This is a expansion project for a new optical electronics grade polycarbonate production and logistics facility. 80 % of detailed engineering was performed in Germany and the reminder finalized on site. I am in charge of CSA , Mechanical Equipment Installation, Heavy & Technical lifting, Piping, E&I, Tracing and insulation contracts. This includes writing bid tender technical scopes of work, execution strategies, work flows, test specifications and system turn over requirements along with China Government Authority requirements, and inspections. I am in charge of contractor evaluations and selection, construction schedules, onshore / offshore procurement, site temporary facilities and warehouse.Materials management system, along with the many project, equipment and piping problem resolutions required to finalize the remainder of engineering and PDS model during construction.I was also responsible for establishing and approving the site security, work permit, and HSE plans and procedures.

8/2005-3/2006 Project Engineer/Commissioning Engineer
Commissioning of the low olefins plant (LOP) east section, this consisted of Ethylene, Propylene and LPG spheres, the transfer piping systems, pumps, fire and safety protection systems, and vent gas piping system to the site flair. After completion of the LOP section, I was moved to the Slops system and assigned as the system commissioning lead for the Slops plant area. The Slops area handled all waste water and waste oil form the site. The Slops had several problems that required design, and construction changes and modifications prior to commissioning. My duties included working with engineering and system suppliers to recommend, finalize and execute design changes and repair deviations. I worked with the Chinese subcontractors to commission the drain systems, CPI separator system, Slop tanks including N2 blanket system, Waste water transfer to the effluent treatment system, Slop Oil transfer system, Truck loading and unloading systems, Hydrocarbon transfer to the Solid Waste Incinerator system and Vent Gas compressors systems. I was also responsible for the installation, and functional DCS test of the toxic, combustible gas and fire safety systems. Both plant locations required the installation and commissioning of utilities from battery limits to the individual systems. Utilities consisted of Cooling Water, Nitrogen, High and Low pressure Steam, Plant and Instrument air, Plant and DI water, Fire steam snuff, and Fire water and foam systems. I inherited from engineers that left the project; the continuous contaminated drain system (CCD), the Rain water and Sanitary lift station systems. We use the WinPCS software project control system to schedule, track, document and complete work for the entire project. This included Punch lists, inspection hold points and completion check sheets, walk downs and final system turnover to the client. As the lead commission engineer in charge of my systems, I was responsible for scheduling all subcontractor work and equipment, vendor site work, overseeing and approving all works, verifying punch list items were cleared and signing check sheets of completed works and final ready for service system turn over to the client.

I was the project manager and on site technical advisor to Pfizer for all GE supplied Generation and Purification equipment. This was a new Pharmaceutical Utility, OSP-1 and Dispensary water process equipment and distribution piping system.
GE/MSD Pharmaceuticals/ FDA Plant / Singapore
(Senior Project and Commissioning Engineer / Client Consultant)
I was the project manager and on site technical advisor to Merck for all GE supplied Generation, Purification and DI equipment. This also was a new Pharmaceutical Utility, OSP-1 and Dispensary water process equipment and distribution piping system. This also included a DI water system with electro deionization (EDI) and DI storage.
Both above Pharmaceutical projects were located in Singapore across the street form each other. The construction of equipment in the US and Canada took place at the same time. The commissioning schedule was staggered with Merck taking place 6 months before Pfizer. I was on site in Singapore for both projects for almost 2 years and managed and oversaw site construction sites for both plants at the same time. I attended weekly design reviews and fabrication progress meetings. I was present with the client at factory acceptance tests prior to equipment being shipped to the site. I instructed local contractors and oversaw equipment installation. I performed mechanical and automated start up commissioning, assisted in process problem resolutions, performed operator training and stayed on site as technical advisor through all procedural ( DQ, IQ, AIQ, OQ, Shake down rehearsals, and PQ) the Performance Quality is the final FDA review qualification.
GE/ABB Lumus Global / Oil Refinery / Sines, Portugal
(Project Problem and Financial Resolution Engineer) Inspected local contractor installed equipment for compliance with GE specifications. Generated a punch list of corrections, missing parts and suggestions to solve scope gapes. I helped to resolve PLC and DCS automation scope gape. Met with Client and Customer to have change orders approved, resolve back charges and retained payment issues. Met with ABB in the Netherlands office to assure release of the agreed to project funds.
GE Hsin Tao / Combined Cycle Power Plant / Taiwan
(Senior Commissioning Engineer) Oversaw the site construction and installation, performed all installation inspections and start up commissioning of a 2 train Demineralizer and waste neutralization system. I also assembled, debugged and commissioned the PLC, and PLC back up systems, 2 graphical operator interfaces, Ethernet workstations and DCS interface. After the system was in full Auto and making spec water I spent the last 2 weeks on site training the plant chemist and local operators.
GE/CANDU Qinshan Nuclear Power Plant / Haiyan , China
(Senior Commissioning Engineer)
Inspected local contractor installed equipment for compliance with GE specifications and generated a punch list of corrections. Reviewed with operations the sequences for the process instrumentation controlling the UF, RO membrane, Demin, chemical feed and waste treatment installations. Retuned to site 3 months later and commissioned the PLC and HMI work station and trained local operators.

9/1999 – 3/2001 Water and Waste Project Director/Client Contact
As site project director I was the single point of client contact on site for all contracts and change order business. I hired and managed all expats, Malaysian and local Chinese subcontractors for the installation and start up a semiconductor fab. Work included design, and fabrication of all water and waste systems, site construction, installation and automated commissioning. Scope of contract work was a site filtration building, Industrial and fluoride waste treatment building, UPW pretreated, make up, primary and polish equipment installed in the fab building. Also included the high purity distribution loops and laterals for all the tools and rooms in the fab. Our original 2 contracts were 22 million USD however with expansion that Motorola designed and based on our performance of existing contract work I was able to help obtain 2 more contract scopes of work for a total of 49.3 million USD. Motorola MOS-17/ BAT3 was a 3 billion US dollar world-class fab, the first of its kind built in China.

Start up commissioning of raw water, Demin make up water plant.
This project site had a typhoon cause a landslide in to the make up water reservoir and changed the water quality. As they civil works for the clarifier and gravity filter had just been completed my first site responsibility was to test the new reservoir water quality and turbidity, then determine a fix or on site retrofit of the clarification and gravity filter system to achieve the desired water quality and flow demand. I also established new chemical feed dosing parameters to correspond to the retrofit. Debugged and commissioned the control system including created new HMI screens and interfaced pretreatment, Demin, and waste treatment control systems to the Bailey DCS.

Oversaw the construction and installation of an automated make up water system, and a 3 unit 4000 gpm mix bed ion exchange sphere condensate polisher and regeneration system, the chimerical injection feed system and site water quality laboratory. I performed the start up commissioning and control hardware and software debugging for all systems after installation. Note some of the 16 PLC control panels and 2 HMI workstations were damaged during overseas shipment.
I had to buy local replacement parts, rebuild the control panels and work stations, then rewire, test and reprogram them at the site. After the systems were commissioned I trained local operators on the plant operation and maintenance.

Long term project 10 months on site overseeing site location construction, installation of equipment and controls, performing start up commissioning of a automated powdered ion exchange condensate polisher and regeneration system, chimerical injection feed system and the site water quality laboratory. I also performed the automation commissioning and software debugging for all systems after installation. Trained local operators on the plant operation and maintenance for 2 phases of a 4 unit 350 mega watt power plant in the Jiangsu providence of China.
