering department will then propose the necessary modifications and/or replacements to the system. The project will then commence utilizing project engineer carrying out the life safety system works.
Project Management activities include personnel planning and coordination, construction activity supervision, safety management, material procurement and purchasing, and all project financial and contractual reporting to head office and progress reporting to the client. Clients include ABB, BP Amoco, Shell and Total Oil.
Project Quantitative Risk Assessment reports are carried out on the various systems and sub components prior to installation for new systems and post QA reports are carried out for existing systems. These include Fault Tree Analysis, Quality Assurance, Electromagnetic Compatibility, Operation Safety and Hazard Analysis, Mean Time between Failure and Repair and Reliability, Availability and Maintainability reports and assessments.
Additional tasks include staff evaluation and training in contract control and project management.

Project Manager
Life Safety Systems for the NorthEast Line Project - 16 underground railway stations and tunnels. Systems comprised of Fire & Gas Control Life Safety Systems, Inert Gas Flooding, and Platform Smoke Obscuration CCTV Monitoring.
Project phases: design, procurement, installation, site testing and integrated commissioning.
Management activities included overall management of the contract and project staff, budgeting, resource scheduling, contract control and progress reporting, Systems Assurance, coordination of the various systems and activities between Tyco, the client and numerous project contractors. Primavera V3.0 was adopted as the baseline-programming tool to track project progress using s-curves and histograms - and to coordinate the various installation programs. Progressive involvement with the Engineering Inspectors and the Construction Managers to reach an accepted Final Contract Document Delivery (FCDD) and approved Combined Services Dwgs (CSDs).
Following a redefinition of operating procedures, I obtained a project specific ISO9002 and SIC (Singapore Accreditation) status.
Technical Documentation and Engineering comprised of: Systems Assurance documentation, including: Reliability Plan, Operation Hazard Safety Analysis (OHSA), Electromagnetic Compatibility (EMC) Plan, Lifecycle Costing, Maintenance Log, Availability and Maintenance (RAM) Plan, Fault Tree Analysis and Mean Time Between Repair, and Failure (MTBR and MTBF) Report. I Created various project documentation, viz. System Design Overviews, Design Concept Report, Instrument System Calculations, QA/QC, Installation Operation and Maintenance manuals (IOM), Training Plan, Testing & Commissioning Plan, Safety Manual and Report, and Module Hazard Philosophy. Engineering and design comprised of integrating the designed fire & gas/control systems with numerous interfacing partners including the Integrated Supervisory Control System (ISCS), Communications and Supervisory Control and Data Acquisition (SCADA) system, HVAC and signaling systems.

Technical Manager (Control Systems Division)
Design/engineering orchestration of Life Safety Systems and Supervisory Control And Data Acquisition (SCADA) systems. My responsibilities included the supervision of the design and engineering team of the controls/life safety division for the various projects in the SE Asia region. Projects included civil and commercial installations such as high rise buildings, convention centres and banks.
Regional (South East Asian) supervision of all branch office life safety system projects and activities, regional marketing forecasting and projection. Extensive SE Asian market research in relation to market position, competitive products, future projects and system value estimations. Financial projection reporting and presentations to both clients and head office was carried out on a regular basis.
Technical documentation: supervision of workpack procedures, testing reports and operating and maintenance manuals supervision of system estimations and client presentations.
Training of in-house personnel, emergency shutdown systems, commissioning of fire & gas and conventional fire alarm systems and project scheduling (time versus manpower).
Life Safety System and Triple Modular Redundancy (TMR) systems research - Tyco at this stage were considering the acquisition of a TMR based life safety system designer and manufacturer, I was involved in the evaluation and review process of this acquisition.
Working with international training team on new product training and trouble-shooting procedures.
Conducted internal and external training on hazardous environments and appropriate instrumentation equipment to be used, such as Ex and intrinsically safe systems

Senior Applications Engineer.
I was stationed in Alberta, Canada managing various avionic design and installation programs for Western Avionics. My primary responsibilities included supervising the design, installation and testing of engine instrumentation and attitude & directional systems, creating work packs and project programs that ensured the milestone deliverables were achieved on time and on budget. As the installation sector of the business had a considerable back log of installation and system rectification orders, carefully planned and managed installations were a focused priority.

Engineering Project Manager
Based in Singapore, I was responsible for Tyco/Wormald Fire systems engineering and project control with regards to numerous life safety systems project installations.
Project management and engineering of installation projects for the pharmaceutical and commercial industries. Systems include life safety systems, HVAC and high-level gas detection monitoring systems. My responsibilities included all aspects of project documentation, system engineering, equipment validation and ordering, module hazard analysis and composition of philosophy reports.
Following meeting with the client to ensure that their design requirements were achieved, I would perform a hazard analysis of the installation areas typically implementing NFPA, BS and TUV regulation requirements. This process would comprise of the various process areas being demarcated and zoned in accordance with fire engineering standards and the applicable equipment and system selected. Following a preliminary hazard report and system recommendation, I would present the client with a detailed description of the system, the installation schedule, the project overview and the functionality of the system once installed. This preliminary design would then be handed to the engineering department where a detailed design would be carried out, producing all drawings and system calculations, returned to the client for review, a following this the project would commence.
During this period, Tyco acquired Thorn Security Systems, thus expanding our life safety capabilities to the security sectors of business. I was part of the review and evaluation team when Thorn was acquired. This duty comprised of reviewing product and systems (inline with the existing Tyco portfolio of products), evaluating current and past projects and providing a "seamless" acquisition for both internal staff and clientele.
May 1993 - Sept 1993: British Petroleum/AUC, Singapore
Senior Instrument Engineer
Working on a contract basis with BP and AUC Singapore, I was stationed in Vung Tau and Da Nang, Vietnam on the
"Deepsea Duchess" module. My role as an instrument engineer involved responsibility for ensuring that all installation life safety systems and process instrumentation systems were functional and maintained during the various operations.
Instrumentation systems comprised of drilling monitoring systems such as wireline tracing, directional drilling monitoring, subsurface pressure instrumentation, subsea valve module control, and blow-out prevention system monitoring. Active instrument and life safety systems during post drilling included flare temperature monitoring gas chromatic analyzers and living quarter fire detection systems.
Dynamic positioning systems included calibration of gyroscopic instrumentation, synchro and servo control, GPS
navigation and wireline tension monitoring drilling and process safety system maintenance, ROV launch and monitoring, BOP latching, calibration and certification of facility H2S awareness network. Fault-finding and maintenance of Man-Machine Interface (MMI)
and SCADA.
May 1992-Apr 1993: AMEC Engineering/AGIP/AMOCO/Shell/British Petroleum, Scotland.
Commissioning Systems Engineer on the following installations:
AGIP "Tiffany", BP "Miller", Amoco "Lomond" and Shell "Gannet"
Working in Scotland, I was involved in the design, installation and commissioning of instrumentation and life safety systems in the UK oil and gas industry on the above mentioned installations. Working with the AMEC life safety team I worked on a contract basis on the above mentioned installations during design, commissioning and hook-up stages.
Following the initial approved process P&ID layout of the facility, the instrument control systems and life safety systems were designed in accordance with all applicable codes and statutory requirements. After final draughting layouts and system operation reports were reviewed and accepted by the client, I then created the workpacks that would be utilized for installation, hook-up and commissioning activities. Following detailed workpack engineering review, procurement would then commence for all instrument and life safety system related components. I assisted in compiling installation teams to carry out the installation of these systems.
Though my role in the capacity of commissioning engineer was primarily one of verifying design followed by commissioning checks I was exposed to the resource scheduling element of a project in terms of budget, costs and project timeframes.
The senior engineering manager would review the workpack procedures before being authorized by the operator. The systems themselves comprised of DCS and SCADA systems that had central control systems located in the control room, monitoring and controlling all field instrumentation and subsystems. Subsystems involved all stages of the oil and gas process such as gas compression, separation, hydrocyclones, condensate knockout stages and oil and gas export. Specific instrumentation included the installation and commissioning of valve control for level, flow, emergency shutdown, pressure and control valves both pneumatic and I/P converters. Temperature, pressure (absolute and differential), speed, flow and density were all measured using a variety of field mounted and remote instrumentation including mechanical, electro-mechanical, electronic and optical instrumentation.
Following design and installation, life safety systems were verified for functionality in the various subsystems and modules. This included calibration and operation testing of smoke, heat, oil mist, flame detectors and emergency call points and shutdown stations located throughout the installation - both locally in the field and remotely to the control room. Gas detection systems, flammable and toxic were commissioning and brought online for first hook-up activities. Signalling devices included status lamps, sounders and stobes were tested and positioned. Detectors comprised of both electromechanical and optical (IR and UV) varieties. Active and passive fire protection systems were commissioning and operation tested; theses included Halon extinguishing systems, Carbon-Dioxide systems, Water mist deluge systems and process deluge systems. The life safety field devices were commissioning to the control room fire and gas system where individual card inputs, zoning cards and logic voting control cards were set up to monitor the status of the field devices. Black box testing then followed by deriving an agreed set of parameters (with the client) for cause and effect operation, such as various scenarios whereby an alarm or event would cause a desired effect such as module shutdown, alarm warning, etc. Box testing also verified the use of the zener barriers in the cabinets to ensure that an intrinsic level of safety was being maintained on the specific instrument loops in the hazardous atmospheres of the installation.
Gas turbine speed and vibration systems were calibrated and verified. Verification of instrument pulse lines and low voltage signalling cable was correctly installed and function tested. Gas chromatograph and oil densitometer systems were calibrated as per department of energy specification. Fiscal metering systems were calibrated following the installation of the DAC flow controllers and orifice plates.
In tandem with field instrument and life safety system checking, control room (SCADA and DCS) feedback had to be verified. This consisted ensuring that all instrumentation loops and systems provided data back to the SCADA systems with 100% integrity. Upon confirmation of "field signals" into the terminal cabinets, the operational aspects of each instrument would be monitored and verified for its cause and effect operation within the system (application engineering). Programmable Logic Converters were configured to achieve desired operational and cause and effects functionality. Emergency Shutdown systems were tested and configured for shutdown and lock-out integrity. The control room panel would be operated whilst monitoring both the field shutdown valves and the wellhead control devices. Annunciation and indication monitoring in the control room was verified. This annunciation was in the form of process software, annuciator panels and visual instrumentation readouts
SCADA and DCS system software (written in C++) was configured to accept and control the incoming field signals. Integration engineering was performed between the fire and gas, DCS, SCADA, ESD systems, ensuring that central monitoring and control existed in all systems at all levels.
