Process Assistant Shift Supervisor - Operations Department
PRIMARY FUNCTION:
Responsible to and advises and assists the Process Services Head on matters pertaining to the technical aspects of the overall refinery process operations, operating data analysis, environmental protection and pollution control, energy efficiency, safety operations, environmental impact and/or support additional requirements in terms of production, new product or enhanced product quality.
DUTIES AND RESPONSIBILITIES:
1. Reviews day-to-day process operations to spot and correct potential problems or deviations from operating plans.
2. Compiles and analyses daily operating data and prepares routine reports.
3. Maintains and updates refinery data on equipment and processing set-up.
4. Constantly reviews product qualities to ensure adherence to standard manufacturing specifications without sacrificing blending optimization. Renders assistance on product blending problems.
5. Provide technical assistance in trouble-shooting refinery operating difficulties.
6. Conducts technical studies, prepares process design and recommends measures to reduce costs and improve operations, safety, energy efficiency, product quality, environmental protection and pollution control.
7. Plans, follow-up and evaluates process unit test runs and makes recommendations to reduce costs and improve operations, safety, energy efficiency, environmental protection and pollution control and product quality.
8. Conducts surveys/ studies and makes necessary recommendations to improve yield and product quality, oil loss, cost reduction, energy conservation, environmental protection and pollution control posture of the refinery.
9. Other activities:
a) Conducts studies to guide Operations Department in optimizing product blending.
b) Conducts special studies to evaluate economic incentives in implementing major changes in refinery operating plans.
c) Follow-up all process unit turnaround schedules and work items.
d) Prepares material for technical committee meetings and activities, operating manuals, safety reports and other technical papers.
e) Attends pertinent refinery meetings.
f) Participates in various committee dealing with refinery operations, safety sports, social and public relations.
g) Trains other refinery and affiliate company personnel.
h) Attends company management and technical courses as well as non-company professional or technical seminars as advantageous.
i) Keeps abreast with developments in his field, selecting those that may have company application.

PRIMARY FUNCTION:
In charge of safe and efficient operation of all equipment and facilities associated with processing crude oil into various petroleum products. Specifically assign to do field works and/or workstation operation in any of the major process unit covering Atmospheric Pipestill #1 and #3, Gas Oil Hydrofiner Unit, Gas Oil Desulfurizer Unit, Vacuum Pipestill Unit, Hydrogen Recovery Facilities, Kerosene Hydrosweetener Unit, and Solvent Plant.
DUTIES AND RESPONSIBILITIES:
1. Work according to publish shift schedule or assigned tasks.
2. Reports his presence for work his Shift Supervisor before the start of the shift.
3. Advises his Shift Supervisor or his absence, the Shift Superintendent or Process Assistant Manager in adequate time before the start of the shift if he is unable to attend to work.
4. At the start of the shift, a technician checks with his Supervisor on-duty if he is a member of the firefighting team and assumes the duties of a firefighter for the shift accordingly. As a firefighter, it will be his duty to respond in firefighting activities should there be a fire in any part of the refinery.
5. Stays on the job until properly relieved and does not leave the general area of responsibility or work without the permission of the Shift Supervisor or Shift Superintendent on-duty.
6. Properly relieves the outgoing Process Technician on the job and assumes the duties thereof. At the time of changeover, he obtains all relevant information for his area or section and transmits same upon being relieved at the end of the shift.
7. Familiarizes himself at the beginning of his shift with operating requirements, product specifications/characteristics, etc. by checking or referring to the Process Technician he is relieving the order book, logbook, runsheets, computer printouts, computer data trend, alarm summary, etc.
8. As Process Technician, he maybe assigned as Fieldman or Control man in any of the Process Units in the Process Block I Area.
9. Checks and inspects that the work station he is operating is in order and that it is for automatic back up on its assigned back up work station. Knows manual switching to back up workstation if automatic switching fails. Ensures adequate supplies of consumables for SCC/DCS equipment and reports to Shift Supervisor the requisition material needed.
10. Checks and inspects all equipment in the field as well as the Control Room as early as possible in the shift and as often as possible during the shift.
11. Corrects faulty operations or line-up of equipment and immediately reports to the Shift Supervisor any defective equipment for repairs and maintenance.
12. Keeps turbines, pumps, compressors, gearbox, valves, etc. properly lubricated. Checks and inspects lubrication twice per shift or more often and reports unusual observation if any to the Shift Supervisor.
13. Checks frequently all heaters and furnaces in his assigned unit for oil/gas steam leaks, tube flame impingement, excess air, coke-up burners, hot spots, flue gas leaks, etc. and adjusts when necessary. Sootblows convections and preheater (where sootblower are provided) once per day or more often as required. Ensures adequate spare of clean burners for immediate use.
14. Draws samples from routine laboratory test or for special tests as required. Undertakes sample laboratory tests (local test) as required.
15. Start-up, maintains, operates or shut down equipment per Standard Operating Procedures, sees to it that such operations are carried out efficiently and safely, and in no way endanger personnel or equipment either by operating beyond limits of flow, temperature, or pressure by uninformed or unclear instructions.
16. Adjust equipment to change conditions of temperature, pressure, or flow as required or directed.
17. Prepares equipment, lines or facilities for safe maintenance and turnaround according to established procedures.
18. Conserves petroleum products, lubricating oils, chemicals and utilities.
19. Ensures right quality/amount of inventory of lube oils, chemicals and catalyst. Advises his Shift Supervisor of the need to replenish stock to maintain proper inventory.
20. Switches pumps, compressors, etc. to spares as scheduled. Ensures that all spare equipment are operable and available for immediate use.
21. Knows the location of the firefighting and safety equipment in his area, and ensures that the same are in good condition and available for immediate use in case of emergency.
22. Takes reading of operating conditions that are not hooked-up in SCC or DCS.
23. Thoroughly familiarizes himself with the proper operations of all equipment in the Process Area including safety and new fire protection facilities installed in the Process Control Room.
24. Keeps the Process Control House and Process Unit clean and free of unsafe conditions. Observe proper housekeeping in all areas of work.
25. Keeps watch on local conditions where instruments in the DCS may not be indicating or recording properly. Performs level comparison as scheduled or as required/directed. Advises his Shift Supervisor of abnormalities observe so that defect may be corrected.
26. Keep watch on drums, knockout pots, etc. for presence of unusual water which could upset unit operation. Advises his Shift Supervisor so that corrective actions and/or maintenance work can be instituted immediately.
27. Reports any oil, chemicals, water or steam leaks and defective steam traps to his Process Shift Supervisor so that corrective actions and/or maintenance work can be instituted immediately.
28. Familiarize himself in the various relieving devices in the unit and be completely aware of the emergency procedures in his area of responsibility.
29. Coordinates with his Process Shift Supervisor and with other sections of the refinery and informs them of any changes in the units that may affect their areas of responsibility.
30. Keeps the Process Shift Supervisor well informed on all development in the unit operation.
31. Investigates immediately sources of gas release to flare and hydrocarbon liquid to condensable blow down and takes immediate corrective action.
32. Performs any other duties that are work related as directed by his Shift Supervisor, Shift Superintendent or Process Assistant Manager Records important events that occur in his unit by printing a hard copy of instruments indications or trends before, during and after the event.
