The scope of the project is to provide a 4th Oil stabilization and sweetening train, additional gas compressors, and the provision of a condensate rail loading facility to the existing processing complex increasing production rates to 10.27 MTA. Joined the project at the pre FEED stage, carrying out design reviews, SIL/HAZID/HAZOP procedures and existing plant tie in works. Ensuring input of existing plant modifications and debottlenecks are incorporated into the detailed design. During the construction activities, preparation of system/sub-system documentation for input to WinPCS database, development of commissioning procedures and startup/operations documentation. Input to 3D model development for optimum plant and equipment design layout.

The Oseil 1 Development Project
Initially based in Jakarta developing Operations and Maintenance systems for the O & M phase to follow on from the Commissioning and start up by the EPIC contractor. Development of a Production/Maintenance Management system including a Permit to Work System., implemented for an early temporary crude oil production programme, initiated because of delays in the construction and commissioning phase. Recruitment/selection of all Indonesian national O & M personnel (total 260) from all areas of Indonesia, to work in a politically/religiously sensitive region of the country. Identification and procurement of operating spares and operational equipment. Oseil phase 1 facilities designed for 20000 bbls throughput, fractionation into heavy fuel oil and Naptha, storage and export of products by marine tankers. Provide commissioning assistance to EPIC contractor in preparation of commissioning management system. Responsible for the whole operation from well through to product loading of marine tankers, and operate within budget constraints. Since start up, carry out plant optimization and debottlenecking to improve plant performance and efficiency. Selection and optimization of chemicals. Management of catering contractor for two camps and warehousing system for spares inventory. Implementation of training programme for local personnel to eventually become operators and technicians. Maintain and instill high standards of environmental awareness in a totally unspoilt area of Indonesia.

The Elgin Franklin Project
Joined the project in the pre-production phase, initially based in the Aberdeen office developing the start up, operating and production management procedures followed by a period at the construction yard involved in platform familiarisation and onshore system commissioning. Once offshore, involved in hook up and commissioning activities and preparing systems for process start up. Elgin Franklin is a three-platform development to produce approx 175000 bbls/d of hydrocarbon condensate into the Forties gathering pipeline and 14.6 mmscm/d of sales quality gas into the SEAL gas export to Bacton and Europe via Interconnector. Supervision of a multi skilled shift team on process plant comprising separation, gas dehydration, sweetening, NGL recovery and compression. Start up of the Elgin/Franklin facilities commenced March 2000 with production rate increased to design by June 2000. The Franklin platform is operated normally unattended, and I was responsible for the development of the detailed strategy and procedures for this part of the operation. An extensive training and familiarisation/competency programme was carried out prior to start up, with all personnel gaining knowledge of plant operation, equipment, and operating/maintenance procedures.

Plant start up and optimisation during arctic winter conditions of Canadian designed processing plant, comprising 60000 bbls/d oil/water separation, degassing, metering and international export. Sour gas compression and MDEA H2S absorption with sweet gas transmission to the local domestic market. Final systems acceptance from the commissioning group. Site verification/amendment of Process Operator guides. Training of Russian operations personnel in western oil and gas treatment plant operations and control systems. Engineering solution and implementation of change/improvement plant modifications.
