GENERAL EXPERIENCE OVERVIEW:
With over 30 years in the Oil and Gas industry responsible for Health, Safety & Environment (HSE) and Loss Prevention (LP) activities on major offshore floating FPSO's and fixed Installation projects. I can offer a broad range of safety experience from HSE/LP engineering to management for both topsides and Subsea that can satisfy your requirements whether offshore or onshore. The last seventeen years my role has been to manage, facilitate and co-ordinate HSE/LP activities within offshore projects both in the UK, Norway, Australia and Singapore.

As a HSE/LP client representative, manager and team leader my key objectives have been to ensure regulatory compliance, safe operation, ensuring safest feasible concept/layouts selection and ensuring HSE/LP systems are complaint and meet client expectations. This work has been achieved through working with many different Authorities, parties and teams. (IE: HSE in UK, PSA in Norway and NOPSA in Australia)
The majority of my experience has been working with offshore North Sea, UK, Norwegian and Australian codes, standards, regulations and legislation. My responsibilities have enabled close working relationships with such groups as the external authorities, approval\certification bodies, project partners, safety specialists, engineering contractors, operations groups, equipment suppliers, trainers and marine activities.
As an HSE & LP representative I have managed, co-ordinated, facilitated all aspects of HSE and LP activities on major projects through front end conceptual phases, detail designs, construction, installation/completions and handover to operations on offshore projects. In the process I have made significant contributions on projects optimising safety systems to achieve cost-effective solutions in both the Safety and LP areas. Furthermore, I have held corporate Head of Safety responsibilities in two major engineering contractors during my work in London.

Home base is presently Perth in Western Australia where in the last seven years I have been working as a Project HSE Specialist, Technical Safety Representative and Safety and Risk Engineer for Conocophillips, Marathon Oil and Woodside respectively. With Conocophillips on the major Bayu-Undan Development in the Timor Sea responsible for the fixed and floating FPSO facilities taking the HSE through detail design, construction (in Korea and Singapore), installation, offshore completions and hand over to operations. With Marathon Oil the successful completion of the Alvheim FPSO project for the Norwegian shelf with assignments offices in Singapore and Norway.

Presently, working in Singapore as the Woodside Safety & Risk engineer representative located in the engineering contractor's offices. My role is both client rep and carrying out detail engineering work on the Pluto LNG development offshore project located on the North West shelf of Australia.

In execution of this work the following responsible positions have been held within Offshore Operators and Engineering Design contractors: -

Project HSE Manager, Project HSE Specialist, Principal Consultant Safety and Loss prevention, Safety & Risk Engineer, Technical Safety Engineer, Corporate head of Fire and Safety, HSE Co-ordinator, Principal Fire and Safety Engineer, Discipline Lead Fire Safety and Environment, Project Safety Rep, and Senior Safety Engineer.

In the course of project execution significant experience can be offered in Subsea Safety on various offshore projects regarding safety audits, HAZIDs, HAZOPs, design reviews and risk assessments on Sub Sea Isolation Valves (SSIVs), subsea pipelines, flexible flowlines, wellheads and manifolds.

On the Bayu-Undan project for ConocoPhillips in the Timor Sea safety reviews and risks were assessed on pipeline routing from main platform to the FPSO. Furthermore risk assessments were undertaken for the location and positioning of the sub sea isolation valves and the flexible flowlines into FPSO turret.

Significant time has been spent on Front End studies, Feasibility Concepts, F.E.E.D\Basic, Detail Engineering, Operations and corporate support, Site Safety Follow up, Audits and Reviews, Mechanical Completion, Testing, and Commissioning of Safety Systems offshore / onshore. This work has been conducted on a variety of different offshore fixed and floating projects.

DETAILS OF SPECIFIC PROJECT EXPERIENCE:
WOODSIDE ENERGY LTD (Singapore) Oct 2006- Position: Lead Offshore HSE Engineer
Leading and managing the offshore Safety, Risk and Security requirements for Woodside on the Pluto LNG Development. The development is based on gathering gas from the deep Pluto gas field via deep subsea wells, flowlines, trunkline linking offshore platform to new LNG onshore plant with jetty some 200Km on the coast of Western Australia.
Presently in the detail design phase of project working with engineering contractors, suppliers, regulatory bodies NOPSA, operations in readiness for fabrication activities.
My role is a dual position leading the engineering and client representative completing design activities for the offshore side of the project. This involvement includes working with Subsea wellhead and pipeline design teams. Procurement of safety and fire fighting equipment, safety case studies, specialist external studies, HAZIDs, HAZOPs,etc.

MARATHON PETROLEUM COMPANY(Norway) April 06 Position: Tech Safety Specialist
Assignment continued in Norway supporting the Alvheim FPSO project working as client representative and integrated Safety team leader within the Vetco Aibel engineering contractors in Oslo. Technical Safety responsibilities continue towards site construction teams in Haugesund and management team in Stavanger. This short assignment completed the safety engineering, procurement of equipment and support construction for start up early 2007.

MARATHON PETROLEUM COMPANY(Singapore) July05 –April 06 Position: Tech Safety Specialist
Responsible for the Technical Safety of the conversion of a shuttle tanker into FPSO called the Alvheim Development. The project was based in Singapore shipyard for the hull conversion and preparation for topsides modules. The site team was responsible for the engineering and construction aspects of vessel. My responsibilities as client site representative for all technical safety and HSE aspects of vessel hull and topsides interfaces to meet Norwegian North Sea, PSA, NMD, DnV and Norsok standards. The role was very diverse in supporting all aspects HSE engineering, construction support and safety system commissioning of the modified vessel.

CONOCOPHILLIPS PTY LTD (PERTH, WA) Aug 2004- July 2005 Position: HSE Specialist
Major achievement in completing one of the largest offshore shutdown projects for Conocophillip. Working in the Bayu-Undan shutdown team responsible for HSE engineering, coordination and management of the planned shutdown/maintenance activities. Some of my main tasks were controlling simultaneous activities, interfaces between the project teams, business unit and external authorities. The shutdowns of Bayu-Undan also enabled installation of new equipment offshore, modifications to major vessels and the pipeline tie-ins to the new LNG onshore facility in Darwin.

CONOCOPHILLIPS PTY LTD ( PERTH, WA) Jan 2001-2004 Position: Project HSE Specialist

Successfully completed HSE management and co-ordination requirements on the Bayu-Undan Gas Recycle Project in the Timor Seas. The responsibilities and activities were wide and diverse for this major offshore development over 31/2 years. Reporting responsibilities have been to project management team and to the corporate HSE manager. Project successfully closed out and handed over to the operations group August 2004.

My main duties included managing, co-ordinating and leading all safety related issues including loss prevention engineering, Safety Case work, formal studies, Subsea/pipeline assessments and project related safety activities, etc. Furthermore providing support and assistance to site construction, completions/commissioning and operations activities across the full spectrum of project. The project includes a central processing complex (two bridge linked platforms) remote unmanned wellhead platform, FPSO vessel with in field pipelines in the Timor Sea off the Australian coastline.

As the project HSE Specialist my tasks were to facilitate, coordinate safety requirements throughout the different phases of the project. Those phases included detail design, follow on engineering, construction support, and finally into offshore commissioning and hand over. During this period assistance and support was provided to a number of external and internal authorities, consultants and suppliers.

Significant time was spent in the HSE support of construction activities in Korea and Singapore where the main platforms and FPSO were built.

BP AMOCO Date: Aug.00 – Jan 2001 (ABERDEEN) Position:- Lead HSE Engineer

Responsible for all HSE activities in an integrated BP/ AMEC team including the constructional safety on the BP enhancement oil recovery project from the BP Magnus platform. Work involved both offshore FPSO's and onshore activities. Main work included the addition of new plant and equipment on the Sullom Voe terminal with offshore modifications and additions. My role was to incorporate additional safety systems into existing plant with FPSO mods and update and revise the Safety Case / COMAH submissions for BP.

PHILLIPS PETROLEUM CO.( NORWAY) Date: Jan 94-Aug.2000 Position:- Project HES Rep

Reporting to the Corporate Health, Environment and Safety (HES) Director my responsibilities were to manage and control of all Project Health, Environment and Safety matters. This involves having direct control of HES project activities over different engineering contractors, construction sites and offshore phases. Having interfaces and responsibilities with projects and Operations.

The new EKOFISK DEVELOPMENT PROJECT involved the redevelopment of the existing field for the next 30 years, which entails the addition of 2 new platforms, upgrading 5 others and decommissioning and abandonment of some 7 others. I was responsible for the HES from the basic design through to first oil working in an integrated project team with Kvaener Oil and Gas engineering in Oslo and Stavanger. The project came in on time and under budget and the HES was a significant contribution to success.

Transferred within Phillips onto the new Eldfisk project in August 98. My responsibilities were for the HSE engineering and management of the safety discipline group within the Aker Offshore Partners design office. The project was run as an Alliance set up and all management and engineering systems were integrated. This made my position a challenging one, as I was involved in the control and supervision of HSE from the client's side and also responsible for the detail engineering aspects. Completed project through to offshore commissioning and hand over.

BP EXPLORATION ( ABERDEEN ) Date:- June.93 -Dec.93 Position: - Principal Safety Eng.

Responsible for the upgrading and remedial work on the BP THISTLE PLATFORM. As part of the Safety Case upgrade work there was many safety aspects, which required modification and improvement. This work for BP was very interesting and challenging to my career and a part which valuable insight was gained.
This work included the upgrade and modification to escape and evacuation routes, explosion analysis, HVAC intakes, natural ventilation, fire systems and formal risk and hazard reviews which I chaired. Thistle is one of the early offshore platforms and has been in operation for a significant number of years.
