EXPERIENCE SUMMARY:

I have been an HSE professional for over 13 years, the past 8 of which have focused on the design, development and implementation of HSE risk management systems for the upstream oil & gas industry in The Middle East, West Africa and Russia. Countries worked have been Oman, UAE, Qatar, Kuwait, Nigeria, Russia, Australia, Korea, New Zealand and the USA.

In 1998/99, I was the Environmental Manager to the Dubai Natural Gas Company, a natural gas processing and petrochemical manufacturing plant in the United Arab Emirates. During this period I was also retained by Asea Brown Boveri (ABB) to provide advice on developing an HSEMS and integrating it with their existing ISO certified Quality Management System for the company's electrical sub-station manufacture and turbine maintenance operations throughout the UAE and Kuwait.

From 1999 to 2002 I was the Director for HSE for EMU International Pty Ltd. Within this position I provided HSE management systems advice and solutions to the Shell operated companies in Oman and Nigeria. I also project managed an Environmental Impact Assessment for the $1 billion Ras Laffan Power Station and Desalination Plant construction Project in Qatar.

In 2002 I moved jobs to specifically oversee and co-ordinate the design, development and implementation of an Health, Safety and Environmental Management System (HSE MS) for the Sakhalin Energy Investment Company as it commenced the largest integrated oil & gas construction project in the history. The rapidly changing HSE risk profile & unique set of conditions associated with this $US15 billion project represented a pinnacle of HSE management in terms of it's magnitude, excitement, and personal satisfaction.

In late 2003 I took the role as the National Environment Manager for General Motors Holden automotive manufacturing and distribution operations in Australia & New Zealand. This position focused on the development of a Strategic Environmental Plan and an assessment of suitability & effectiveness of the existing systems at the organisation's engine and vehicle manufacturing & distribution facilities.

In 2004 I took some time off at the birth of my first child before returning to the Middle East under short-term contract with the HSE Department of the Zakum Development Company (ZADCO). ZADCO, the offshore arm for the Abu Dhabi National Oil Company (ADNOC) operates E&P activities in the World's 4th largest oil field off the coast of Abu Dhabi. The company operates both manned and remotely controlled production and injection well platforms, subsea pipelines, marine logistics, an oil/gas processing plant, and tanker loading terminal facilities.

At present I am the HSE Manager for a logistics company based in Muscat, Oman. This position is responsible for managing the HSE hazards and risks associated with all road cargo haulage, logistics, and land based drilling rig movements for Shell's E&P operations in Oman.

DETAILED EXPERIENCE:

Aug 2004 - Present

Oilfield Transport & Logistics Company, Muscat, Oman
HSE Manager

Management of all HSE issues associated with the land transport of cargo and drilling rigs for Petroleum Development Oman. Responsible for writing all corporate HSE documentation including the Corporate HSE Manual, Annual HSE Plan, HSE standards & procedures, and the annual Road Safety Strategy. Key focus is to ensure the main contractor HSEQ systems are fully aligned with that of the oil & gas operator client and that all HSE standards (e.g. vehicle specifications, load security, staff training & competence, workshop facilities) are adequately cascaded and implemented within the haulage contractor workforce.

A primary requirement of the position has been to develop the Corporate and site level HSE audit & inspection protocols and programme, and to lead audits of contractor HSE programmes. I wrote the corporate Road Safety Strategy and annual HSE Plan describing the strategic HSE objectives, performance targets and strategies for the scope of work. I have 4 direct reports (regional HSE advisors) and report directly to the Country General Manager.

Operations include 60 million km of HGV transport (cargo, food, water, crude oil), 300+ drilling rig movements, remote vehicle workshop facilities and camp accommodation for >1,000 people.

Zakum Development Company, Abu Dhabi, UAE
HSE Advisor

ZADCO is the offshore arm for the Abu Dhabi National Oil Company (ADNOC) which operates E&P activities in the World's 4th largest oil field off the coast of Abu Dhabi. Role focused on maintaining the company License-to-Operate and the development and Board approval of the Holden Strategic Environmental Plan, including the determination of 5-year strategic market objectives, interim performance indicators, and the methods, resources & budget to achieve them.

The role involved continuous liaison with State and Federal government officials. The 9,000 employee strong Holden company operations included two manufacturing plants, ferrous foundry, warehousing, and proving ground facilities with an annual revenue of $5.5B.

Sakhalin Energy Investment Company, Russia
HSE Management System Co-ordinator

Responsible for coordinating the design, development & implementation of an integrated health, safety & environment (HSE) management system for the Sakhalin Energy Investment Company during this US15$ oil & gas construction project.

The Sakhalin Energy concession area contains an estimated 1 billion barrels of oil and 16 trillion cf gas reserves. The operations within the scope of the HSE MS include a single arctic platform and the Phase II project involves a massive integrated development of two further off-shore platforms, 1800 kms of pipelines, and oil export terminal and the world's largest LNG facilities. The total cost of the development is around $10 billion making it the single largest integrated oil and gas project in history.

Responsibilities included management of a $2M HSE man-power services contract, managing a multi-discipline team of staff and contractors, and development and auditing of HSE hazard controls for land transport and construction activities.

Ras Laffan Power & Desalination Plant, Gulf State of Qatar
EIA Project Manager

Project managed an Environmental Impact Assessment for the $1 billion 100MW Ras Laffan Power Station and 40 GGLD Desalination Plant Project in the Gulf State of Qatar.

Roles and responsibilities included writing scoping studies and technical terms of reference for specialist EIA sub-contractors (e.g. ecological assessment, soils & hydrogeology, air quality & emissions modeling, solid & liquid waste assessments), as well as managing the progress of work to budget and schedule. A key function of the role was to liaise with Qatar Government Authorities, the Construction Company, and local agencies.

The project culminated in the delivery of the report and presentation to the financial lender parties in the UK.

Environmental Manager

I developed and coordinated the implementation an Environmental Management System to ISO14001 certification for the Company's natural gas processing and MTBE manufacturing plant operations in Jebel Ali, Dubai.

A comprehensive audit and monitoring system was integrated with other business control measures to ensure risk control while avoiding avoid duplication of effort with other systems.

The project culminated in the first such ISO14001 certificate issued to a gas processing facility in the Middle East and was used as a model by the Emirate legislature for later certification of several State owned hydrocarbon, chemical and other manufacturing industries.
