PROFESSIONAL EXPERIENCE (1979 to Date) and COMPETENCES
PDVSA since 1998, and before that date LAGOVEN S.A. since 1978(the Venezuelan national petroleum company which before nationalization of the Venezuelan oil industry in 1976 was known as Creole Petroleum Corporation, a subsidiary of Exxon International Corporation).
My main technical competences have been developed on Energy and project management; risk analysis; operational analytical and strategic planning; oil and gas production facilities design and operations; gas gathering, distribution, compression treating and LNG recovery under the national and international QSHE standards, and operation of water injection plants and systems for enhanced secondary oil recovery. In the managerial area I have developed competences as a Production Asset Manager in major field developments, as a Chief Operations Officer and as a main project manager onshore and offshore, with strong skills on leadership.
* January 2001 to date. Lagunillas Lago Asset exploitation unit Manager.
Responsible for the support organizations such as process engineering, project management, reservoirs development, reservoirs studies, oil, gas production and water injection operations, and strategic planning and budget Responsible for the financial results of the mentioned organizations, part of the Asset Business Unit, as well as for the financial results of the asset.. Also responsible for the opportunities portfolio development analysis, to capture opportunities, and the business development plan.
Lagunillas Lago produces 100 MBD of 16 API oil with 40% water cut and 6 pounds per 1000 Bks of solids, with 80 MMSCFD of associated Gas, and use 380 MMSCFD of gas for artificial lift. The CAPEX of this asset is 80 Million dollars per year and the OPEX is 60 Million dollars, with a staff of 160 people, 1200 offshore wells and a replacement facility cost of 600 Million dollars. Technology improvements for processing heavy oil with sand and a high water cut are constantly implemented. QSHE award obtained for the exploitation unit.

Special training on the philosophy and tools of production asset management. This program was carried out by the Edinburgh Petroleum Services at Aberdeen and Edinburgh, with strong relationship with BP and Shell.

Responsible for support organizations such as process engineering,, oil, gas production and water injection operations, and strategic planning and budget. Responsible for the financial results of the mentioned organizations, for the financial results of the production facilities of the asset and the business development plan.
Lagomedio is an oil, gas and LNG field in the middle of the lake Maracaibo. 120MBD oil production with 48% of water cut with high sand production rate,, 400MMSCFD gas compression and 8000 BD of LNG recovery.

Responsible for the Gas operation organization, process and project management group, as well as the budget of the organization.
The gas distribution systems in western Venezuela, includes the industrial clients and other PDVSA companies. This asset gather, compresses, treats, and distributes 4600 MMSCFD, in 56 plants mainly offshore at Lake Maracaibo, Western Venezuela. Assigned as oil production manager of different exploitation units (Bachaquero and La Salina) and also main manager of the gas plants organization of Lagoven S.A,
* October 1994 July 1996. Gas Operation Plant and Water Injection Operations Manager.
Responsible for the operations organization for gas compression and water injection operations at Center and South Maracaibo Lake, for the recovery of light oil type TJ102, and its budget.
* February 1994 - October 1994. Special assignment to develop a study to increase the oil production at lake Maracaibo.
A team with Brown and Root Braun and Lagoven specialists was formed to detect and solve problems in the oil recovery systems. In charge as a Project Manager for the implementation of all the recommendations resulted in order to increase 70 MBPD. As result of the study the western division of Lagoven was reorganized in order to maintain and increase the production level.
* September 1992 - January 1994. Advisor to the Gas Engineering group.
In projects related to the gas gathering, distribution and processing facilities operated by Lagoven in western Venezuela. Also advisor for projects related to water injection Facilities.
* January 1992- August 1992. Special work assignment in John Campbell and Co in Norman Oklahoma, USA, to develop a study with the purpose of increasing liquid recovery at Lagoven gas extraction plants with the lowest investment.
* March 1991-January 1992. LNG Project Manager
Responsible for the conceptual development of projects related with LNG production.
* November 1989-March 1991. LPG ULE Plant Manager.
In charge of the largest LPG plant that Lagoven operates on western Venezuela, located in shore at the east coast of Lake Maracaibo, with a processing capacity of 55 MBPD of LPG to obtain propane, n-butane, isobutene and gasoline. During 1990 and 1991 the Plant obtained two HSE awards and a recognition of the international GPA.

* October 1988-January 1989. Gas compression plant Tia Juana 1 (TJ1) Manager –
In charge of operation and maintenance of the gas compression Plant TJ1, in lake Maracaibo. This plant is the oldest of the offshore plants built in the world and a pioneer of its type, and compresses 200 MMSCFD.
* December 1987-September 1988. Gas Plant LL1 Project and commissioning manager.
as well as Gas compression plant Lagunillas 1 (LL1) Manager.
In charge of the operation and maintenance of the gas compression Plant LL1, at lake Maracaibo. The plant has two parallel compression modules of 75 MMSCFD, built by Dresser-Clark with Rolls Royce RB211 gas generators. During the period I coordinated the installation commissioning and start-up of two additional modules built by Dresser-Rand in parallel with the two exiting units. all under the national and international QSHE standards. A corporate award for the HSE performance during construction was obtained.
* February 1987-November 1987. Gas compression plant Urdaneta 1 (UD1) manager.
In charge of the operation and maintenance of the gas compression plant UD1, similar to the LL1, mentioned before.
* February 1985-January 1987. Water injection units Manager.
All activities related to the operation and maintenance of 38 water injection plants, which have a pumping capacity of some 2.5 million barrels per day of lake Maracaibo water for secondary recovery of crude oil. This include water deoxygenating, filtering, treatment, pumping up to 3500 psi, injection at a controlled rate, and continuous evaluation

Coordinator for maintenance of all installations and equipment involved in the operation of gas compression,, water injection, liquefied petroleum gas production and the gathering and distribution of natural gas.

In charge of all aspects of industrial safety, health and environment for the gas compression plants, and LNG extraction Plants, onshore and offshore. Activities included the supervision of the operation of the ten (10) non attended gas plants in lake Maracaibo (Rolls Royce gas generators and Cooper Bessemer aero derivative turbines-compressors, with a 50 MMSCFD capacity each one ).

My University studies included the handling of natural gas and its treatment, as well as petrochemical processes.
Thesis for the title of Chemical Engineer:
1.- Simulation of a distillation tower for hydrodynamic study on perforated plates, Phase II referred to acquisition of equipment and installation of said equipment (pumps, three-plate tower, control valves and general instrumentation).
2.- Design and study of the economic feasibility a plant for the production of synthetic anionic detergent (1978). Based on national demand for detergents and extrapolation of same until 1990, a certain type of product was obtained and a better plant was designed. Service facilities for the plant were also designed and a complete study made of the feasibility of this, during a period of ten years.

A group of Instructors was formed to give courses on gathering and distribution of natural gas in lake Maracaibo. General outline of the distribution of gathering stations for gas and petroleum, and manifolds for the distribution of high pressure gas in lake Maracaibo and in the northwest of Venezuela, as well as general design criteria.

These courses were given by the fire protection/prevention department together with those people concerned with the operation and maintenance of the company's process plants.
