TOTAL FRANCE - YLNG – Onshore Pipeline Project – Balhaf section

Provide HSE advice to the Client Pipeline Construction Manager for all work related to the Client Pipeline Construction works.
Monitor the pipeline construction activities carried out by the Contractor & their subcontractors to ensure compliance with the Project and site HSE Procedures.
Assists in the investigation of accidents & incidents to determine the underlying causes of the accidents/injuries
Evaluates/monitors site working conditions applicable to the pipeline construction works.
Attending to regular meetings with the CLIENT & Contractors representatives to discuss/agree HSE standards, concerns & potential hazards
Promotion of HSE awareness of workforce at all levels through pro-active attitude within the CLIENT and CONTRACTOR Project Team
Support for implementing of current approved procedures (PTW, Colour Coding – lifting appliance, Scaffolding, Excavation, Journey Management Plan, Emergency Response Plan, etc).
Daily support of HSE Contractor Team activity.
Checking of Risk Assessments, Site Procedures.
Assess the effectiveness of the HSE training programme and providing know-how support.
Assess effectiveness of the emergency response capabilities (including MEDIVAC capabilities).
Monitoring of the activities performed in mountain area – particular issue: descent point – 300 meters elevation over 2 kilometres).
Monitoring of environmental activities.

Brief description of Company/work environment:
A portion of 120 kilometers of 320 kilometer, 38 inch pipeline which connects the two gas processing centers in Marib with the processing centers of Balhaf Plant.
The work environment is a mixture of desert and mountain area (slopes with gradient more than 23 degrees).
The Contractor: AMEC Spie – France with 350 people on site (area of responsibility: 120 kilometers).

Coordinate the activity of HSES Department (9 people involved in safety, 7 people involved in environmental, 6 people involved in health and 29 involved in security).
Responsible for executing of the company Safety programs on the site.
Advise the Site Construction Manage on site Safety process related issues.

Two pipelines (24"and48") plus one optical cable are being installed.

Inspecting the sites to determine whether any particular hazards exist and continually monitor site conditions to ensure hazards are eliminated and/or minimized.
Checking and ensuring that an adequate supply of safety equipment is provided and requisition all non-standard and special items. Ensuring that the location and accessibility of these items are known and that records concerning this equipment are maintained.
Verifying the existence of the appropriate local authorities to call when required e.g. Doctors, Ambulances, Hospital and Fire Station.
Ensuring that all personnel are informed of the safety procedures and conditions existing on site and that they are instructed in the required safety techniques. Can also require them to report any hazard that may occur in time to prevent an accident. Verifying the display of safety posters, safety booklets and pamphlets.
Ensuring that all equipment on site are monitored and regularly inspected to meet the accepted statutory and safety standards requirement and maintained in good condition, making available test certificates for any items requiring same.
Instructing the subcontractors that all accidents and injuries must be reported to the Safety Inspector immediately. The subcontractor shall then investigate the accident, analyse the causes and take preventive action.
Maintaining a record of each accident showing time and manner, the area in which it happened, the outcome of the accident, the action taken to remedy the cause and the action taken to prevent a recurrence. Also preparing a report of all accidents, unless of a very minor nature, for submission to the Resident Site Manager and Safety Coordinator.
Ensuring that all subcontractors provide the statutory first aid cover.
Ensuring that medical facilities, as laid down in statutory regulations, are supplied and that everyone is aware of them.
Setting up and chairing a site safety committee of which minutes will be taken and distributed.
Ensuring that a work permit system is strictly adhered to.
Ensuring that all site employees are aware of any smoking restrictions.
Setting up procedures for emergency communications on site and for muster points and emergency evacuations.
Ensuring that all working areas are kept clear of debris, materials, tools etc and bringing to the attention of those in charge all shortcomings in order to maintain a safe working environment.
Monitoring noise levels and where necessary arrange surveys.
Monitoring Working Practices and Stores procedures to ensure compliance with Company's Regulations and the assembling of a data sheet Record of Materials used on site.
Ensure that radioactive substances, explosives, gases and all inflammable, toxic or dangerous materials are stored in the manner laid down in statutory, Company and Client regulations.
Ensuring that all Subcontractors produce and adhere to Site Safety plans/procedures for all site operations.
Operating and executing site induction and safety training on site for all Company and subcontractor's employees in accordance with Company procedures.

HEALTH AND SAFETY INSPECTOR 2000-Jan.2004

Romanian Labour Ministry – Department of Labour Inspection -, County of Ialomita - Romania

Representative of the Romanian Labour Ministry in Health & Safety matters, for the following activities: oil constructions (on-shore), gas plants and pipeline, transport gas, distribution stations, storage of the gas and gasoline and civil constructions.
The main duties include:
Auditing of the HSE Management System of the Companies (organisation of the HSE activities, communication system, risk assessment, work procedures related to safety; work permit system) and investigation of the work accidents (fatalities and serious injuries).
Inspection of the work places to determinate whether:
Any particular hazards exist in the site and these are continually controlled by the company; the company took all the measures to eliminate these particular hazards and if exist the measures for reducing the effects of these hazards which cannot be eliminated.
All the personnel are informed about safety procedures and conditions existing in the site;
All the personnel are instructed in the required safety techniques;
All the personnel know how to report any hazard that may occur in the time of work;
The company uses the display of safety posters in correct way;
All equipment in the site is monitored and regularly inspected by the qualified personnel (certificates for cranes, lift machines, scaffold, etc.);
Permit system is set up and how it is applied for by the company (hot work permit, excavation, scaffold, electrical work, etc.);
Safety training is set up and how is carried out by the company.
