* Initiate Pipe and vessel Integrity Programs through scheduled UT or various NDE examinations and testing

Coordinated all efforts of the construction team and 30 site Inspectors/ Technicians stretched throughout the 243 km track. Trained all local construction specialty teams and inspectors/technicians. Established a logistics program for all materials and equipment along the 243 km track. Set up QC Site Program, Procedures, and Set up Civil/Concrete QC Lab with necessary equipment to perform all contractually required tests. Monitored all rail installations and performed all required tests and examinations per contract, specification and drawings. Coordinated all examinations with client. Established site specific Quality Program and Safety Program. Coordinated, monitored and supervised all construction efforts to assure the QC specifications and procedures were maintained during the installation and construction phases. Day to day safety walk to constantly remind construction personnel of the safety requirements. Monitored and coordinated site logistics and all construction of US Embassy Compound Multi-story Buildings, utilities, perimeter fence and security. Monitored and tested all Electrical and Mechanical installations. Established QC team and performed all inspections, testing and examinations. Set up Civil/QC Lab. Scheduled client witnessing of all testing. Set up an initiative program to inspire the local personnel to come to work on time and perform their work with pride. Established Quality and Safety walk through to enhance the local personnel to perform with quality and safety as their goal. Zachry Construction Company—Parrish, FL; Cross, SC; Jacksonville, FL

Established and initiated a QC program for Zachry's Construction and Maintenance responsibilities. Tested and Qualified welders per ASME Sect IX. Directed and documented over 50 ASME Sect VIII Vessel Repairs. Erected, installed and tested (4) Combustion turbines, (4) Heat Recovery Steam Generators and (1) Steam Turbine. Fabrication, erection, installation and testing of a Selective Catalytic Reduction (SCR) reactor module for the purpose of reducing NO2 emissons. Maintained dual role as Jacksonville Electric Authority (JEA) site QC Manager and Zachry QC Manager during the construction and erection of (2) 300MW Centrifugal Fluid Bed Boilers in Jacksonville, FL. Testing and examination of all pipe and vessel welds. Mapped all welds and gave each weld a number. QC team monitored all welding, testing and examinations of welds. Assured all welds were inspected per specification and contract. Coordinated all QC functions of Zachry QC personnel as well as JEA QC personnel. Scheduled all third party inspections and testing. Maintained financial records and budget.

QA/QC Site Manager--Petro/Chemical Maintenance and Capital Projects--McIntosh, AL--1993 to 1999 ----------Brown & Root Construction Co, Inc

Initiated and maintained a site specific cost/budget program to meet US Government environmental contract requirements. Assured quality examinations and testing of all phases of the maintenance and capital project efforts. Repaired, fabricated, tested and installed numerous ASME vessels. Performed/monitored/documented the preparations and installations of various concrete placements, office buildings, electrical control rooms, switch gear rooms sub-stations, and pipe fabrication/installations.
Retested all welders on site in order to maintain Sect VIII welding requirements. Instructed all craft supervisors proper handling of Sect VIII vessels to include fabrication, welding, testing and installation. Coordinated all Inspection activities with client. Performed maintenance activities on Mechanical equipment, piping, vessels and structures.
Set-up Sub-Contractors site logistics/activities and audited their site programs and procedures to assure proper installations, testing and examinations were per outlined budget. Worked directly with finance team.

QC Project Coordinator—Oil/Gas Refinery---Theodore, AL---1991 to 1993----------H.B. Zachry Construction Company

Coordinated Supervision and welder activities during pipe fabrications, pipe welding and pipe installations. Performed weld trouble-shooting. Many pipe welds (prior to my arrival on site) were not accountable either during fabrication, welding and/or installation. Coordinated a Construction Management team and a QC team of personnel to search drawings and match field welds to the drawings/iso's. Identified additional welds not on drawings and welds which were deleted due to installation drawing changes. Counted and numbered all welds per Iso. Assured all test and examinations were performed on each and every weld through documentation. Completed weld mapping, testing and documenting of all welds on site. Client was satisfied.

Coordinated another team of QC personnel to perform all required inspections on site and monitor/witness all testing on site. Coordinated all activities of Third Party NDE contractor while performing required examinations on site.

Area/Const Manager--Fossil Fueled 200MV Power Plant--Millinocket, ME---1989 to 1991----------Rust Engineering
Coordinated the construction efforts of Sub-Contractors to assure each had an area to safely work at any given time. Audited Sub-Contractors for adherence to their required Safety and QC Program and Procedures. Monitored Civil, Structure, Architectural, Electrical, Mechanical, Insulation, HVAC, Painting, Fabrication and NDE during the Construction efforts. Established meetings between Sub-Contractor and client in order to coordinate Construction activities. Tracked all NCR's to assure prompt and correct actions taken to correct the non-conformance.

Performed Civil and Concrete Inspections during the early stages of the construction of the Alabama Electrical Coop Stored Energy Power Plant.

Pipe Hanger Inspector---Nuclear Power Plant---Glen Rose, TX---1988 to 1989----------Brown & Root, Inc

Inspected Pipe hangers, welds and paint throughout the Nuclear Power Plant for weld existence, weld cleanliness, hanger per specification and per drawing.

Boiler Maker Supervisor---Power Plant Boiler Maintenance---Indiana and Illinois---1985 to 1988------Blount International

Supervised the inspection, repair, removal and replacement of boiler parts to include water tubes. During Boiler shutdowns(back to back shutdowns---year round) the inspection of various boiler areas were performed. Any damaged or worn areas were repaired and/or replaced. Removal of water wall tubes and replacing with new tubes was a common event. Supervised Structural Department management team on their installation efforts to be per drawings, on time and within budget.

Yard Supervisor---Oil Rig Fabrication and Restoration---Pascagoula, MS---1982 to 1985----Ham Industries

Supervised crews during rework of Jack-Up Rigs and a other types of oil rigs brought to the yard for repair and overhaul. All rigs were delivered with major list of items to be replaced or repaired. The extent of work varied from structure, handrails, decking, helipads, piping, machinery, cranes, motors, engines, electrical, architectural, pantry, kitchen, and welding. Fabricated oil rig modules from drawings having very tight tolerances and shipped to Louisiana for assembly. Monitored budget closely due to hard dollar contracts.
