Returned to Shell Nigeria to initially co-ordinate the compilation of O&M manuals and contract documentation for the above project before transferring to Louisiana USA. Seconded to Enelpower as senior electrical co-ordination / contracts engineer to oversee and assist major work on a new 1000M/watt CCPP Power Station / Desalination plant for Dubai Electricity and Water Authority, Dubai, UAE. Support of the sub-contractors during the initial contract, pre-com and commissioning activity period. Initial review of contract schedule and monitoring of contract performance against the planned man-hour estimate. Recording of restraints plus certification of completed services also undertaken. Management meetings covered the activities of the main sub-contractors and essential safety requirements associated with this project on a daily basis. The main 400,000 / 132,000 volt Gas insulated switch-gear systems and Gas turbines were supplied by Siemens Power Div Germany & Hyundai. Main transformers by Fuji Japan. Initial contract value $8 billion.
Jan 2001 – Feb 2002 Shell AGG Project Port Harcourt Nigeria.
Seconded to Shell. Overseeing the initial contract documentation associated with the construction / commissioning work/start-up and operation of live plant in line with the Shell DEP requirements on associated gas gathering and non-associated gas gathering plants. Review of contract documentation and contract schedule covered at regular management meetings between Shell and the EPC contractor. Overseeing certification and Pre com / commissioning procedures prior to plant start-up. Monitoring and recording contract delays and possible contentious claims by the EPC contractor relating to design changes etc during the contract period.
July 1997 – June 2000 Tengiz, Kazakhstan. C.I.S. Asia.
Responsible for the co-ordination of major project sub-contract work on de-bottlenecking four trains of crude oil stabilization plant from 6 million to 8.5 million tones per year.
Direction of EPC contractor, Bechtel-Enka Joint venture overseeing planning, cost control, training national work teams and construction activities to ensure that all aspects of the project was completed on time and within the contract budget. Weekly management meetings to review of expended man/hours against the contract schedule plus recording of restraints also covered on a daily basis. Contract assistance to encourage the EPC contractor to avoid obvious delays and the proposal of alternative work fronts achieving earlier completion dates, also part of management team overview.
Major alterations to the existing high voltage power generation network, included the integration of a new 35/10kv sub station and control room. The installation and commissioning of new transformers / reactors, new HV and LV switch-gear plus a new 35,000 volt underground transmission cable service between the main Gas Turbine Station and Central Power Station transformers. Complete rebuild of the existing 12 No Russian built gas turbine control systems to support the new power management system from central control. All conversion work was achieved without loss of power to the main gas and oil processing facility. A further two additional 35 Mw frame 6 machines were also installed to give additional power for future refinery developments.
On completion I transferred to the oilfield development facility to assist Operations with QA/QC certification and to co-ordinate the installation of new well sites, cathodic protection installations, metering stations and central plant manifolds controlled via a new SCADA transmission system. The debottlenecking project was a fast track $290,000,000 project with many commercial / contract interface problems, which required day by day monitoring of the workforce culture and was successfully completed on time.
March 1996- June 1997 K. Home Eng. Consultants. Dubai UAE.
Worked on a consultancy basis overseeing the contract management of high voltage / control work associated with a new smelter extension for DUBAL at their existing Dubai Aluminium plant UAE. Attendance of management meetings to overview cost control and planning, also review of possible contract restraints and deliverables, support and advice to sub-contractors relevant to work fronts, delays etc, essential safety requirements and interface requirements with other sub-contractors and vendor services.
The installation of new plant covered: two new frame 9 120Mw capacity GEC Alsthom Atlantique Gas Turbines. A 132,000 volt rectification system for the 200,000 Amp Bus-Bar Anode installations to feed the Potroom smelter section. Overhead conveyor system. PLC control systems, a new carbon anode manufacturing system including two new anode kiln batteries and casting plant. HV and LV switch-gear installation including commissioning. A new air handling system by ABB Ltd to control gas emissions from the new anode kilns. Security camera and fire alarm installations. Water treatment & desalination plant work also covered. Permit to work responsibilities covered the authorization and acceptance of permits associated with the HV& LV power distribution, rotating equipment and confined space entry in liaison with the live plant permit control dept. Inspection / testing and witnessing of vendor equipment and materials prior to site acceptance. Planning & safety involvement plus the compilation of all QA/QC certification also part of job scope.
Nov 1994 – Feb 1996 M.W.Kelloggs Major Projects. Abu Dhabi UAE.
Contracts engineer responsible for the E & I installation works and integration of new pneumatic / electronic instrumentation with the existing Foxboro control systems on the Ruwais refractionation LNG gas storage facility. Implementation of contract procedures and certification for the sub contractor plus permit control and method statements / work packs and planning control for the shut-down tie-in to the LNG requirement was a major part of management responsibility on this project. (Specification as per Shell D.E.P). On completion of construction works and integration of new systems with the existing gas trains, assistance with commissioning and plant start-up team plus training / maintenance duties then followed.

Returned to the power station integration project on Das Island for ADGAS & ADMA-OPCO to complete the remaining instrument / electrical / turbine commissioning work prior to final close out of contract documentation, claims and certification for client acceptance. Training of overseas national's also undertaken through-out contract period. Honeywell 3000 DCS Control system used for the integration of both power stations. Existing Frame 5 Asthom Atlantique 18Mw gas turbines by John Browns supplied the main power.

Worked on a consultancy basis overseeing new contract work and promoting sales associated with the Petro-chem, Gas, Oil, Water Treatment and Electricity companies and major building works such as hotels, accommodation blocks and plaza complexes throughout the Emirates. Major companies associated with being: DUGAS, Emirates Oil, ADMA-OPCO, ADGAS, GASCO, Baker Oil, Brown & Root, Chiyoda, Al Khaleej Sugar, John Brown Turbines, Rolls Wood Turbines, Wimpey UAE, Deutsche Babcock, Foster Wheelers, Six Construct, Abu Dhabi Water and Electricity, Bechtel, Kelloggs.

Assigned to the power station integration project on Das Island to initially develop and oversee the initial cost and planning logic between the ADGAS & ADMA-OPCO power stations during the construction phase of this live plant project. Later into the project duties covered overseeing cost control and the monitoring of the sub-contractor, Cegelec during the installation and commissioning phase of the power / protection systems associated with the Honeywell DCS work. This system ultimately monitored the control of 4 No Frame 5 Althom Atlantique 18 Mw turbines. PTW activities also covered the weekly look-a-head and submission of written permit requirements for excavation works; all associated live plant activities, entry into live sub-stations and de-energization of switch-gear to carry out modification works etc.

Originally assigned to oversee the High voltage / Gas turbine project work associated with new (CPU) Central Process Units, Gas powered power stations and marine terminal facilities. Duties at home office Athens covered the evaluation of base bid tenders, planning & cost control plus the recommendation of contractors for future project work associated with: Airport security systems, new townships, gas plants, CCPP and coal powered power stations, waste water & water treatment plants, pipe lines, steel plants and the rebuild of Oil facilities for KNPC Kuwait.
May 1990 – Oct 1991 Egyptian National Petroleum Industries. Egypt.
This work entailed representing the owners, BP, AGIP/ Snamprogetti and Marathon oil to monitor the planning/liaison phase, QC/QS certification and commissioning phase of the Abu Madi LNG gas Project. Other E&I / Piping work associated with pumping stations, waste water & water treatment plants, wellheads, pipe lines and irrigation systems in the lower Nile and Sinai locations also covered.
Nov 1988 – April 1990 Lummus International. Nigeria.
This work involved the development of proposals / contracts /cost / planning and QA/QC work associated with various forthcoming gas projects in West Africa and the Middle East locations. Supervision of the E & I contract works on the Wari project Nigeria also covered.
Aug 1986 – Oct 1988 Imperial Chemicals Engineering Group (ICI). UK.
This position involved overseeing a number of projects associated with ICI plastics/ power group initially covering the contract management and cost control of various sub contract disciplines for fast track development work at their ICI Darwen, Huddersfield and Fleetwood facilities. Multi disciplined supervisory work covered HV and LV E&I installations, Civils, Piping, Steel structures, Vessel installations, Coal fired power station / boiler work at Fleetwood, Water treatment, Dis-investment of redundant process plant, Site clearance, Piling and Drilling etc. QA-QC Inspection and certification work to BS 5750 & ISO9000 plus safety meetings on a daily basis also part of overall job involvement with all contractors. PTW activities required all contractors to report direct to me to obtain permits for activities in all the above live plant areas. Issuing of permits was in accordance with ICI regulations and dependant on live plant conditions 24 hours a day.
Nov 1985 – July 1986 Matthew Hall Engineering.
Responsible for electrical / instrument construction work associated with the control, high and medium voltage systems at the Heysham 2 nuclear power station. This work also covered the seismic qualified cable rack and steelwork installation through-out the reactor and turbine areas. Planning and design work covered the make up of packages, drawings and schedules for the various sub contract material and take off requirements. Liaison with the Central Electricity Generating Board (CEGB) regarding design changes, back drafting and computer updates covered on a weekly basis. Later, transferred to the Trident project at Barrow shipyard to assist with the design, planning and supervision of security control systems, high and medium voltage construction work, installation of Power Systems and fitting out of the submarine construction halls. All design work was to British and American standards.
April 1983 – Oct 1985 Lummus Inc,
Process electrical / instrument superintendent overseeing construction / planning, QA/QC/Certification plus vendor inspection work for the new plant area of this ethylene process plant. Selection and recruitment of supervisory personnel. Monitoring progress and advising all personnel on safety measures to be adhered to. Overseeing control and final commissioning work associated with the Honeywell 2000 DCS control system. Major sections of vendor packages such as gas turbine compressors and cryogenic tanks monitored and supervised with select construction teams.
June 1980 – March 1983 Alumina Contractors
Sub contracts engineer involved with the management / co-ordination of the EPC E&I contractor during the design, inspection, construction, commissioning and handover phase of this major project. Associated works covered the main 22.000 volt and 380 volt power systems, all jetty installation work including ship loaders and unloader construction, cathodic protection on the jetties, DCS systems, Bauxite storage facilities with all overhead conveyor systems, laboratories, workshops and main offices. Vendor packages such as Foster Wheeler boilers, Water treatment plant, Interrogation / camera security and Fire Alarm systems monitored as separate contracts. Planning and cost control monitored with the aid of Artemis computer software. PTW activities covered the issuing and control of permits for all contractors during the construction and commissioning phase of this project. The main activities covered excavation works for high voltage cabling, associated terminal and jetty works covering piling, underwater Cathodic Protection installations, and erection of ship loaders and loading arms etc.
Nov 1978 – March 1980 British Steel Chemicals Ltd
Initially in charge of contracts up-rating and re-organizing the main power distribution system at the BS Port Clarence works Teesside. This work then developed into a general multi disciplined sub-contracts position overseeing all construction activities for British Steel on coal fired power stations and various steel producing and chemical projects through-out the UK. Supervision of various contracts including cost control covered: management of E&I work, Piping, Tank work, Insulation of tanks, steam boilers, Rod and Rail making mills, various types of Furnaces and Water treatment plants.
Sept 1975 – Nov 1978 Brown & Root INT
This position covered the supervision and inspection of all E&I work associated with offshore generation and accommodation modules for the Forties Field project. Equipment installed covered Ruston Gas Turbines, (now European Gas turbines) 11,000 volt GEC switch-gear, 11,000 /415 volt transformers, motor control panels plus all power and control cabling.
