3. Objective

To develop and administrate Inspection and QA/QC programs and inspection personnel toward total inspection management including training, benchmarking, budget & cost analysis, technology incorporation, etc. If Risk Based Inspection program is in place, it can be managed and improved. If it does not exists, it can be totally produced and implemented from historical inspection data based on API or other Standards.

4. Current Employment

Inspection head in ExxonMobil Campana Refinery Argentina. 26 Years of experience in fixed Equipment Inspection. In charge of all Fixed Equipment Inspection and QA/QC including Contractor Management, new hired Inspector training, Technology improvement and cost control. Expertise in Coke Drum Inspection & mechanical monitoring, Piping Stress analysis and skilled in Computer Software development for the Inspection Activity (since 1985). Leader in the implementation of Risk Based Inspection.
Current position (since 2001) involves a team of 8 Inspectors and 12 NDT Technicians. I have the total management of Inspection activity Including short term inspections, QA/QC for long term projects, cost management, training and new technology incorporation. Inspection program is based on Equipment strategy (RBI) I developed during late 90's early 00's. Last year, we started the Piping Equipment Strategy Development based on Company standards similar to API 571/580/581. All the activity is risk based.

1981 to 1983

Computer database development for Static Equipment Inspection, Creep assessment for furnaces tubes and Inspection programs in general. Firs database development for corrosion control by UT thickness measurement on stream, 5000 test points handled
Mechanical calculations for assessing stresses in Flanges, Exchangers and first approach to computerized piping stress analysis.
In this period I attended to some specialized NDT courses, and Pressure Vessel design course 1/2 yr. Duration.
In 1987 we installed a new Inspection database developed in the US and I developed an interface between it and AutoCAD 2.6 to show thickness reading and corrosion calculations in a piping Isometric in AutoCAD.
I also designed and developed several interfaces in AutoLISP to connect all inspection databases to graphics in AutoCAD.

1987 to 1996

Inspection Area

Unit Inspector, about 60% of Refinery equipment assigned. I became API 510 certified in 1991.
Inspection coordinator during Turnaround, I managed a group of 4 Inspection Engineers, 2 more Inspectors and 12 to 15 NDT technicians for QA/QC during.
Inspection training in Rotterdam and Fawley Refineries in Europe in 1995.
Refinery representative to Risk Based Inspection technology launching in England 1995. This included the World Class 2000 Exxon initiative that counted for Inspection and Maintenance risk based analysis ad decision.
I developed a computer integrated inspection program that was presented in an Exxon Worldwide Technology Conference in Houston in 1991 as a pace setter program.

Project Area

QA/QC Inspector for Diesel Hydrotreater Project in 1988, Non Processes Quality Control for Pressure Vessel, Exchangers and piping for the same project. This included also Shop QA/QC Inspector for Large Reactor and welding procedure revision and control.
QA/QC and NPQC Inspector for new Coker Naphtha hydrotreter and powerformer expansion in 1996. I assisted project team in all pre-turnaround static equipment activities.

1997 to 2001

Same inspection activity as previous period
I became Delayed Coker Inspector and developed a mechanical monitoring plan including Inspection program and stress monitoring by process operation control to enhance the life of Coke Drums, which work on cyclic base. Today in 2007/8, our Refinery has the best Drum Reliability while we have the most aggressive operation (Cycle time) and counting for the oldest drums (1967), All of this benchmark is supported by the inspection and maintenance program I developed with ExxonMobil Research & Engineering Co. Between 1997 and 2006.
Regarding projects, the Refinery enhanced the Cat Cracker in 2001 and I participated in QA/QC activities as previous projects.
In mechanical engineering area, I acted as static equipment specialist for calculations and fitness for service analysis.
I produced the Material suitability study for APS/VOS/Powerformer units. That was the launching of Risk Based Inspections in the Corporation.
In 1999 I worked as Turnaround Inspector in VPS-Lubes in Augusta Refinery Sicily, Italy.
In 2000, the Rfinery started to run Hig TAN Crudes from Angola and Brasil. These crudes are characterized by Naphtenica Acid content and the corrosion related problems. I developed and managed a corrosion contro program whit Units on stream. This included on stream inspection, corrosion probes & coupons, corrosion inhibitor injection and so one. Because of this project the Refinery increased the feed with imported crudes and ran during 2 yrs. Earning about 10% more each month without any leak related to corrosion. You can see these applied technology now in many eurpean Refineries.
In 2001, I helped worked with Inspection Manager to develop new inspection programs in Chalmette Refinery, New Orleans, United States.

2002 to present

Organization changes turned to an inspection group of contracted inspectors in lieu of employees. As a consequence of this, I became Inspection coordinator and 2 years after Inspection head. Contracted Inspectors by 2002 usually were assistants, so I have to develop a training program to improve their skills. Today they are Unit Inspectors as we used to be during 80's and 90's.
During this period I also managed new system implementation. Fixed Equipment Quality Assurance program and system is under my responsibility.
In projects area, I worked with a new pipeline (150 km long) that today feed the Refinery as Inspection advisor.
In QA/QC area, Maintenance routine work and small projects are assisted by my group. Nowadays we are working in Storage Tanks turnaround inspection and repairs.
In 2003, the Refinery implemented equipment plan system using RBI concepts to improve reliability at lower costs. I worked in the team that produced all the static equipment plans. Nowadays all this technology is included in API 571/ 580 and 581.
In 2002 I worked with ExxonMobil Chemical France and US to assess the Mechanical Condition of an Oxoalcohol Unit in a Repsol Facility in Argentina for ExxonMobil.
In 2003 I implemented the ExxonMobil inspection database in Paulinia Fluids Plant in Brasil, near Sao Paulo.
In 2007 I worked with Inspection group to implement inspection program and the inspection database in the Sakhalin 1 Project in Russia.
In 2004 and 2006 I assited an Upstream upgrader in Venezuela en corrosion, inspection and Delayed Coker technology.
Since 2006 I'm a member of Delayed Coker action team to improve the reliability of Coking Units in US. My developments since 1997 are being used as base case to improve.
I have an advanced skill in Safety Risk Analysis. I'm one of the most skilled representatives of the Refinery in Event Tree Safety Risk Assessment.
Currently, all my decisions are being taken based on Risk Matrix. I'm developing the Piping Equipment Plant to reduce the amount of inspections at the same time that improving the unit reliability.
Take into account that the facility is processing since 1997 without incidents related to Corrosion control or inspection programs.
This year we became the best Refinery in inspection matters of the Americas refining group, above all American and Canadian refineries.
