Extensive experience as a project engineer, piping engineer, engineering manager and project manager for design and construction of gas plants, refineries, cogeneration plants, LNG plants, cross-country pipelines, LPG storage and loading facilities; familiar with the application of ASME, API, TEMA, MSS, AWWA, ASTM, PFI, ISA, British and some Russian and German DIN Codes and Standards.Trained and certified as a process safety management specialist and HAZOPS/PHA Facilitator with four years of hands-on facilitating experience.

Computer skills: MSWord, WordPerfect, Excel, Lotus 123, PowerPoint, Visio, AutoCAD 2000, Compressor Optimization, Line-Sizing Softwares, Taproot Incident Investigation, Caesar II Stress/Vibration Analysis Software, MS Outlook, MS Projects, Pipephase, and Various HAZOPS/PHA analysis softwares.

EDUCATION:
BS Mechanical Engineering, University of California at Los Angeles (UCLA). 18 semester hours of graduate studies in Chemical Engineering at UMKC and USC. Completed a 5-course Total Quality Management and a 2-course Safety Management certification programs at California State University in Bakersfield in 1993-94. Was trained and certified PSM specialist and HAZOPS Facilitator by Chevron, JBF Associates, Arthur D little and EQE (1992 – 1994), completed Westney Best Project Management Practices – Stage-Gate Project Management Process training (2001).

PROFESSIONAL EXPERIENCE:
Texaco Worldwide Exploration And Production (2000 – 2002)
As an advanced facilities engineer prepared PFD's, P&ID's, equipment layouts, piping and mechanical equipment specifications, evaluated equipment purchase and construction bid packages, supervised construction and plant startup. Assignments included expansion of an existing heavy crude dehydration plant, feasibility study for a grass-roots crude dehydration and water treatment facility, fitness-for-service study/inspection of existing crude dehydration equipment and piping. Provided technical direction to less experienced engineers, designers, technicians and drafters. Reviewed detailed mechanical design and engineering work; vendor drawings and data; coordinated with all disciplines; and conducted constructibility reviews of construction bid packages. Significant achievements: Identified, refurbished, re-certified and installed used equipment at a crude dehydration plant to realize a 66% cost saving ($530,000 savings compared to a total AFE budget of $800,000).

Parsons Engineers, Ltd. (1999 – 2000)
As a senior project engineer prepared mechanical equipment, piping material, pipeline design and construction standard specifications for Kuwait Oil Company as a seconded engineer. Duties included constructibility reviews and approval of project job packages for crude production and related facilities.

Bechtel (1988 – 1999)
Staff mechanical project engineer seconded to Tengizchevroil (Chevron) in Kazakhstan, prepared mechanical equipment specifications, bid evaluations, purchase orders for pumps, pressure vessels, heat exchangers, chemical injection packages, and piping materials for two Sour Water Stripper projects for arctic condition. Staff facilities design engineer for the operations and upkeep of three (3) major gas plants, crude production facilities, compressor stations, LPG storage and loading facilities at Elk Hills Naval Petroleum Reserve in California. Duties included assisting operations and maintenance personnel to optimize plant production and reduce operating cost. Typical assignments were optimization and integration of vacuum gas compressor stations; sales gas enhancement; fitness-for-service of production facilities, low temperature separation and lean oil absorption gas plants. Prepared scope of work, project cost estimates and schedules, piping and instrument diagrams, mechanical equipment and piping material specifications, supervised detail engineering and construction.

Williams Brothers Engineering Company (1981 – 1988)Lead mechanical engineer performed similar duties as mentioned above in addition to stress analysis, check out and pre-commissioning of equipment and piping installations. As a piping engineering supervisor performed similar duties while supervising 4 mechanical engineers and 12 piping designers/draftsmen for offshore platform projects for Meneven, engineering audits of Lagoven’s 78-inch diameter sea water intake system and flexicoker projects in Amway, Venezuela; detail engineering of a refinery sanitary waste treatment project, a mobile oil production test barge for Lagoven’s Pedernales field, and project engineer for an NGL fractionation/gas treatment project consisting of nine process units for Hanbo in Syria.Significant assignment: Supervised 32 mechanical engineers as a working lead engineer for the Exxon LaBarge Sour CO2 Gas Gathering, Separation, Dehydration and Transmission Pipelines System for arctic conditions.

The Pritchard Corporation (1979 – 1981)Senior engineer seconded to Amoco’s Sugar Creek Refinery in Independence, Missouri to assist operations and maintenance personnel on small plant maintenance work orders such as replacement of heater burners with low-Nox/high performance burners, identification and replacement of buried corroded gas, product and water piping, detailed design of refinery waste water lift station and other routine refinery maintenance jobs. As a Project Engineering Manager, coordinated engineering functions with project management, reviewed and approved purchase orders, and processed and approved engineering changes. Established department standards; trained and supervised employees who prepared P&ID's, sized lines, wrote equipment specification and requisitions, analyzed bids for process and petrochemical plants; completed detailed engineering of several Claus sulfur recovery units, pipeline compressor stations, and Shell SCOT tail gas cleanup projects.

Bulter Associates, Inc. (1975 – 1979)Project Manager in charge of crude oil and natural gas transmission pipeline, gas gathering, and gas injection projects. Duties included liaison of project activities with the client, training of technical staff, supervision and management of detailed engineering work. Typical projects consisted of Ahwaz to Rey Second Crude Oil Pipeline; Pazanan-Gachsaran, Marun Phase I & II Gas Gathering, Transmission, Separation and Injection Projects and Gachsaran to Shiraz and Tehran to Tabriz Crude Oil Pipeline Projects.

J. F Pritchard & Company (1971 – 1975)Project design and senior mechanical engineer assigned to Sonatrach’s train 4, 5 and 6 Liquefied Natural Gas Plants in Skikda, Hassi R’Mel and Orenburg II Gas Treatment projects. Sized lines, prepared P&IDs, piping material and mechanical equipment specifications/requisitions, insulation and painting specifications for cryogenic service. Sized, estimated weight and priced, specified and selected pressure vessels and heat exchangers. Also performed similar duties on Dupont’s 1000-ton and US Army’s 350-ton nitric acid plants and Claus Sulfur Recovery Units.
