1994 - 1998. Tanzania. Manager, Administration and Security, Graphtan Ltd. (Mining and processing graphite and Tanzanite gemstone) Initially dealing with extreme security problems including mass armed incursions, murder, local political and tribal opposition in addition to investigating internal/external theft. As Security Adviser, responsible for training and deploying a Security department, establishing relations with all local factions and normalising the external situation. With the successful performance of these tasks, promoted to manage the Security Department. May 1996, appointed Manager, Administration Department together with Safety responsibilities. May/June 1997 appointed acting General Manager during period of crisis.
Responsibilities:
* Management of Security Department of 70: All aspects of Security departmental direction and administration in a remote and frequently hostile environment.
* Management of Administration Department of 30: direction and control of transport, workshops, stores and purchasing, import/export, personnel, logistics, medical section, offices.
* Safety Manager: full responsibilities in a professional opencast and underground mining and mineral process organisation.
* IT manager: all IT matters, including training, equipment specification, purchase and installation.
Projects:
* Preparation of papers on security and safety aspects of proposed gemstone extraction project, Merelani. Full protective security appreciation and costings for $20m underground mine, crushing and Heavy Media Separation plants, including comprehensive assessment of external and internal threats to security, recommendations on 'defence in depth' physical and control measures including external and internal physical security requirements, political, local and police relations, guarding, control of access, transportation, explosives, emergency procedures and equipment, fire, and technical aids to security and safety.
* Proposed takeover of existing ruby mine, Longido. Preparation of security plan for takeover, upgrading of physical security measures in place, planned recruitment and training of guard force.
Areas of accomplishment
* Formulation, writing and promulgation of company policy: security, safety, fire, health, training, IT.
* Training: preparation and delivery of courses for all guards, including security principles, basic self-defence, weapons, first aid, fire prevention and control. Training of security, plant and mine staff in safety practice and procedures. Secretary and adviser, safety committee. Preparation and production of Company manual.
* Intelligence acquisition: set up systems to warn management of internal and local trends, security threats.
* Emergency planning: 1st stages of evacuation plan put into practice Sep 1995 during period of tension prior to elections, situation resolved by effective tribal, local political and police liaison.
* Liaison with local and national Police, local and national political entities, legal representatives, government departments, NGOs, trade unions, international agencies and other commercial groups, including the Maasai elders of the Maasai Steppe and Simanjero region.
* Health and Safety: Introduced, taught and maintained a safety culture. Significantly reduced industrial accident and health-related downtime figures in an environment previously unused to modern standards of occupational safety.
1989 - 1994. Belfast. British Army Liaison Officer (Warrant Officer, Intelligence Corps) between senior commanders, military staffs, field units and the Royal Ulster Constabulary Special Branch in Belfast Region, with particular responsibility for secure passage of information, immediate operational co-ordination and tasking of resources during periods of high terrorist threat. Life Risk analyses and operational response, exploitation of intelligence, advice and assistance to senior operational staffs and commanders, instruction and training, control and management of staff, facilities, information systems. Unit Safety Officer. Unit Security Officer. Responsibility for budgets. Designed and commissioned integrated database system of personal security management for individual Security Forces members at risk of attack; instructed on use of a range of office software.
1987 - 1989. Europe. UK Representative to a multinational Agency responsible for security, counter-intelligence, counter-sabotage and 'Force Protection' issues affecting NATO assets in Western Europe.
* Responsibility for Key Point Security surveys and inspections of vital installations including strategic and tactical headquarters, pipelines, communications centres, sensitive units and organisations. Carried out Key Point survey of major NORTHAG/2ATAF tactical headquarters in construction (Linnich, 1987-1988) and produced comprehensive recommendations to cover counter-sabotage measures, together with recommendations to rectify existing security shortcomings and breaches.
* Operations in various security fields (physical security, security intelligence, covert intelligence acquisition operations) with and alongside civil and military agencies from and in all NATO countries.
* Advice to senior international commanders on varied aspects of security and intelligence.
* Trained NATO personnel on security and intelligence techniques and methods, particularly covert surveillance and agent handling.
