Management/Supervision of offshore pipeline installation contract on client's behalf (temporary replacement for incumbent)
Installation of Ashdod to Hadera pipeline with related onshore tie in works, offshore Israel, client Israel Electric Corporation Ltd.
The project encompasses the installation of a 30 inch pipeline, parallel to the coastline between the cities of Ashdod and Hadera, with landfall and tie-ins at 5 locations. Personal responsibilities covered interactions with authorities to secure permits for the works, coordination of IEC's (Israel Electric Corporation Ltd = Owner ) supplies with offshore works. Day to day coordination of works with the various parties involved, supervision of pipe-lay contractor.

Responsibilities
Management of all project activities related to the design, fabrication, transportation of an offloading system and installation of loading buoy & FPSO, both located in 1400 m water depth. Coordination and supervision of in house design work on loading lines and their interface with the loading buoy & FPSO. Contract negotiation, approval of design, site supervision and quality control of the works undertaken by the buoy manufacturer. Profit and loss responsibility for this part of the project. Emphasis was on the technically challenging aspects buoy project, the CALM buoy in the world's deepest waters, and the commercial complicated nature of this state of the art project. For the FPSO mooring system activities covered the design, procurement of the different components, and integration of these in the floater's hull. Development of detailed procedures for installation of both mooring buoy and FPSO on location.

Duties covered the overall coordination of the works design review & approval, contract negotiation, supervision and quality control of procurement activities and subcontracts, progress assessment, payment control, interfacing with client on a day to day basis and by formal presentation to client's board of directors. This position required a wide hands-on experience in contractual and technical matters. Training and education of local staff was part of the assigned responsibilities. SHG Process complex client Oil and Natural Gas Commission, location Bombay High Field offshore India
The contract for these works was placed with a consortium formed between Daewoo Shipbuilding of South Korea, responsible for fabrication works, and N.P.C.C., covering all the offshore installation works. NPCC's scope of work included the installation in the Bombay High Field of the SHG platform, comprising a 8 legged jacket (weight 5500 mt), with 4 main piles and 16 skirt piles, and topsides(6 compressor modules and generator cum living quarters packages) and associated modification works on remote platforms, and laying of the related pipelines. Project management of all works involving daily management of in house departments, consultants, suppliers and subcontractors, for design, transportation, installation testing and commissioning of the platform and of 188 km of pipelines with diameters 10 through 28 inches, co¬ordination of procurement activities, interface with client and consultants, supervision of subcontractors. The contract value of 120 million US $, represented 50 percent of the yearly turnover of the company. Hook up works included modification works at 18 platforms in addition to the SHG decks. During the installation phase I was heading the Bombay based site office, with full responsibilities for client contacts, operational and logistic management of 4 installation barges spreads executing simultaneously the field works. An This project was completed on time on 31/04/1994 and within the budget.
l-MNTW infill platform project, subcontractor to Larsen and Toubro, Owner, Oil and Natural Gas commission, Location Bombay high field, offshore India
This project was run simultaneously with the SHG project described above. My personal tasks during this project were the same as for the SHG project. The project involved the installation of 4 wellhead Platforms (each 4 legged jackets, with 4 main piles and 4 skirt piles) and their topsides (one main deck and one helicopter deck) and a combined length of 78 km of pipelines in sizes ranging from 4 though 16 inches. This project was timely completed on 28/03/1994.
SHW project, Subcontractor to Daewoo Shipbuilding, Owner, Oil and Natural Gas Commission, location Bombay High Field offshore India.
Personal responsibilities were the same as described for the SHG & I-MNTW Projects. This Project consists of the installation of water injection platform and topsides, together with the laying of 16 km of pipelines of diameter. The scope of work covered by N.P.C.C. was launching, upending and setting of the jacket (weight 4500 mt) and it's associated deck. The scope of work for pipelines consisted of design, supply, coat and wrap, transportation, laying, testing and commissioning.
IPC-Heera trunk line, Client Oil and Natural Gas Commission, Location Bombay High & Heera Field, offshore India.
Installation of 120 km long 30 inch pipeline between the ICP and Heera platforms, with 5 laterals (branching),and 18 km long 22 inch branch line to the SHP platform. The water depth along the pipeline varies from 50 to 80 m. The pipeline is trenched to a cover of 1.2 M. Contractual sum was 60 mil US $.

This project was carried out in co-operation with a local contractor, the technical emphasis was on the development of simplified techniques for survey and execution of the installation works(pipeline pulling, and trenching, buoy installation works with locally available barge). The project involved
The design and testing of a purpose built trenching machine that was to be used for post trenching the pipeline in the shore approach area.
Installation of spread mooring with a LPG loading line and associated vapor return line, client ENPPI location Red sea, Egypt.
Design and construction of 8 and 6 inch lines. The concrete coated pipelines were simultaneously pulled from onshore make up site to sea., with PLEM attached. The spread mooring consisted of four buoys, tied to the seabed by anchors. The contract included the installation of land lines (10 km) connecting the terminal to the onshore facilities.
Repair of 1O inch oil line at Ekpe platform client Mobil Oil Nigeria, location offshore Nigeria
Procedures and project management (including hands on offshore management of construction works) for repair of a 10 inch pipeline at Mobil's Ekpe platform The repair was carried out from a dynamic positioned diving vessel that was used to lift the pipeline to the surface where the tie in was made. During these works extensive use was made of ROV's to perform most of the subsea works.
