William C. Collier Jr. Detailed Work Skills and Experience

Electrical Testing Experience: Perform testing on various equipment including, transformers, breakers, generators, bus work, bushings, LA's, etc. Testing includes oil samples, Hi-Pot, Insulation Resistance, Power Factor, TTR, Breaker Timing, Infrared, etc. Use all types of test gear from Meggar, Doble, High Test, etc. Continuous training is ongoing, both on the job and in the classroom. Training and testing is done by NETA standards.

Electric Utility Experience: As a Traveling Operator, responsibilities were to operate and maintain Hydroelectric Generation Plants and Substations. This involved adjusting plant power output, CFS, reactive power, etc., while ensuring compliance with FERC and DEC guidelines. Performed normal and emergency plant start-ups, sectionalizing, high voltage switching & tagging of lines and equipment, etc. Substation maintenance included troubleshooting and fault isolation, Doble & Hi-Pot testing, repair or replacement of equipment and some construction.
As a Hydro-Plant Maintenance Mechanic, worked on crews responsible for all Generation Plants in the region, troubleshooting and repairing all problems with generators, and all associated equipment. Performed generator / station inspections and upgrades, dam inspections, plant equipment testing, and switch yard work. Plant maintenance also included carpentry, plumbing and machine shop work. Worked with heavy equipment, bucket trucks, indoor cranes, and all types of power tools, welders, plasma cutters, torches, etc. to complete repairs.
Was an I.B.E.W. union member and shop steward, and attended regular O.S.H.A. safety meetings.

CATV Experience: As a Head-end / Line Technician, in Albany, NY, was responsible for troubleshooting, repairing and the calibration all Head-end Equipment, Trunk and Feeder Lines and Amplifiers. Performed sweeps and balancing, and assisted in the design and construction of new circuits and extensions. Assisted in the installation and activation of an AML hub. Extensive splicing was done on various types and sizes of cable including. 750,. 500,. 412, RG-11, RG-6, RG-59, etc. Utilized all job specific tools including strippers, corers, crimpers, lashers, trap tools, hand and power tools. Used bucket trucks and climbing gear, and did tower work. Used various test equipment including cable locators, power meters, Time Domain Reflectometers, CLI detectors, multimeters, etc. Supervised technicians of a lower grade.

Telecommunications Experience: Worked as a Technical Supervisor for a telecommunications company on Quantico Marine Corp. Base, VA, responsible for the operation and maintenance of satellite earth stations. Duties included: troubleshooting all Uplink and Downlink Video, Audio, DTMF, Press Fax, Satellite Computer Networks, and the Terrestrial Microwave and Fiber Optic Back-Haul Circuits. Troubleshooting on the digital and analog circuits and station equipment was to the board level, using test equipment such as, spectrum analyzers, power meters, waveform monitors and vector scopes, fireberds, computers, etc. Utilized flow charts, schematics, wire run lists, block diagrams and blue prints.
Worked also as an assistant engineer in the design and construction of new earth stations, microwave hubs and fiber optic circuits. Installed and aligned remote antennas on towers and buildings. Designed and implemented a preventive maintenance schedule for all station equipment. Personally required to report daily to the FBIS / CIA in Langley, Virginia. Other duties were handling a site budget, purchasing, staff scheduling, safety programs and supervision, etc.

Avionics Experience: As an Avionics Technician in the U.S. Navy, was specialized on the IP-1214/AA Forward Looking Infrared (FLIR), and cross training on the APS-116 and LN-66 Radar Systems. Duties were preventive maintenance, testing, alignment and calibration of all equipment, including the test benches, and troubleshooting and repairing all problems. Troubleshooting was done at the "intermediate level" to a component on all these systems using various commercial test equipment and special "manufacturer designed" test gear. Utilized MIL-SPECs, flow charts, schematics and block diagrams. Also "intermediate level" Corrosion Control qualified, S-3A Ejection Seat qualified and CPR qualified. Supervised technicians of a lower rank and stood security and fire watches. Also attended fire fighting courses, and held a Secret Clearance.

Additionally: As an on going venture around the above positions, work is done in restaurant consulting and management. This includes inventory/purchasing, cost controls, AR/AP, payroll, staffing, training and supervision of employees, scheduling, staff incentives, customer service, banquet and functions organization, marketing, advertising and promotions, etc. Use PCs with various business software.

High School Major was Industrial Arts and included the courses: Auto Mechanics, Small Engine Repair, Metal Working, Wood Working, Electricity, Mechanical Drawing etc.

B.O.C.E.S. Major was Conservation and this two year course included: Logging, Waste Management, Surveying, Timber Cruising, Back-hoe, Loader, Dump Truck and Crawler Operation, Forest Fire Fighting etc.
