Has more than 28 years experience in Welding/Fabrication and Lifting Equipment Inspection in the oil and gas industry. Career progression from Assistant Engineering Inspector to Senior Welding Inspector / Coating Inspector for Brunei Shell Petroleum, as Plant inspector for Shell Refining Australia and Cressier Refinery in Switzerland, as head of QA/QCS Engineer for Brunei Shell Petroleum and currently holding a position as Branch Manager for Ptas-Its Sdn. Bhd. in Brunei Darussalam.
I have demonstrates my technical, professional and attitudinal capabilities necessary to be a leading team member for onshore and offshore work. Good practical experience in materials, welding [repair and modification], inspection, corrosion, failure analysis evaluations, fracture mechanics in design and quality control. Conduct Base Line Inspection on new pipeworks and Risk Based Inspection on existing pipeworks. Familiar with Shell DEP's Standard and other International Standard such as ASME, ANSI, API, BS and ISO. Seconded to Cressier Refinery, Switzerland during their Year 2000 major shutdown. Responsible in the inspection of all pipe-works, structural, column, heat exchangers, vessels, coolers, Fluidized Catalyst Cracker Unit [FCCU], Reactor, furnaces, boilers, flares stack, and all other associated refinery equipment.

Role: Section Head of Onshore Inspection and Lifting Equipment Inspection and Certification.

Manage and conduct QCS inspection on Company's new project.
Manage all onshore piping, vessel, structure, wellhead and other onshore facilities inspection requirement.
Manage and supervise all contractor inspection personnel utilization to their maximum.
Plan and budget for all future work including resources requirement.
Assist and promote Local Citizen Development in-house and Government Students on attachment to the Department.
Provide assistance in conducting interview for new QC personnel recruitment.
Attend and participate in monthly Health, Safety and Environment meeting.
Lifting Equipment Inspection and Certification
Provide support to project teams in verification of:
a. Vessel / Barge Lifting Appliances prior to hiring.
b. Lifting tackles certification and documentation c. Lifting equipment intended to be supply to BSP by Vendor.
Manage contractor surveyor's utilization daily and verified time allocation.
Plan and conduct Lifting equipment audit yearly.
Assist Human Learning Department [HLD] in reviewing tender document for Rigging and Slinging, Mobile Crane course.

Manage and plan all offshore inspection activities as per the Company Business Plan. This includes new fabrication / construction work and existing pipe-work and structural. In the existing pipe-work, baseline survey was conducted under On-stream Inspection (OSI) project.
Manage and utilized all in-house and third party inspection resources to their maximum.
Carry out weekly verification on all work done by contractor and BSP own inspection personnel.
Compile report of findings and made recommendation weekly to BSP Service Manager Leaders Team [SMLT].
Developed Work Strategy and Planning which include budget allocation, resources requirement for all future work with view of improvement in terms of effectiveness and cost saving.
Assist and promote Local Citizen Development in-house and the Government Students on attachment to the Department.
Participate in technical evaluation of Inspection Contract tender evaluation submitted by bidders.
Review all offshore inspection work packages submitted by the Computerised Inspection Reporting Retrieval and Analysis System [C.I.R.R.A.S.] group prior to execution.
Prepare and compiled weekly progress reports on all inspection work done.
Maintain flexibility in work execution in the event of clashes with other work in same platform/location.
Promote Abseiling Inspection Technique in order to save cost against scaffolding.

Assigned as Quality Control Surveillance Engineer towards the end of the assignment. Role includes providing QA/QC input to project group, which includes review of Inspection Test plan, witness welders qualification test, review of welding procedures etc. Project includes the fabrication of new heat exchangers, pressure vessels, air receivers and storage tanks refurbishment.
