PROFESSIONAL EXPERIENCE:

I have around 25 years of experience in India & abroad, mainly in the Petroleum Industry. I have worked with both private & government organizations. My major experience is in execution of Projects and as Contracts Engineer / Administrator. Presently I am working as a Contracts Engineer in Abu Dhabi with a major Oil & Gas Company. Prior to my assignment in Abu Dhabi I was in India with M/s Bharat Petroleum(BPCL) for 22 years. I held senior position in BPCL and left as a Chief Contracts Manager. I also worked in Kuwait as a Contracts Specialist for 2 years on deputation from BPCL and in Iraq as a Project Engineer for around 6 months. I have traveled to the Middle East, Europe and Far East countries in connection with my work.

I have gained competency in construction of infrastructure works and contracts management carrying out following nature of works -

* Pre-qualification and registration of consultants/ contractors/ vendors for various services required for the Project.
* Preparation of contractual & commercial sections of tender package and compilation, for both contracts & purchase items, ensuring contractual terms & conditions are in accordance with company requirements to ensure protection of company interests and to have fair deal with the successful contractor.
* Ensuring communication of company health, safety, environment, quality control and other aspects to the contractors.
* Floating of tenders, attending pre-bid meetings, assist in clarifications, follow up on Technical/commercial queries, incorporating changes.
* Determining evaluation criteria for bid evaluation, coordinating the evaluation of prequalification bids with user departments, conducting negotiations, preparation of recommendations and obtaining approvals from management both commercial & legal, award of contracts and signing of agreements.
* Preparation of Project control procedures for administering of contracts, change orders, study of claims, obtaining approvals and issue of amendments in contracts.
* Contracts for offshore works such as Well Head Towers, Platforms, pipelines, including various infrastructure works in Offshore & Refinery such as office & residential buildings, steel structures, roads, drainage, pipe structures, pump houses, culverts, etc.
* Generation and compilation of Project management reports submitted by PMC/ Contractors for internal reporting,
* Payment of bills, preparation of final settlement and conclusion of contracts after completion of work.
* Skill in working independently, managing with speed to meet deadlines and project demands.

CAREER HIGHLIGHTS:

A. Present organization:

June 2006 - till date

I am presently with government Oil & Gas Company in Abu Dhabi working as Contracts Engineer handling contracts for Offshore works.

B. Previous Organization:

Oct 1983 – May 2006

I was with M/s Bharat Petroleum Corporation Limited (BPCL) in Mumbai since October 1983 and have served in various capacities. BPCL is a Fortune 500 company with a turnover of more than US $ 10,000 Million with three Refineries and Marketing set up all over the country.

My work profile in BPCL is as under:

May 2001 – till date

I was working as Chief Manager (Contracts & Purchase) for a major expansion project valued at approx. US $ 500 Million with overall responsibility of heading the contracts and purchase department. I am handling concurrently 100 plus works contracts (both LSTK & Conventional) and 500 plus purchase orders of varying nature comprising of consultants, licensors, contractors, suppliers, etc.

The duties carried out by me are –
* Supervise and provide work direction to contracts department staff in smooth & efficient functioning of the department as a team. I had a group of contracts and purchase engineers in the department whom I assign tasks.
* Coordinating presentations on project status, holding project review meetings with senior authorities of the Corporation, Contractors/ Project Management Consultant/ Vendors & also with delegates from the Ministry of Projects.
* Preparation of Manual of Authorities, policy matters, guidelines, time/procedure flow diagram of contracts files for efficient and systematic functioning of contracts department.
* I was responsible for handling of the functioning of entire contracts and purchase division for the Projects department overseeing the day to day plans for preparation of tenders, pre-bid meetings, tender openings, negotiations, obtaining approvals from commercial / legal departments for award of contracts, subsequent contract administration till closure of contracts, etc.
* I was also involved in training the staff, counseling, evaluating their performance and responsible for their overall development.

April 99 - April 2001

I was deputed by M/s BPCL to M/s. Kuwait National Petroleum Corporation (KNPC), Kuwait as Contracts Specialist for 2 years. During my assignment at Kuwait, I was in-charge of contracts for major EPC Turnkey Projects estimated at over $300 million comprising of Gas Oil De-Sulphurization, Coke Calcination & Hydrogen Transfer Pipeline projects. I was fully responsible for the functioning of contracts department for the major EPC work coordinating with the project team comprising of personnel from various nationalities with varied cultural backgrounds.

My work involved preparation of tender documents for EPC contract, attending pre bid meetings, evaluation, obtaining approvals for award of contract, contracts administration, processing change orders, etc. I was commended by KNPC for my good work.

April 93 - March 99

I served as Senior Contracts Manager handling all types of contracts for entire Refinery division comprising services such as - multiple projects, maintenance works, shutdown contracts, site installation, scaffolding, painting, insulation, hire of buses, shipping, landscaping, transportation, manpower, canteen facility, housekeeping, training, stationery, annual rate contracts, etc. I was involved in carrying out preparation of model tenders for various kinds of works that are executed in Refinery, floating of enquiries, evaluation, negotiation, submission of recommendations and obtaining approvals from relevant authorities as per company's procedures, issue of letters for award of contracts.

October 83 - March 93

I have served as Deputy Project Manager handling construction of multiple projects such as execution of various infrastructure works of the Refinery and Marketing and Housing colony of the Company including construction works during plant shutdown. I was responsible from inception to conception in the execution of large infra-structure works including Steel & RCC structures for the Refinery complex, office buildings, industrial structures, pump houses, pipeline supports, housing colony of the Corporation, roads, etc.

B. Previous Organization:

1978 –1983

I served with M/s Toyo Engineering Corporation in Iraq as Assistant Construction Engineer for an Oil storage Plant from grass root level. Prior to my posting in Iraq, I was with M/s Gammon India Ltd. in Bombay as a Junior Design Engineer.

ACHIEVEMENTS:

* I am computer savvy and work on Excel / MS office extensively including SAP.
* Initiated and developed a software package for documentation and file tracking system for contracts department.
* Received letter of appreciation from KNPC for speedy completion of the voluminous work carried out in the preparation of tender documents (EPC work) for Gas Oil De-Sulphurization project in Kuwait.
* Authored a manual on 'Painting Technology for Industrial Structures' with reference to coastal/ corrosion aggressive areas.
* Authored a manual on 'Refractories for Petroleum Industry '.
* Was appointed on the panel for 'Standardization of Civil works' by Oil Industry Safety Directorate under the Petroleum Ministry.
* Was appointed on the panel for 'Fire proofing of Structures' by Oil Industry Safety Directorate under the Petroleum Ministry.
* I am faculty in Corporate Training Centre on various technical topics.
