Responsibilities
- Establish the HSE Plan and Security management Plan at Company's various onshore fabrication and offshore work locations for Loss Prevention
- Ensure that Project HSE Management policy, plans and HSE manual and safe working procedures are implemented effectively and are suitable for their purposes and use for which they are intended.
- Monitor work environment conditions and ensure regulatory compliance
- Implement site HSE and Security Training programs
- Approve the PPE and security equipment
- Conduct annual Inspections and Audit of the Fire Protection & Detection systems and LSA
- Prepare and conduct HAZID / HAZOP reviews with client for Hazards & Risk management, maintain and update the file.
- Conduct safety reviews with client and subcontractors, follow up on action points to completion
- Maintain and update the safety file for Engineering fire and safety
- Prepare Environmental compliance plan (to support EPR's)
- Provide assessments and training for the handling and storage of Hazardous materials and awareness of MSDS information.
- Prepare Project subcontractor interface bridging documents including ERP preparation and updates
- Establish Emergency Response procedures & Team training Level 1 & 2 & 3 onshore and offshore
- Conduct audits on design office construction sites and offshore – internal and external subcontractors, and conduct follow up audits to ensure corrective actions have been implemented.
- Conduct offshore audits on barges and AHT's IMS and ensure IMO (Solas) regulations are maintained
- Promote HSE and provide HSE advice to the project and Supervisors
- Organize monthly Management safety meetings
- Establish Permit to Work System; LO/TO, Scafftag, Ladder tag, Confined space entry and manage and train personnel.
- Keep up to date on the latest EU and Country directives, and inform the management & project team of changes
- Providing technical input into the formulation of the method statements and project risk assessments, and review prior to its distribution in site.
- Established training by Technician / Supervisor discipline for Hazard identification & Task Risk Assessment (for the Competent person)
- Conduct accident & Incident Investigation to determine the route cause, feedback to management & follow up on corrective actions
- Monitor and keep records of HSE activities of the project and report to the Project Manager and QHSE
- Develop and implement HSE programme, collect and report and analyze HSE performance against objectives and identify initiatives for improvement where necessary with training.
- Develop offshore Emergency Response Procedures Level 1 & 2 in coordination with Client emergency systems and conduct training and joint drills
- Liaison, reporting and regular communication with the Project Manager. Provide Training, advice and support concerning Health & Safety Issues to Senior Management
- Ensure compliance with the ISM system and ISO 9001, 14001, 18001
- Join with MWS for Compliance inspections of IMO (SOLAS) Regulations on Company's vessels
- Conduct periodic Health & Hygiene inspections at offshore barges & vessels,
- Arrange Occupational Health & Safety facilities and be responsible for the standards of medical facilities on Companies vessels, maintain (with strict privacy) records of health and medical fitness.
