Summary

Extensive experience in onshore and offshore oil and gas production facilities. Experience covers all phases of project design ranging from preliminary design to detailed engineering specifications, PID development, equipment plans and specifications for oil and gas production equipment, bid analysis and vendor equipment purchasing. Also worked in the licensing, feasibility evaluation, design engineering of electrical generation facilities. Background in gas turbine combined –cycle /steam turbine facilities. Proficient with power cycle software and database programs. Heavy involvement in California power plant licensing (AFC) process. Water /wastewater treatment and design/permitting using secondary/tertiary wastewater. Performed due diligence and administrative management of E&C contractors, review project specifications and develop permitting inputs to support construction. Also worked in petrochemical design and operations.


Professional Experience


EXCEL Engineering-Houston, TX (2001-Present}- Facilities /Process/Mechanical Engineer for Offshore Platforms for El Paso Energy South Timbalier Block 204B, Spinnaker Production, High Island 162, and CMS Energy Oil and Gas (Tunisia) Central Processing Facility.
Developed Mechanical systems for Gas compression, Production Separations, Gas Dehydration/Glycol Regeneration, metering, oil storage and pumping, Produced water treatment and pipelines. Performed simulations, developed PFD/PID ’s, prepared Equipment specifications for vendor bids, evaluated bids, and specified equipment for power generation, flares, relief valves, and specified instrumentation. All work conformed to API 14-C, for offshore and onshore 0il and Gas facilities.

ENRON CAPITAL AND TRADING and AES PACIFIC-Houston and San Francisco (1998 – 2001)
Owner ’s Engineer/Consultant Pitsburg District Energy Facility and Pastoria LLC, Bakersfield, California.
• Member of the Development and Licensing Team.
• Provided engineering and technical support required to license a 500 MW /1000MW combined cycle cogeneration plant in front of the California Energy Commission. The Application for Certification (AFC) is the comprehensive engineering and environmental assessment permit application submitted to CEC.
Responsibilities included:
• Selection of major equipment-gas turbines and inlet Gas Compression, and Pipelines
• Preparation of heat and material balances and PID preparation
• Emission control equipment
• Cooling system design and water balances
• Water quality, water treatment and water disposal permits
• Development, evaluation, and award of EPC and major equipment contracts.

BROWN & ROOT ENGINEERING CONSTRUCTION - Houston, Texas (1996 – 1998)
Senior Process/Project Engineer
Process design/detailed engineering for petrochemical plant. Process simulations, front-end evaluations, PID ’s, hydraulics, and implant process support to client operations.
• Lead engineer on field-testing and analysis for Westlakes Polymers, Lake Charles, LA. High-pressure LPDE compressors. Performed field-testing analysis on 40,000 PSIQ compressors, performance, vibrations, and cylinder run outs. Solved plant problem with compressors which underperformed since 1988 which increased production by 35%.
• Lead engineer on process turnaround of Millennium Syngas waste heat boiler.
• Evaluated relief valve modifications and fixed ASME Section 8, API-RP520 violations of inlet piping. Plant was restarted on schedule saving two weeks production downtime.

TRITECHNICS - Houston, Texas (1995 – 1996)

Assigned to AMOCO Exploration & Production, Permian Basin Oil/Gas Production Plants.
Prepared front-end studies, computer simulation using Hysim, PHFGFD, PID ’s, project scoping packages for recovery of spilled hydrocarbons. Purchased equipment for soil vapour extraction, installed monitoring wells, gas gathering pipeline, pumps, and compressors. This project included regulatory air/wastewater permitting for TNRCC and Texas Railroad Commission regulatory compliance.

Facility engineering for inplant facilities and construction oversite for well drilling, oil/gas separators, plant flares. Saved $150,000 reusing surplus equipment from company stores.

BECHTEL CORP. — Houston, Texas (1986 – 1995)
Senior Project/Process Engineer
Senior engineer for process design on refinery projects, MTBE units, low density polyethylene units, wastewater treatment design/construction.

• Lead engineer on Yanbu MTBE, Saudi Arabia. Prepared PFD, PID ’s for world-class, 20,000 BBL/D facility. Prepared submittal to Royal Commission for Construction approval which was approved three months early allowing early construction.

TENNECO OIL - Houston, Texas (1980 – 1986)
Senior Gas Plant Engineer
Senior engineer in gas processing/production department. Responsible for front-end designs, economics, and gas plant, pipeline and NGL Pipeline and fractionation facilities.
• Saved $250,000/yr by providing modifications to process heaters.
• Developed field tests and hardware for future glymine (glycol/amine) unit subsequently marketed by NATCO as proprietary equipment.
• Developed field-testing procedures for identifying mercury in natural gas both at wellhead and at gas plants. Saved $200,000 in aluminium plate fin exchange damage.
• Developed specialty formulation for lean oil absorption for high ethane recovery plants.
• Developed computerized process economics used for paying royalties on U. O.P. Isomerization units.
