EXPERIENCE    Field Financial Officer
Tyco International, Atlanta, GA; Interacted with U.S. Environmental Protection Agency and Project Manager on sites within the US (including oil field, Bradford, PA, and Imperial Oil, Morgantown, NJ.) Prepared financial statements to be reviewed by Client and Project Manager. Submitted invoice to client. Performed reconciliation, Prepared purchasing documents, Managed subcontracts. The major responsibilities are as follows, highlighted in italics: Cost Accounting; Used RCMS (Recovery Cost Management Software) to produce daily cost reports to be reviewed by US Environmental Protection Agency which documents all project expenditures. Kept these “signed” documents in the company files. Filed originals for EPA, in their files. Performed cost tracking for approx. $3.9 million EPA funds in two years and 5 projects (though the Bradford PA Oil Sites were ten separate sites, I count it for one, here.)Responsible for administering and interpreting the “contract” which is held by the company. Met daily deadlines. Purchasing; Sourced vendors. Prepared request for quote, documented analyses of offers, independent cost estimates, and handled sealed bids as per the Federal Govt. guidelines, in order to secure large scale supplies of goods and services. Prepared purchase requisition and submitted manual purchase orders to headquarters for all purchases, which are under $2,499.00. Contacted vendors and made arrangements for delivery of goods. Used $4,000 “cash advance” to purchase miscellaneous small site-specific needs. Used company vehicle to go directly to vendor to pick up small miscellaneous site-specific goods. Contacted hotels, rental car companies, and airlines, to secure travel/lodging arrangements. Invoicing; Used RCMS to generate end-of-period financial reports and compiled them into a monthly invoice. Used EPA’s preparation checklist to total all equipment, personnel, and other direct cost expenses for invoice. This bill includes all labor, travel, lodging, expense reports, and all goods and services rendered to be submitted to client. Met monthly deadlines. The invoice is 14 to 18 inches thick. Billing; Reviewed vendor invoices each week to ensure the proper billing of all goods and services. Prepared approval template which includes all invoices that have cleared for the week. Adjusted any invoices that need to be adjusted, and contacted vendors to discuss any discrepancy which we may have, before payment is made. Met weekly deadlines. Reconciliation's; Used Oracle Accounting Software to reconcile invoices. RCMS and the invoice sitting on Oracle must match. Had to put a “stop” or “one time hold” on invoices that did not clear the current invoice. Split costs so that they match the invoice, non-billed costs which are not deemed “allowable” under the interpretation of the contract. Billed all costs put on “hold” on a later invoice. Met a monthly deadline. Subcontract Management; Compiled a log of subcontractor expenditures and updated the subcontractor close-out form to monitor expenditures in relation to the subcontractor’s ceiling. Made sure that subcontractors did not “blow thru” their ceiling. Issued a ceiling notification when subcontractors neared the 85% mark. Cost Allocations; The Bradford, PA oil field included ten separate projects, (which means ten separate cost reports, invoices, and reconciliations.) Used excel and RCMS to allocate site expenses to these ten projects according to labor hours expended towards each project, as per the clients direction. Met a monthly deadline. Timecards/Expense Reports; Reviewed all timecards/expense reports to ensure that they were filled out as per company guidelines. Entered timecards into Oracle, sent expense reports to headquarters. Stored, updated, renewed all relevant site records. Met weekly deadline. (1999-2002.)

Consulted with Norrell, IT services, and advised them on their Y2K problems. Kept a log of Norrell’s software. (1998-1999)

Utilized restricted codes to access off-limits areas in Delta Control Center, Flight Simulators, and Operations Control Center. (1998)
