The Association is a prestigious R&D center, one of the 15 Centers of the Consultative Group for International Agricultural Research. The Association was created some 30 years ago by the governments of 17 Members States from the Sub Sahara region of Africa.
It operates through a budget of over $11 million, mostly provided by the World Bank, the United Nations, similar donor organizations plus some 58 donor countries.

Both companies are in the business development field. GPL SERVICE is more focused on consulting activities as Liquigaz Canada concentrates on business development. Formed the company in 1997 by convincing several companies and most importantly, a major investment fund, to participate in a new venture totally dedicated to international business development for projects ranging from $2 million to under $50 million.
Sales and installation of some $2 million for equipment purchased by affiliates of the French Petroleum Group ELF AQUITAINE in Haïti, South Africa, Honduras.
- An important vehicle conversion project (Natural Gas Conversion) was developed for the Chinese City of Chengdu. The project valued at $30 million included all aspects of a conversion program: kits for the engines, filling stations for Natural Gas, various shops and factory to produce the equipment locally.
- Initiated several other similar projects in Hungary, Venezuela and Taïwan.
- In Colombia, South America, Liquigaz joined with a local financial interest group and a propane dealer to develop a marketing concept for the rationalization of the LPG market in that country.

This was a mandate partly sponsored by the Canadian Government under its CIDA program and the employer was LIQUIGAZ CANADA Inc. The African Company was under trusteeship by its shareholders and all parties wanted to reorganize and « reshape » the company in order to make it more attractive in view of a recent privatization program.
In addition to the duties of General Manager, the function also had all the responsibilities of a first officer.
- Negotiated several loans. $5 million.
- Established safety programs.
- Conducted several marketing campaigns and recovered more than 50% of past clients.
- Collected important funds from old receivables $ 1 million.
- Installed information systems and sound accounting practices.
- Improved profits by 100%.
The mandate ended 18 months later as the local currency suddenly lost 50% of its value and the long-term president of the country died.
Many attempts were made to revive that project and while doing so, several visits were made to neighboring countries and business development was conducted, eventually leading to the acquisition of LIQUIGAZ Canada Inc.

The company was identified for a possible take-over in 1988 and an investors group was put together to do the acquisition by way of a leverage buy-out, $4 million.
Although the company was 50 years old and it's name well established, it soon suffered from lack of new talent and recent technologies.
- Hired new management.
- Brought in new technology.
- Established new sales network.
- Successfully negotiated a new labor contract with one of Québec's most difficult union resulting in a 15% wage reduction.
During the same period, interest rates rose significantly and the company experienced severe difficulties.
The situation was desperate and options were limited. A creditor's proposal was put into effect giving the company some needed "breathing space" and a small but successful turnaround took place. The company was sold later.

The group was growing rapidly as owners had decided to expand rapidly through acquisitions. In addition to standard responsibilities, was accountable for all aspects related to new business excluding sales & marketing activities.

- Conducted effective tax planning for 26 companies.
- Actively participated in the sale of the group of companies - $35 million.
- Negotiated large processing contracts – total $150 million.
- Participated in strategic planning.
In 1987, the group was sold to U.S. TYSON FOODS and the position grew with larger responsibilities as more subsidiaries joined in and new activities added.
