Resident Project Manager in representation of CITGO, to oversee the development of the Detail Engineering performed at the Inelectra Offices in Caracas for two commonly designed Ultra Low Sulfur Diesel Hydrotreater Units, for construction one at the Lemont Refinery and the other one at the Corpus Christi Refinery. The design of these Units was performed with support from Mustang Engineering in Houston acting as Technical Lead, to comply with EPA Regulations of maximum allowable sulfur content in road diesel of 15 ppm by 2010. The Engineering Contract dimension was $18 MM and 295,000 man-hours.

11/2004 – 10/2005 Project Manager for a Catalytic Naphtha Hydrotreater Unit, CITGO Corpus Christi Refinery, Texas, USA
Project Manager responsible for the development of the Detail Engineering and Procurement support, for construction of a Catalytic Naphtha Hydrotreater Unit at the CITGO Corpus Christi Refinery, performed at TIVENCA Maracaibo with support from Jacobs Engineering in Houston, designed to comply with EPA Regulations with respect to the maximum allowable sulfur content in gasoline of 30 ppm. Responsible for the administration of an Engineering Contract of $7.5 MM and 165,000 man-hours, and a procurement effort of $20 MM.

Development of the plan to implement Process Safety Management in the Production Division. A baseline audit was performed based on API RP to establish a benchmark. Responsible for planning and execution of the predictive and preventive maintenance programs of 10 gas compression plants (900 million SCFPD) located in Lake Maracaibo, required to achieve the equipment reliability needed to meet the target production, including budgeting of overhauls and routine maintenance, planning of required spare parts and troubleshooting activities.
