2004 to current - Engineering & Operations
Start-up company with responsibilities for the development of a precision GPS based utility damage prevention system. Full functional responsibility & leadership for the integration of several cutting edge technologies and software, budget, organizational structure, contract negotiations, & business development. Successfully introduced our concept & process to the Common Ground Alliance of the Office of Pipeline Safety. Developed business partnerships with Vermeer Manufacturing, FAA, NavCom (John Deere), Rapid Map (a National Geographic strategic partner), TBE Group, & McKim & Creed Engineering.

2000 to 2004 – Energy Experts International (Senior Consultant)
Spearheaded an 850 mile, $220 m natural gas pipeline & transmission system. Scope of responsibility was diverse and included estimating, subcontractor billings, directing the site selection and engineering activities, development of environmental permit applications & compliance, right-of-way acquisition, as-built engineering to comply with the 2002 Pipeline Safety Act, and cost accounting & forecasting models. Negotiated the reimbursement of construction costs with the Public Utilities Commission & with environmental agencies to streamline the permitting process & constraints. Liaison with engineers, federal and state agencies, land agents and attorneys for reviews & scheduling. Directed the development of a new gas utility infrastructure.

1998 to 1999 – Sempra Energy - SoCalGasCo (Consultant)
Orchestrated due diligence for investing $350 million for natural gas distribution systems in Turkey. Conducted reviews of marketing assumptions, existing pipeline system designs and capacity studies, researched construction and cost estimates and reviewed organizational and operating requirements with Turkish regulations & officials.

1964 to 2/98 - Southern California Gas Company (Sempra Energy)

Promoted rapidly during 34-year career though a series of increasingly responsible operating & management positions. Directed construction of approximately 350 miles of pipeline annually. Innovated state-of-the-art processes to manage large-scale utility operations with focus on cost control, safety management, personnel development and regulatory compliance. Provided technical, engineering, finance and operating leadership in complex business divisions. Delivered significant and sustainable results.
* Developed and administered an operating budget of $2.1 million and a capital budget of $40 million. Responsible for engineering and design of all transmission and distribution systems serving 1.2 million subscribers in a 12,000 plus square mile area, region computer operations, network data communications of 300 computers, and development of business solutions for region operations. Directed the activities of 12 management direct reports and 247 non-management personnel in nine remote work locations. Improved operating efficiencies that achieved 8% reduction in operating costs and 15% reduction in capital requirements while increasing morale.
* Evaluated emerging technology, sourced vendors and directed over $500,000 in annual technology upgrades and/or enhancements.
* Fleet management for 850+ field construction & service personnel including construction equipment & vehicle acquisition, utilization & maintenance.
* Recruited 20 Sales Engineers & provided leadership for the expansion of sales effort resulting in 140% increase in market share.
* Directed the activities that led to increasing Builder Satisfaction from 33% to a record high of 88%.
* Successfully managed a direct marketing campaign targeting commercial customer's equipment replacement that exceeded goals by 30%.
* Selected as a Senn-Delaney Leadership and Team Building facilitator. Trained managers and supervisors on skills enhancements & how to embrace and implement change.
* Implemented new construction technology reducing costs by 40%.
* Core Process Re-engineering Team Leader that developed & implemented a process exceeding commercial and industrial customers' expectations. Created an organizational structure, developed and field-tested a proprietary software package that improved analysis capabilities of service personnel.
* Provided consulting service to ECOGAS de Mexicali, a start-up company owned by a partnership of Southern California Gas Company and San Diego Gas & Electric. Worked with Director General in developing an organizational structure that supports their developing company. Organizational structure has also been implemented in their sister company in Chihuahua, Mexico.
* Created the opportunity and directed the successful negotiation of a $4.7 million contract awarded by the U.S. Navy. This was the first project by Southern California Gas Company as a competitor in the private sector.
* Directed the environmental compliance activities for the region; a key success was the granting of a Section 7 permit from the State of California for construction activities in environmentally sensitive areas.
* Created and managed the development of a permits management system, eliminating a manual system.
* Project Manager for consolidating operating activities in thirteen divisions to nine. Project Manager for consolidating nine divisions into five regions.
* Directed Sales Engineers and other related personnel in expanding market share in residential, commercial, and industrial markets.
* Developed an engineering training facility at CalPoly SLO to demonstrate the differences in the engineering and cost performance of water pumping prime movers.
* Successfully developed labor negotiation proposals restructuring the field workforce to maximize flexibility and improve productivity.
