Mr. Barnett was responsible for the construction and oversight of the refurbishment of existing and out-dated Substations in and around the greater Pittsburgh, PA area. Mr. Barnett has been involved with all aspects of this construction endeavor from initial contract negotiations through final close-out of the completed refurbished Substations. Mr. Barnett was also involved with the "Green Field" construction of these Substations from cradle to grave as well. Responsibilities included, but not limited to, complete oversight of all crafts involved in this construction endeavor, tracking of equipment and supplies, long lead time equipment tracking, structural steel, underground as well as Trenwah duct bank installation. Mr. Barnett was also responsible for heavy equipment foundations, marshalling and interface cabinets, safety oversight for the Project on a day to day basis, and interfacing with and generating requisite reports to the Client.

This Turbo-Expander Power Recovery Project produces 18MW of power utilizing waste heat and gas from an existing process.

Mr. Barnett's responsibilities included, but not limited to, implementation of an Assessment Program for nineteen (19) existing Power Facilities, Gas Turbine and Thermal, Project financial management, logistic and life support management, reports for the Client, recruitment and hiring of qualified personnel and all aspects of Security arrangements both in the field as well as in Baghdad. Day to day monitoring of the field assessment implementation of security safeguards as well as remote camp construction security to support the Project was of primary concern. Due to the ever changing security demands in Iraq, this issue was foremost in the vanguard of concerns for the Project. Mr. Barnett performed as the Senior Advisor for New Generation under the USAID Iraq Infrastructure Reconstruction Program. Mr. Barnett's responsibilities included frequent direct interaction with the Minister of Electricity of Iraq in identifying new generation power projects, viable sites for new generation and the fuel type and quantity required for the new generation. Mr. Barnett oversaw the project management and financial disbursement of more than 1 billion in contracts for USAID to its implementing partners. Mr. Barnett oversaw, interfaced with and advised Bechtel, USAID Prime Contractor, to facilitate the completion of new generation projects. Mr. Barnett worked closely with the Coalition Provisional Authority on the viability of the projects identified as well as security, transportation and sourcing and delivery routing of major equipment and camp locations as well as related logistics. Mr. Barnett was the source for information on restructuring the power distribution grid in Iraq, as well as the proposed rebuilding of the natural gas development and delivery infrastructure for Iraq's generation assets. Mr. Barnett worked closely with the USAID Contracting Officers identifying issues and recommending solutions for the electric sector. Mr. Barnett was supported by and worked closely with the United States Army Corps of Engineers on the quality assurance and control for new generation as well as other technical facets of the electrical sector in Iraq.

Mr. Barnett performed as the Owner's Rep and was responsible for the completion of construction and initial start-up and commissioning of 1 (one) Pratt&Whitney FT-8 Swift Pac with Water Injection and Evaporative Coolers. This FT-8 Swift Pac is one of the first of Pratt&Whitney's new Turbine design to be installed and go commercial. The Pratt&Whitney turbines operate on Citech software in conjunction with Woodward Controls. Mr. Barnett was also tasked with the BOP configuration and integration into the Start-Up and Commissioning of the SCR with Ammonia injection for the control of NOX and CO. This was in accordance with New York regulations. Responsibilities also included generating field engineering changes, the compilation of Start-Up Packages, all BOP Flushing of Equipment, operator training, procedure writing, CEMS training and Demin-Water training and developing a Site Lock-Out / Tag Out Procedure.

Mr. Barnett performed as part of an ongoing Alliance Program. Serving as Site Manager, he reported directly to the Site Project Manager. Duties included scheduling, managing site budget, site engineering, overseeing and providing direction for all disciplined Superintendents and associated sub-contractors, client interface, vendor interface, coordination with home office project management team including engineering, as well as all administrative reporting. Scope of work included HRSG installation and commissioning oversight and construction completion, commissioning oversight and complete system integration related to the existing NIH Central Boiler House of a Greenfield gas turbine combined cycle 23 MW facility at the NIH Campus in Bethesda, Maryland.
Mr. Barnett was tasked with the demolition of an existing incineration facility and the construction of a new building including all drainage, sewer, concrete, duct banks, roofing, electrical, instrumentation and HVAC installations to house a Alstom GT 10 23MW Combustion Turbine with Co-Generation for the production of 150# saturated steam to augment heating for the NIH Campus. Mr. Barnett worked closely with the PEPCO Project Manager in the completion of this facility.

Responsibilities included but not limited to: Overseeing completion of construction, initial start-up and commissioning of all plant equipment, performing BOP configuration, overseeing I/O point checkouts, complete integration of all systems to the existing Riverside Power Plant, compiling Start-Up Packages, creating Daily Run Schedules (including MW output & gas usage). The Start-Up responsibilities of the Foothills Power Project were completed one month ahead of schedule.

He also performed all pertinent BOP work as well as overseeing the engineering and construction of a new 16" Natural Gas Pipe-Line to serve this facility. This project was completed on schedule.

The GE gas turbines operated on the Mark VI software and controls. Ancillary equipment included but not limited to: The flushing of the closed-loop cooling system, HRSG degrease, Compressed Air Blows, Auxiliary Boiler boil-out, and Steam Blows.

Major equipment included 3 (three) D.B. Riley Municipal Solid Waste combustors with a total steam flow of 245 KPPH. Each boiler was fitted with 1-Ignition Burner, 1-Auxiliary Burner, and Detroit Stoker Reciprocating Grates. Power was generated by a 25 MW Ansaldo and Bentley Nevada Turbine Supervisory Instrumentation. Emissions Control System included an Altec CEMS, Fueltec Urea Injection, Chemco Lime Slurry, Wheelabrator SDA and Fabric Filter and PAC Carbon Injection. The Plant Control System consisted of the Bailey INFI 90 with Bailey Symphony Conductor VMS-Series 43 CRTS. Other areas of responsibility included Bailey INFI 90 DCS – On the Job Training of control room operators.

3. To search within results add more keywords.
How can I find resumes that contain specific exact phrase?
To search for an exact phrase, just put quotation marks around two or more words, for example "mining engineer". Use this feature to narrow your results or to find words that can be typed differently, for example AutoCAD "Auto CAD".
