Premcor Refining Group / Clark

Tank Repair & Replacement Program     Blue Island, Illinois
Project Manager    1998 - 2000

Developed and implemented procedures, methods and systems to assure timely and cost-efficient execution of this $17,000,000 program. Established design staffing requirements and construction contracting strategies. This program is the result of a mandate from the Illinois Attorney General to bring all tanks to API 653 standards by 2005, therefore very schedule driven. Approximately 8 tanks per year must be brought up to code. Also, worked with plant technical and operations to establish a plan to reduce the number of tanks from 66 to 55 during this program.
Ensure all environment requirements are met on schedule.
Coordinate field activities with appropriate plant groups and individuals including: safety, environmental, technical, operations, inspection, and management.

Base Oil 2000 Project    Richmond, California
Design & Construction Coordinator    1996 - 1998

Marshall strong planning and organizing skills to direct this $82,000,000 project with design by Bechtel, construction by Cherne and tanks by PDM. Oversee design activities and construct facilities to manufacture unconventional base oils. Install 7 new tanks and 8 miles of off-plot pipe to support on-plot modifications to existing cracking and finishing plants. Manage the bidding process; oversee negotiation and award of design, construction and tank contracts to support marketing objectives. Provide liaison between design, construction and tank contractors and plant personnel.
•    Network with, and provide information to, key groups and individuals; create a seamless Project Team; effectively use persuasion and authority to achieve goals.
•    Review and approve project procedures, specifications, drawings and purchase orders; ensure that any permitting issues are effectively and promptly resolved.

FCC Reactor Replacement Project     El Segundo, California
Design Manager    1995 - 1996

Directed design and procurement of a state-of-the-art FCC reactor, an $86,000,000 project. Major work included a new mushroom grid, cyclones, and catalyst piping for the counter current air/catalyst flows. Streamlined processes. Fostered innovation among others. Monitored progress; evaluated outcomes. Drew upon a variety of consultants from Chevron, contractors, and vendors as needed.
•    Established, analyzed, reviewed and approved project procedures, specifications, drawings and material purchase orders.
•    Included plant personnel from Operations, Maintenance, Safety, Technical & Environmental departments in effective decision-making and implementation processes.
•    Tasked assignments and scheduling of design and procurement activities to support construction; established and monitored QA / QC procedures.

Reformulated Gasoline Program     El Segundo, California
Construction Representative    1993 - 1995

Planned, directed and coordinated 3 critical projects relating to the Reformulated Gasoline Program. (1) For the $121,000,000 Off-Sites Project, installed over 100,000 feet of pipe and completed 500+ tie-ins to support start-up of 4 new plants. (2) For the $16,000,000 Prefractionator Project, constructed a grassroots 40,000 BPD plant to direct light feed to one plant and heavy hydrobate to another. (3) For the $138,000,000 Continuous Catalytic Converter Project, revamped a 25,000 BPD catalytic reformer including 400+ on-plot tie-ins.
•    Approved and monitored field sub-contracts; consistently achieved or surpassed all applicable Pacesetter objectives for cost, schedule, operability and plant performance.
•    Served as liaison between contractor and company personnel; coordinated project activities with plant shutdown planners; drove the turnover of systems from contractor to company.
•    Supported all QA/QC activities; ensured site compliance with permit requirements and environmental regulations; enforced safety protocols.
