Overview: Twenty nine years of engineering management experience for which 24 years in the oil, gas and shipping industry -EPC projects which includes: Project management, conceptual, feasibility studies, FEED and detailed design engineering, procurement, planning, organizing, QA /QC, construction, installation, modification, upgrades, commissioning, start-up and maintenance of International Projects for onshore & offshore oil and gas facilities ; including FPSO, gas plant, terminal and oil gathering station operations. Led and organized a team of various nationalities and multi discipline engineers for different projects in detailed design, construction and commissioning activities; assured the flow and completion of work schedule; monitored expenditures, organizational targets, delivery schedules; with strict compliance for safety, quality and environment standards.

Position sought: Senior Project Engineer/Senior Instrument Engineer
Career summary and Capabilities:
* Extensive and in-depth experience in managing E&I detailed engineering design, procurement, project interfaces, construction, commissioning and maintenance of systems and packages in Oil and Gas industries especially in controls, instrumentation, electrical, and related fields including the state of the art in foundation field bus and control technology. Working closely with clients, other disciplines with a good overall base in compiling scope of work for projects ranging from minor plant changes to major capital projects. Preparation of cost time resource (CTR), bid proposals, management of change, project execution plan, project safety and risk mitigation plans.
* In-depth knowledge includes control systems of electronic, pneumatic, hydraulic based, electrical systems for power generation, gas turbine compression, water injection, chemical plant utilities, oil/gas flow metering systems, boilers, reactors, scrubbers, separators, desalination, waste water and waste gas treatment, topping plant, analyzers natural gas dehydration, ammonia refrigeration and production operations,, etc. particularly in the application of these in hazardous and non hazardous areas. Expertise in managing and preparing deliverables for Instrumentation systems (DCS & field instruments), sourcing the right technologies, procurement and installing / commissioning the equipment.
* Education-Strong educational background. BSEE /BS ECE graduate with some units in masters in engineering. Possess strong interpersonal skills to manage people of different cultures, backgrounds and nationalities to meet and exceed organizational targets, objectives and delivery schedules.
* Management/Supervision (up to 300 Multi-discipline / multi cultural Engineers and technicians) experience includes engineering design, construction coordination, pre-commissioning and commissioning- of multi discipline team including supervision of engineers; mech. alignments, motor and transformer tests, hydro testing, leak testing, vendor equipment. startup and testing, etc., QA/QC, procedure development, start-up, operations supervision, maintenance coordination, operator training, HAZOP study, risk assessment and safety coordination. Prepare monthly/weekly reports and continuous progress monitoring. Interact and coordinating amongst various stakeholders, management, clients, contractors, third party consultants and government agencies. Conduct frequent construction site visits to monitor method of execution and progress of project works. Decision making and authority which includes contracting issues, safety, quality assurance, cost and schedule.
* Work pack and Commissioning Procedure preparation –Preparing and supervision of engineers in the preparation and compiling all multi discipline pre-commissioning and commissioning procedures for on-shore and offshore commissioning activities. Prepare project execution plan; work packs covering schedule, costs and budget, organization, HSE, contracting and procurement, quality control, commissioning and handover to operations.

* Twenty one years hands-on testing: including simulating, calibration, troubleshooting and repair of electronic and communication, instrumentation and electrical equipment ( Low voltage) and working within the provisions and guidelines of the QA system. Provide production operations support especially in troubleshooting process control problems. Familiar with US and European industry standards (IEEE, ISA, IEC,NEMA, API, ASME, NFPA, ISO, ANSI, ASMEetc). Preparing & executing the periodic maintenance plans for the instrumentation and ensuring maximum uptime & productivity through value engineering and preventive maintenance.
* Gas turbine experience: Nine years maintenance, trouble shooting and repair experience on Allen Bradley PLC controlled equipment such as gas Turbo-compressors (SOLAR, Ruston and Rolls Royce), gas and diesel driven turbo generators
* Computer knowledge-User of Windows 2000/XP/NT, DOS, Microsoft word, access, excel, power point, outlook, Internet, dbase III+ systems, Auto CADD, Delta V version 6.3, Primavera ( P3), ver 3, Lotus notes, Bently and INtools.
* Instrument DCS SIS experience-Experienced on the following instruments: PLC (Allen Bradley 5/15), Yokogawa CS 3000 DCS & Prosafe PLC Fire & Gas SIS Triple Redundant Emergency Shutdown System, DCS-ABB, GE Fanuc 90/70, Spec 200, SCADA, Smart, and Delta V (6.3) and Foundation Field bus control system, Triconex F&Gas and ASD system, HIPPS, Honeywell Plant Scape, HIMA SIS., Endress hauser, Seimens, etc.
* Production Operations - Three years experience in Libya doing production operations and plant maintenance for Oil and Gas Production Gathering Station (29C), and Zella Gas Plant. Producing 200 mmscfd of natural dry gas utilizing molecular sieve and glycol dehydration at Zella and Fidda Libya oil field facilities.
* Commercial Management: Facilitating and assisting the subcontract administrators in the following: Budget control, Close-out of Subcontractor commercial issues. Identify back charges and ensure notification to affected parties. Identification of insurance claims. Issue of Field or Site Instructions. Input to Change Orders. and Progress valuations. Prepare and review technical bid specifications and proposals, vendor data, resources, and liaise with clients, designers, PMT, vendors and subcontractors
* Offshore Experience: Experienced a total of more than 5 years working offshore (EPIC and maintenance). A total of 24 years working onshore experience- project management, pre-commissioning, commissioning & start-up.
* E&I Design: The job involves development of various conceptual studies, basic engineering (FEED) and detailed engineering (EPC) documents, including study reports, basis of design, general specifications, data sheets, calculation notes, instrument index, logic diagrams, graphics, functional design spec, I/O list etc.
* Instrumentation engineering Mentor-Provided instrumentation technical design and operation training to local engineers and technicians for 20 years. Training involves OJT, lecture and hands on.
