Crude Tank Farm Project consisted of two (2) very large crude oil storage tanks, the largest of which has a diameter of 200 ft and is 60 ft high, two (2) smaller crude tanks, a firewater tank, and associated appurtenant facilities (manifolds, pump stations, and piping).
Specific Duties and Responsibilites are ;
Establish and maintain permit to work system for WPK. Greenfield site and Brown field work in CTF operations area.
Develop Permit processes for permit to work signatures and approvals
Co-ordinate with HSE Trainer / instructor to obtain training competency certificates all persons who sign an work permit.
Conduct regular meetings with permit coordinators. Ensure they know all relavant requirements WPK / TCO. Conduct training sessions with them.
Conduct regular audits on contractors permit to work system and their work permits in the field application. Submit weekly audit report for each contrcator. Identify amount audits per Contractor & types of deviations & corrective action plan.
Change WPK permit to work procedures as required and submit proposal to HSE Manager for approval.
Co-ordinate Behavioral Based Safety (BBS ) program on the Project, reqular meetings with program trained observers, leading BBS Steering Committe on Project, reporting to Project HSE Manager regarding Behaviroral Based Safety Program regularly.
Monitoring of Contractor's activities in terms of HSE that their activities complies with TCO and WorleyParson Kazakhstan and Local HSE rules and requlations. Correcting any unsafe work on the site and informing the Project HSE Manager and Person who is in Charge of that activity

Main Responsibilities were ;
To prioritise and produce a strategy for implementing the various elements of the plan and to ensure that it is being communicated effectively throughout the Project Organisation and Subcontracting Companies, updating it as required.
To report to the ENKA Management team on implementation progress, points of concern and any topical points of issue, on a regular basis.
To establish and maintain a professional relationship with Client and subcontractor representatives.
To provide direction as necessary to attain HSE management standards and goals required by the project HSE programme
To establish a system of audits that measures the effectiveness of the HSE programme and ensures that the requirements are being effectively communicated throughout the workforce
To ensure that sufficient training and induction of all personnel is being provided and maintained.
To ensure that visit induction is given to all visitors before they are allowed to visit the site.
To develop the HSE awareness of all personnel employed on the project, via the Safe Worker Observation programme, and ensures their participation in all aspects of the health and HSE programme.
