- Gas Plant Projects Department, IK Infrastructure Div. 1997 To 1998
For Hawiyah Gas Plant (Grass Roots Facilities with capacity for 1.6 Billion Std. Cu. Ft. & provisions to expand), was responsible for project coordination, management, and supervision of project management team for construction through 2 separate contractors. Scope included 74 Km. Of access roads; and site preparation including major civil earthworks, concrete lined drainage swales and structures and a construction power system. (Total value of both contracts was over US $ 51 Million).

- For Shaybah Field Development Project Department 1995 To 1997
(US $ 2 Billion Grass Roots, 500 Bbl/day Oil Production Facilities), was responsible for project coordination, management, and supervision of design consultant team: project management construction and maintenance teams; for provision of over 400 Km. Of access roads crossing Saudi Arabia's mega sand dunes and shifting sands; 4 airstrips; and construction communications in remote Rub-Al-Khali desert location. (Total value of 3 construction contracts under my direct responsibility was over US $ 90 Million.)

-For Industrial Projects Division 1994 To 1995, was assigned as Unit Head, supervising up to 7 Aramco Project Engineers, and Contractor Technical Support personnel, in the design and construction of Non- Electric Utilities projects in Dhahran, Abqaiq and surrounding communities. Major projects included the Regional Sewage Treatment Plant in Dhahran; Elevator Replacements Project in Abqaiq; and Water Wells Upgrade Project in Abqaiq.
- For Dhahran Corporate Office 23 stories Building Project 1992 To 1994, provided In-Kingdom technical support for design by the Out-of-Kingdom Consultants. Served as Senior Project Engineer for Geotechnical studies coordination, and for construction of all site preparation Civil and Structural Works at the Building Site before the project was cancelled.

USA AND OVERSEAS EXPERIENCE PRIOR TO SAUDI ARAMCO:

Consultant - Kuwait Embassy, [Cultural Center of Kuwait C/o: Kuwait Embassy, Washington, DC] 1991-1992: During this period, I continued to provide assistance and advise to the Government of Kuwait in Washington, D. C., to assist in preparations for the reconstruction of Kuwait, following the Gulf War.

As a consequence of Iraq's Invasion of Kuwait, I spent over 4 months in the American Embassy Compound, surrounded by Iraqi Troops, while under siege.

MINISTRY OF PUBLIC WORKS, (MPW) Kuwait Jan 1990 To Aug 1990
Civil Engineer/Special Adviser To Chief Engineer: I served as Special Adviser to The Chief Engineer, Roads Administration, in the review of consultant's proposals and scopes of work for new agreements; contractors correspondence and proposed change orders, claims, etc. for ongoing construction projects. Reviewed Consultant's proposals for crossing the bay of Kuwait with a causeway- bridge 35 to 40 Km. Long. Was also responsible for providing advice and assistance to the chief of construction and the (owner's) Project Engineers, on a construction program of up to 16 city infrastructure projects with a total value of US $ 172 Million.

Note:(In August 1990, my career was abruptly interrupted by the Iraqi Invasion. I was forced to evade capture, while seeking protection for my family, from the invading Iraqi Troops. These events led to the period of Hostage Status in the American Embassy while it was under siege-see above).

A) Region 3 Structural Engineer, Baltimore, Maryland; and
B) Division Bridge Engineer for Washington, District of Columbia:

- Kuwait, Highway Engineer (GS-14) 1980 To 1988
[Immediate Supervisor: Division Administrator, Irwin, C. Fox (505) 986-6067]
Served in dual capacities, with distinct roles as an FHWA Adviser on Local Projects Design and Construction, and as Engineer's Representative on specific Major Projects as follows:
A) Bubiyan Bridge & Roads Project, a Turnkey Contract with a total value of US $ 75 Million, featuring a 2.5 Km. Long, segmentally constructed pre-cast concrete truss connecting mainland Kuwait with the Island of Bubiyan.
B) Kuwait Steel Flyover Interchanges Program, a Turnkey Contract for design, fabrication, construction, and 2-year maintenance for providing two level interchanges at 14 locations throughout Kuwait City, valued at US $ 70 Million.
C) Fintas Superblock Urban Infrastructure Project, which developed a 10 Sq. Km. Area of Desert into a model City neighborhood with state- of- the- art landscaped networks of Roads and Bridges, and all utilities networks. (Valued at US$ 109 Million).
As FHWA Section Head / Local Projects – Throughout Kuwait.
In this capacity, I supervised a Team of 3 Area Engineers, and one Quantity Surveyor, in advising the MPW Chief of Construction and his Project Engineers, and the MPW Design Team, in the Design and Construction of Infrastructure and Highway Projects throughout Kuwait. (During my assignment in Kuwait, the Local Projects Program had 15 to 18 Projects at any one time, with a value in the range of US $ 180 Million).

- FHWA Structural Engineer (GS-13), Washington DC 1977 To 1980
Served on the Northeast Corridor Assistance Project, Bridge Office in the Program for rehabilitation of the Railroad from Washington to Boston.

- Panama, Division Bridge Engineer (GS-12)1977 To 1980
Served in two distinct capacities in Panama as follows:
A) Field Operations Engineer. Provided advise to Panama Highway Dept. on a 33 Km. Long - Section Tocumen to Rio Escobal, Project of the Darien Gap Highway.
B) Division Bridge Engineer for the US $ 100 Million Darian Gap Highway Program, which included some 70 Bridges-Steel Trusses, Steel Girders, and Composite Concrete Decks.Also participated with the FHWA Regional Engineer, in performing field review of bridges in Costa Rica in response to special requests.

- Atlanta Ga. Structural Engineer (GS-12) Apr 1973 To Sep 1973
My innitial assignment with FHWA was to work at the Georgia DOT Offices in Design and Construction of Bridges. During this period, I carried out Bridge Design work, and participated with the State Construction Engineer in Field Reviews of Bridges Construction throughout Ga.

U. S. ARMY CORPS OF ENGINEERS – Jacksonville, FL. 1971 To 1973
Structural Engineer (GS-11) - Performed preliminary design studies including site plans, structural drawings (sketches) and quantity& cost estimates for spillways, culverts, pumping stations, bridges, locks, gates and buildings. Also served as volunteer
Project Engineer for the provision of 12 Emergency Disaster Relief Mobile Home Parks at Wilkes Barre, Pa. after Hurricane Agnes.

AMERICAN SCIENCE & ENGINEERING CO. – Houston, TX Senior Civil Engineer 1970 To 1971
Performed research and technical writing for wind load analysis; and for development of pre-stressed high strength materials transmission line structures. Also served as a consulting engineer on Lay Barges in regard to pipe laying stresses during construction of a major pipeline in the Gulf of Mexico, for the Sea Robin GasProject.

FLUOR CORPORATION – Houston TX Senior Structural Engineer 1968 To 1970
Performed Structural and Civil Designs and supervised related drafting for steel frames, industrial buildings, and foundations for vessels for Petrochemical Plans.

BROWN AND ROOT ENGINEERS – Houston, TX.
DESIGN CIVIL ENGINEER 1967 TO 1968
Performed structural, mechanical and hydraulic design for waste water treatment facilities, including pump stations, clarifiers, thickeners, pipe tunnels, and civil infrastructures.

Initial duties in Right of Way Engineering - writing legal descriptions, checking subdivision maps for agreement with City Survey Records, in connection with City Approval Limits. Final duties were in performing Structural Designs for retaining walls, storm drain structures, & evaluating possible modifications of existing buildings for Road Widening Projects.
