WORK HISTORY

1980 to Present: Senior Structural Engineer, US Department of the Interior, Minerals Management Service (MMS), Field Operations, Office of Structural and Technical Support.

MMS was part of US Geological Survey in eighties and was employed to review offshore Deepwater projects in Gulf of Mexico (GOM), Pacific Outer Continental Shelf (OCS) and Beaufort Sea in Alaska. In eighties I was Structural Engineer with Platform Verification Section which was part of Head Quarter group and had responsibility to review projects for all deepwater projects in GOM and offshore structures in other regions in all water depths. This included visiting third party certified verification agents (CVA) offices, fabrication yards, both domestic and international in Korea and Japan, and going offshore to witness installation of Jackets, Decks and pilings. Some of the structures that were towed from Korea and Japan were damaged during transit. Reviewed and repair procedures and gave approval to repair it while staying on Derrick barges before they were launched. Reviewed design, fabrication, and installation of deepwater platforms to name few like Lena, Bullwinkle, Harmony, Heritage, Allegheny, Morpeth, Diana, Petronious etc. Have used different API recommended practices, AWS, NACE, AISC and other agencies federal regulations. Have attended meetings with USCG, USACE, NOAA, State of Louisiana personnel etc. to resolve issues regarding decommissioning of offshore structures and Rigs to Reef projects. Extensive experience in reviewing and approving decommissioning of offshore structures both with explosives and non-explosive methods. Helped developing MMS regulations for Subchapter I on Structures. Attended API standardization committee meetings for developing recommended practices specifications. Very familiar with material specs like API 2H, ASTM testing like COTD and Charpy Values, AISC/ ABS materials. During fabrication yards visits checked welding procedures, welder qualifications, dimensional tolerances, material traceability records, mill certificates etc. Used computer program Strucad, STRESS, Strudal and FORTRAN programs. Familiar with use of EDG program SACS for design and analysis of offshore structures.

I have more than one year (many years) specialized experience working equivalent to GS-14 level. In eighties Mr. Felix Dyhrkopp a GS-15 Structural Engineer and I worked together under Mr. Dan Bourgeois and did exactly same work to review Design, Fabrication and Installation of projects under Platform Verification Program. Even though there were two GS-15 in the section, I took the challenge of reviewing the first deepwater project Exxon LENA guyed tower. I checked design by reviewing design CVA reports, visited fabrication yard and inspected fabrication, resolved fabrication material and welding problems. I went offshore and witnessed when that LENA jacket was launched. I am proud that I was involved in that project and it is still successfully producing at this time. This is one of many (more than 100) Deepwater projects I am personally involved in reviewing and approving (making recommendation to the Regional Supervisor) for installation in GOM, Pacific OCS and
Alaska Beaufort Sea.

In 1992 Mr. Tommy Laurendine was hired as GS-14 Structural Engineer and was later promoted to GS-15 position in 1996. That GS-14 position was never filled by Mr. Don Howard. I am doing work of GS-14 since 1996 which Tommy was doing previously and lately work of GS-15 since Tommy left for greener pastures in private industry.

I have done second line review of another GS-13 structural engineer at the instruction of Felix Dyhrkopp and Dan Bourgeois. I have signed hundreds of approval letters on behalf Regional Supervisor at the instruction of Felix and Tommy. I am presently signing platform removal approval letters on behalf of acting Regional supervisor Lars Herbst.

Over the years have gone offshore to inspect platforms, reviewed structural permits, done analysis of structure design using STRUCAD program. Have extensively used API RP 2A, RP 2T, RP 2X, RP 2Z, Bull 16J, Specs 2H,2W,2Y and 2L etc. and participated in API committee of
Standardization. Also very familiar with ISO standards. Reviewed Deepwater structure designs and very capable of designing the same with design experience while working with private consulting companies and US Coast Guard.

Over the years have given technical advice to upper level management people on structural engineering, represented MMS with US coast Guard on MOU, visited Oil Companies offices while representing MMS. Recently I am one of the MMS personnel involved with BP on Thunder Horse and Atlantis problems. Thunder Horse and Atlantis has problems with their under water pipe manifolds buttering weld cracking. Have given oral presentations at meetings with oil companies, other governmental agencies like NMFS (NOAA) etc.

Recently represented MMS and gave presentation on behalf of Regional Supervisor (Joe Gordon) at a short notice at seminar on "Life Extension of Offshore Platforms" in August 2006 sponsored by Well Completion Technology.

Have represented MMS with NOAA on Generic consultation on the use of explosives to remove offshore platforms. Succeeded in making NOAA to issue revised consultation so that Operators can use higher explosive to remove deepwater platforms.

Attended and inspected Fabrication Yard on behalf of MMS for Devon deck raising demonstration. This included lifting of eight deck legs simultaneously fourteen feet by jacks, Houston, TX. September 2006

Attended and represented MMS in a meeting with ABS, Operator BHP and USCG at USCG Head Quarters in Washington, DC regarding Metocean criteria issues for Neptune Tension Leg deepwater platform, Washington, DC. September 2006

Gave presentation on behalf of acting Section Chief (GS-15) at a very short notice at a seminar on "Offshore Platforms Life Extensions "New Orleans, LA. September 2006

Attended and participated on behalf of MMS at a meeting with ABS, USCG and Operator BHP regarding Chevron deepwater Typhoon and Neptune projects at ABS offices. Typhoon Platform was destroyed by Hurricane RITA and I recently approved removal of that Platform and it was successfully installed as a reef at another location, Houston, TX. July 2006

Attended special training in Design of Dynamics of Floating Structure and Model Testing and Theory and Practice of Riser and Mooring dynamics- A three day event providing lecture each day with two main objectives: Understand of Wave hydrodynamics and wave structure interaction and to gain experience with design analysis, computation, software and model testing. This course was offered by a Professor from University of Illinois in Houston, TX. July, August 2006

STRUCTURAL PERMITS

In last 26 years working as a Structural Engineer have reviewed and issued numerous permits for New Installation of Platforms, Modifications of platforms, Repairs of Platforms, Assessment of existing Platforms, Reuse of Platforms and Abandonment of Platforms.
I have reviewed more than 2000 applications and issued permits for abandonment of platforms that include both removals by explosives and non-explosive methods. Also worked with adjoining states into converting old platforms into reefs. Rigs to Reef is a very successful program and close to 200 old platforms are turned into reef.

SPECIAL ASSIGNMENTS

Assigned to COOP, for 2006 and onward hurricane seasons, group as a primary member where during times of hurricanes Hurricane Response Team provides direct and immediate support to ensure the stability and efficient on-going operation of the GOM Service. This may require travel to outlying areas ahead of the storms preparing communications and space for members of other support teams.

After Hurricane Katrina and Rita temporally moved to Houston to help COOP team and other members of OSTS staff to review permits and keep track of damaged and destroyed platforms.

Gave a special presentation to a Japanese delegation of six people in
New Orleans office regarding abandonment of platforms. October 2006

1976-1980: Structural Engineer, US Coast Guard, Washington, DC

Employed as a Senior Structural Engineer with the U.S. Cost Guard in Washington DC. Managed structural review of Loop Deepwater project in LA. Solved material problems, visited fabrication yard and saw the successful completion of the project. Wrote computer programs to check locations of SBMS etc. This deepwater project is presently operational and helps U.S. to import oil from overseas via VLCC.

1961-1976: Structural Engineer, Swindell Dressler and other Consulting Companies

Worked as Structural Design and Supervisory Engineer in Design of Interstate highway Bridges, Refineries, Heavy Civil Projects, and Buildings etc. with various consulting companies. Prepared specifications for steel and concrete materials for bidding of the AFC projects. Calculated quantities of materials from prepared fabrication drawings for bidding purposes. Proficient in use of AISC, ASCE, AWS, AASHTO, AREA, UBC, ACI and other codes. Inspected projects under construction.
Wrote computer programs in FORTRAN language for design of Continuous Curved Steel girders, Concrete Piers and Abutments and other structures. Used Stress and Cogo programs developed by MIT to use on main frame IBM computers.

1960-1961: Attended University of Michigan, Ann Arbor, USA
Received MS in Civil/Structural Engineering in eleven months

1958-1960: Civil Engineer and Lecturer, Government of India and Baroda University

Worked as Civil Engineer with Oil and Natural Gas Commission with the Government of India. Taught Structural and Materials Engineering subjects to Undergraduate class at the University of Baroda, India
