Global Sourcing/Procurement for Fortune 500 Multi-National Companies / Start-up Operation - Led start–up company specializing in global sourcing and procurement services to multi-national Fortune 500 companies involved in energy, consumer products, and electronics industries, and grew to $10 million in annual revenues within one year. Managed an aggressive start-up plan, and within 4 weeks of assignment, implemented UNIX relay system and established operations, financing, and marketing for this company doing third-party global purchasing in China, Indonesia, Thailand, Philippines, South Africa, Australia and the Middle East.
Supply Chain Project Management / Recovered Lost Time on $685 Million Project – Played a key role in recovering three-months of lost time for a highly visible international supply chain project with $685 million in capital value. When a construction project involving 1800 procurement items in Singapore experienced delays due to "wet monsoon" and re-engineering by the general contractor, initiated an Accelerated Recovery Procurement Plan with a seven-day work schedule and closely monitored day-to-day project priorities. Developed Paradox-based project management solution.
Re-engineered Capital Equipment Agreements // Saved $3.5 Million Annually – Negotiated new high-value materials contracts for Mobil Oil's largest refinery and saved $3.5 million annually. New agreements contained favorable terms such as price controls, rebates, free delivery and no charge for unused materials, saving approximately 5% on a $65 million capital equipment budget.
Launched On-line SAP Database / Streamlined OEM Technical Qualification Process – Developed and implemented an application tool for project managers and engineers worldwide via an on-line SAP database to meet Mobil Oil's requirement for dealing only with "technically qualified" OEMs and reduced the qualification process by several months.
Developed Training Seminars / 100% Compliant With EPA Regulations – Achieved 100% compliance with EPA regulations for six chemical/phosphate-mining plants at Mobil Chemical by developing training seminars for operations and purchasing staff. Upon appointment as Manager in the Phosphorus Division, quickly learned complex and specific regulations for storage handling, transportation and disposal of hazardous waste.

Project Procurement Manager. Managed procurement and subcontract for Araucaria (260MW) Power Project (Sao Paulo, Brazil), Boeing Ground Missile Defense System (Alaska & Kwajalein Atoll in the Marshall Islands), USAF Ramp and Communication Upgrades (El Udeid Air Base, Qatar). My last assignment in 2003-2004 was US$ 3.5 Billion CSPC Petrochemical Facilities, (Nanhai, China) scheduled for mechanical completion in 2005.
INTERNATIONAL BUSINESS CONSULTING, Singapore 1998 – 2000
Principal. Built consulting firm retained for expertise in helping international companies start-up, develop, and manage their global supply chains, strategic global sourcing, and materials requirements. Advised Proctor and Gamble Asia Pacific Ltd. regarding 21 plants in eight Asian countries. Assisted in plant turnarounds for oil energy companies in Thailand, Indonesia and Philippines. Coordinated specification and quality issues with manufacturers from North America, Europe and Asia.
ALLIED PURCHASING SERVICES PTE. LTD., Singapore 1996 – 1998
General Manager. Within four weeks of appointment, achieved successful start-up of the international procurement division for company specializing in global supply chain services to Fortune 500 companies including Chevron, Mobil, Proctor and Gamble, Whirlpool, and Mercury Marine. Generated revenues of $10 million within one year. Implemented UNIX relay system with stateside home office. Handled financing, banking, sales, marketing and business development for third party global purchasing projects in China, Philippines, South Africa, Australia, and Middle East.
MOBIL OIL CORPORATION, USA and International Divisions 1978 – 1996
Procurement/Materials Manager, Luberef II, Yanbu, Saudi Arabia. Managed procurement and subcontracts for new lube oil refinery project valued at $385 million with budget responsibility of $200 million. Met all project timelines. Directed 32 staff in Japan and Taiwan. Saved $215,000 in equipment costs while meeting national standardization requirements. Saved $185,000 on operational and spare parts.
Project Coordinator/Purchasing Supervisor, Capital Equipment Division. Corporate representative assigned to Research and Engineering group for worldwide capital projects (downstream & upstream). Conducted model analyses, evaluations, selection, and negotiation of an EPC contractor for a $400 million OSO (upstream) project in Nigeria and $385 million Luberef (downstream) project in Saudi Arabia including project execution from Tokyo, Japan & Taipei, Taiwan.
Procurement- Subcontracts Manager, CCR/Aromatics Project, Research and Development Corp. Managed task force project group (project management and supply chain) for a refinery expansion in U.S. and Singapore valued at $685 million. Developed and implemented supply chain execution plan for 1800 engineered items, bulk materials and subcontract work. Spearheaded recovery plan that made up 3 months of lost time due to bad weather and contractor delays.
Procurement Specialist / Project Advisor, Corporate Headquarters / Research and Development. Developed supply chain strategy and execution for 11 capital projects (both downstream as well upstream projects) ranging in value of $150 million to $3 billion. Re-engineered business practices and implemented company's first strategic alliance with U.S. pump manufacturers for supply and repair of parts.
