SUMMARY
* Over 20 years of experience in project management,EPCM contracts,inspection,design, survey,conceptual/detailed design,front end engineering,installation, testing, commissioning, operation and maintenance of electronics and telecommunication system for oil and gas upstream and downstream development projects, petrochemical plants, topsides/offshorehore platforms,gas pipeline, LNG gas terminal/plants, FPSO, U.S. military facilities/installation, public telecommunication carriers/service providers and government infrastructure projects.
* Review, evaluates, prepare deficiency/discrepancy reports,updates all engineering documents, as-built drawings, mechanical catalogue and designs submitted by consultants/contractors, ie. MC Dermott, Toyo and Chiyoda contractors.Develop engineering drawings and documentation..
* Supervise contractors,vendors,consultants in the implementation of electronics and telecommunication projects and new oil and gas development projects. Supervise team of engineers. Assign works, disseminates information and delegate to discipline engineers while maintaining control of the project schedules and maintaining engineering accuracy and completeness.
* Recommends and participates in recommending the development and implementation of the project and maintenance procedures for the new digital transmission technique, including development of systems to regulate and record preventive maintenance, breakdown analysis, repairs and modification. Provide technical support to regional operations in major technical problems in the operation and maintenance of electronics and communication system.
* Organize and implement all aspect of electrical,instrument and telecommunication engineering design, construction, installation and commissioning activities for oil and gas development projects. Coordinate and negotiate proposal processes, timing and content. Carryout planning, research, analysis, preparation and production of technical specification and design basis.
* Preparation of design and specification of equipment, pre-qualification of bids, bid evaluation and recommendation, negotiation with bidders, review of vendor data and supervision of equipment manufacturing. Coordinate with financial and accounting department for financial forecasting requirement and contract preparation. Attend technical and committee meeting with SHELL/ESSO PETROLEUM design team pertaining to the design of joint venture projects and handover of oil and gas platform facilities.
* Provide decisions on acceptance or rejection on all technical matters pertaining to the overall projects and maintenance contract. Endorses the test certificates and accepts the total system for the company after testing and commissioning.
* Focal point for all phases of project execution including screening and evaluation of proposals, monitor progress of work and tracks implementation schedule.Advise project management and technical committee for any implementation and operation issues. Coordinate and negotiate proposal processes, timing and engineering contracts.
