Accountability:
Reporting to site Project Controls Manager and Subcontracts Manager.

Duties and Responsibilities for QS:

1. Responsible for the preparation and maintenance of measurement take-off and bills of quantities primarily in relation to piping and major mechanical services installations, civil and structural works. Supporting role in the maintenance of on-site records in respect of progress measurement, variations and change orders.
2. Engaged in undertaking in-site measurement and verification of installed work including drawing take offs, measurement and production of bills of quantities, and measurement and valuation of change orders.
Key resource in supporting the Field subcontract administration.
3. Keeps control on scope of work quantities for adjusting the subcontract purchase order value, if required.
4. Check's if Subcontractor's measurement complies with contract conditions.
5. Prepares and agrees with Subcontractor on progress on payment purposes.
6. Agrees on quantities and valuation of extra work authorizations.
7. Conduct re-measurement of quantities of Piping materials, insulation, painting including structural. Evaluate variation works submitted by subcontractor as per stated in the contract.
8. Organized and tracked the project's financial progress and percentage; identified and monitored potential deviations from budget, accurate forecasting of cost at completion; ensured contracts completed within budget and executed within contract terms and project procedures; management reports generation; claims preparation/defense; resolution of sub-contractors' claims; valuation of progress payments; settlement of variations and completion of final accounts.
9. Involved in the preparation of quantity estimates and detailed costing of various projects called for tender; developed a system of deriving unit cost of different construction operations and equipments with accuracy; conducted site inspection and gathered data on location, labor and job conditions for systematic preparation of tenders; evaluated and provided recommendations for quotations received from sub-contractors.
10. Identified and monitored potential deviations from budget; accurate forecasting of cost at completion; management reports generation; assessment/defense of claims; valuation of progress payments; settlement of variations; completion of final accounts; quantity and cost estimations; performed detailed quantity estimates of structural works. or systematic preparation of tenders; evaluated and provided recommendations for quotations received from sub-contractors.
11. Evaluating and estimating Site Instruction works that potentially produce a Change in the Work.
12. Maintain files for all remeasurement exercises and ensure confidentiality of all subcontract information is strictly maintained.

Essential Skills:
Well versed and experienced in standard methods of measurements and valuations in respect of Piping and Mechanical installations, Structural and Civil Works.
Technical capability and an appropriate knowledge and understanding of Piping trades, Process Systems and associated Mechanical plant installations.
Experienced in providing project control and cost management services, understanding of value engineering principles.
Skill in working and communicating effectively with all levels of the project and the functional groups.
Working knowledge of Petrochemical, Oil and Gas, Fabrication Plant and process construction industry contracting practices.

Duties and Responsibilities for Detailer:
1. Examines Specification and Instructions covering both Mechanical and Structural in preparation for Detailed Shop Drawings.
Do field survey and Inspection in order to confirm the discrepancy from specs and submit report as per site condition.
2. Prepare detailed piping spool drawings using Talisman Iso Piping Program including materials take-off.
3. Draft and detailed fabrication drawings of Structural steel Design such as Pipe Rack, Communication Tower, Pre-fab Building, Fuel Storage Tank, Water Storage Tank, Above Ground Water Storage Tank, Pipe Support, Smokestack, Feed Water Tank, Compressed Air Tank, Boiler, Ladder, Rails and Gratings, Cable Trays, Ducts and Fittings for air-conditioning and ventilation.
