Working with Takreer (ADNOC GROUP) and PMC-Tebodin from Bureau Veritas as a QA/QC Inspection Coordinator of inter refineries pipeline project no. 6089 third party inspection services (TPI) agreement no. 05-6089-t-1 at Mussafah for new terminal (EPC) project construction of piping for all terminal areas and piping tie-ins (275 no's), pipelines, equipment and HVAC etc.

THE ROLE:-
Reports to: Sr. Project Manager Quality (PMC)
Supervises: QC Inspectors, QC Engineers, QC Document Control and Certification Engineer
I have the following responsibilites as a TPI QA/QC Inspection coordinator for Takreer:-
Coordinatiing of the company's inspection activities, including third party, to ensure consistency and continuity of inspection activities and monitoring of combined inspection man-hours.
Developing of Engineering Requisition Inspection & Test Plans (ITP's) and coordinate with Engineering to approve the ITPs.
Notifing the Client quality representative of upcoming supplier meetings, inspection points and Final Acceptance Tests (FAT).
Holds a general pre-inspection meeting with the EPC Contractors before beginning any inspection activities to present PMC proposed procedures for inspection and testing and a list of items for which PMC recommends the client witness. Keeps close liaison with the client regarding field inspection and testing.
From an inspection viewpoint, coordinates with the Field Engineering and Construction groups. Also, coordinates with Contractors inspection third parties and other outside agencies when required.
Approves application for inspections and inspection reports and submits them to the client. Schedules inspections and tests to be witnessed by coordinating with the PMC and informs PMC accordingly.
Ensures that the work of the Inspection group is in accordance with the overall construction schedule.
Supervises and coordinates the activities of the TPI Inspectors. Recommends personnel action such as promotions, transfers or discharges, and disciplinary action for his subordinates.
Reviewing all field inspection reports for content related to the inspection requirements of the purchase order, schedule, and other problem areas.
Reviewing the applicable requisitions and purchase orders to assure quality requirements imposed on suppliers are clear, and contain all requirements related to the purchased equipment.
Reviewing and approving project related Field Inspection Assignment Packages (FIAP) prior to issuance.
Monitoring the activity of assigned Supplier Quality Representative (SQR) and providing assistance to the supplier and subcontractor quality representative as required.
Reviewing the all surveillance reports received from SQR
Reviewing and determining the acceptability of supplier NDE reports, material certifications, test results, and other required documentation.
Forwarding the all supplier and sub-supplier quality project activity documents, including final documentation and turn over records to Company's document control department.
Monitoring and expediting the progress of materials, equipment and supplier data.
Liaising between vendors and internal departments to ensure that all materials and documentation are received in a timely fashion and to required specifications
Reviewing of reports and progress schedules
Checks field purchase and field subcontract requisitions and evaluates vendor and subcontractor's quotations in regard to inspection activities.
Ensures that the safety requirements are observed by his subordinates and that testing equipment and tools are in safe condition. Confers with the PMC Safety Engineer to perform inspections and tests safely.
Participates in EPC Contractors and subcontractor kick-off and manages pre-inspection meetings prior to the start of any work.
Maintains inspection records in a manner which allows all personnel concerned access to results. Compiles all inspection records in accordance with agreed method to combine them or allow reference in the system testing before handover.
Dispatches personnel requests to the home office. Interviews local staff and makes recommendations to the Sr. Project Quality Manager in regard to employment decisions.
Ensures that work proceeds in accordance with the Quality Assurance plan.
Supplies insurance claim data, when necessary.
Prepares final construction reports prior to closure of field offices.
Conducts material receiving inspections in coordination with the Material Control Manager.
Ensures that testing equipment/instruments are properly calibrated before use.
Reviews Welding procedures, prepared by the EPC Contractor, and ensures that welder tests, welding inspection, NDT and NDT evaluation are properly carried out and that certificates are provided accordingly.
EXPERTIES
Performing welding and / or mechanical inspections required for pipelines, piping, vessels / tanks, static equipments, and rotary equipments installation etc.
I am assessing the quality control procedure of the EPC contractor to assure compliance with the requirements and advising to the management on the QA and QC matters of the projects division.
I am defining, evaluating/recommending the QA/QC standards and ensure measure and application practices.
I am reviewing the engineering new tools and work methods of improvements purposes. Supervises safety delivery of physical design, construction ensuring cost efficiency and quality objectives.
I am providing direction, decision as delegated and leadership to peers within contractor and project division insuring timely and cost efficiency, inclusion of provision to guarantee that agreed quality objectives are met.
I am identifying the operational need and lead in the creation of teams and operation of technical performance audits of work program, produced by others for our organization and insure proper recommendation are made and carried out to correct technical and safety errors in the design and construction process.
Conducting studies, surveys on corrosion matters/problems, materials failures, cathodic protection, corrosion inhibitors, etc. Reported by technical divisions' job officers, investigates/analyses, through site-visits, causes and recommends to supervisor appropriate/cost-effective remedial/corrective actions prior to reverting to job officers. Attends technical meetings and inspects the conditions of plants, equipment, installations and structures, such as; platforms, well-head towers, pipe works, tanks, etc. During overhauls and provides specialist technical advice on implementation of corrosion control measures.
Performing Quality Audits on certain projects.

To report the Manager for matters related to the organization of the inspection activities, technical matters and allocation of resources
To participate to the set up of package inspection levels, to issue the Inspection Matrix and log inspection data in system, to liaise with the Certifying Authority and Client for their involvement in the inspection process.
To get inspection reports and inspection release certificates (IRC), review and distribute.
Review and approval for release of required QA/QC documents for fabrication and erection works, quality inspection plan, welding procedure specifications, process qualification records and non destructive testing procedures; procedures for pressure and leak testing, repairs and modifications.
Preparation of defect / fault / failure statistics, checks of personnel assignment; review to determine whether the required supervisory and quality assurance staff are present during all activities.
Conducting of weekly progress meetings with suppliers, erection companies and client's site management, and even more frequently if needed.
Participation at meetings of clients' site management, as needed; cooperation with site quality assurance personnel, and provision of support for meetings with the customer.
Provision of support for site management in time schedule tracking for the overall project.
