Miscellaneous
In the years 1983, 1987, 1988 psychological tests were undertaken with excellent result ( university level / IQ +135 ), to make sure that I could perform my duties as requested, mainly abroad.
These tests were taken by Slikboer-Haarlem, Phillips psychological department-Utrecht and by the Institute for commercial psychological research-Amsterdam, respectively.

In brief
For long time I have been working in the Project Management, being:
- Office manager for large overseas projects. Managing all the local planning / scheduling, for a period of over 10 years. Including Private - and State Projects
- My Cost-control experiences are of over 15 years, including management reporting. This includes the reporting of and the set-up of the management report. To report the ongoing progress and / or the progress to be made, set off against the project budget and the financial status.
Within these mentioned experiences I grew to Project Management ( Forensic ) Auditor.
The above-mentioned projects involved Petrochemical (general), including Construction (civil), shipping, pipelines for oil, gas and water and within the on- and off shore industry.
My Commercial Management experiences were gained in Greece on a +3 billion USD; EEC funded project during a period of over 2 ½ years using the experiences from the past.
Further I was engaged in E.P.I.C. projects ( Engineering-Procurement-Installation-Construction) with different International Engineering companies, as well as for world's main and local state / private operators, in the head offices as well as on site.

Being (Inter)national executive advisor, principal consultant, towards miscellaneous companies concerning recruitment, consultancy and direct financial ( budget ) matters at Director's / Managerial level.
During this period I was involved in:
A/ Preparing insurance claims
B/ Modernising ( up grade ) Client's, PEMEX, representatives ship for the Mexican Gulf, in Norway
C/ Miscellaneous tax activities, national Dutch matters
D/ Writing procedures concerning overall Management Project Control ( Commercial Management / Contracts – Planning – Cost Control )
E/ Preparing legal claims
F/ Project Management forensic auditing, Netherlands - England – Turkey – Bulgaria – Abu Dhabi.
This concerned a 93% ready project in the off shore industry for gas production. The project concerned the platform, under- and above water pipelines, buster stations and metering station etc.
G/ Writing a presentation / report for the Directorate of Shell International B.V., The Hague – Shell Global Solutions, named: "Integration of Project- / Cost Control within the Project Management Team".
This report was positively received by the Shell Organisation in good order.
H/ A Project Management Quick Scan concerning a 350 milj. Euro budgeted project with co-ordination and budgetair problems, Lairs introduced management expertise.
The Quick Scan was ordered by an Engineering Firm and during the execution of the scan the works were extended to Scan the organisation/contracts/members of the existing Joint Venture of Engineering Firms and Client's organisation.
The presentation / result of the Scan has been positively received by all parties concerned.

Controlling - Engineer

Marine, off-shore engineering/ship building Company, Europe
Within the organisation to support the controlling ( cost and financial ) department together with the Contracts and Planning available. Set-up the first costing systems and to introduce these within the organisation.
This resulted in financial/cost forecasts ( trending ) and the pricing of Variation Order Requests ( claims ) towards the Client.
The Works of these V.O.R.'s were already executed.
My involvement in several Projects was during a 9 month period.

1997
Budget Control Manager
Intergas Central Asia, Al-Maty, Kazakstan

Implementation of a new budget and budget control system, from the beginning, of a new organisation to be set-up, to control the purchased Kazakstan gas concession.
Also the training of the local staff concerning this subject was one of my tasks.
The budget systems needed to be tailor made toward the organisation taken over from the Kazakstan Government which included the total gas transition, transportation and delivery of Gas ( Gas concession ), 8130 employee's, and approximately 9000 km pipeline, incl. the maintenance of same.

1995 / 1996
Project Control Manager
Lurgi GmbH Frankfurt, Germany

The project concerned a newly to be build refinery in former East Germany.
Included in my works were Project Control Management ( construction only ), together with the sub-contracts administration.

1992 / 1995
Commercial Manager / Contracts Manager
DEPA Sa. the Public Gas Corporation of Greece / Natural Gas Project, Greece

From the beginning of the Project, to supply Greece with natural gas from Russia. I was involved being the Commercial Manager, with a department of an average of 30 persons in the overall Project-Management Team handling the following duties:
- Writing the Contracts, co-operate with other departments to the final issue.
- The tender phase ( according to EEC rules and regulations )
- Contract negotiations, until Contract Award, and final signature
- Administrating, Procurement / Expediting, Legal Services, Material Control and Insurance of already awarded Contracts.
These duties within the rules and regulations set by a Greek public Company.
After a managerial change ( due to government changes ) the Greek Owner took over the commercial department, and I was transferred to the A.G.I. ( Above Ground Installations ) Sub Contract Management Group handling:
- Operation and Maintenance Building
- Border Station, incl. Dehydration unit and/or methanol injection
- Metering, Metering and Regulating Stations
- Compressor Stations
- Industrial back-up plants
- Maintenance equipment to handle all commercial matters as above described, including the administration of the awarded Contracts.
Also planning was one of my managerial responsibilities within the Sub-Project Management Group.

1990 / 1992
Financial Controller
The Dutch Government (Rijkswaterstaat).

A central controlling system for the construction and renovation of 2 tunnels and 3 bridges.
The set up and controlling, incl. the forecast of the budgets, in close co-operation with the project manager of an E.P.C. budget control system, in order to reach the annual planned and the overall budgets.

1989 / 1990
Cost Control / Planning Manager
D.S.M., Petrochemical Company in Geleen, The Netherlands.

For 17 Projects ( maintenance and partly renewal )
This Project was in the Petrochemical field, low pressure Polythene.

The set up of the planning network, budget control systems.
Management reporting to the client as well as to the company board of directors, and the replacement of the project manager during his absence.

Trusting the above-mentioned gives an idea of the main activities concerning my career, in the past years.

Further I was involved in the following areas:
- Designing the Project Management Report for NAM, which at a later stage was sent throughout The Netherlands within the Shell / Nam organisations.
- Cost control and Planning for miscellaneous Engineering firms
- Office manager on a Hotel construction site at Aruba
- Project Financial/Cost Controller on a Pipeline Optical Fiber Cable network project along the main oil pipeline from South to North in Iraq, incl. the try out / assimilation for a new designed ( data base ) financial accounts program.
- Assistant Project Control Manager to set-up a detailed planning and - budget concerning the renovation, -building of the refinery at Bandar Al-Khomeiny in Iran, before contract award.
- Interim manager for the re-organisation of a Utility trading company in Lagos / Nigeria
- Onshore account, for a Dutch offshore drilling company in West Africa. Senegal – Ivory Coast – Ghana, including replacement of the onshore and procurement manager during their rotation.
- Office management for an American / Dutch Life Stock company in Egypt, Cairo
- Set-up and maintain a financial/cost administration system for an off-shore recruitment office in Monaco
- Office manager within a water pipeline project Joint Venture ( German-French-Dutch )organisation in Saudi Arabia.
- Assistant Project accountant for a Dutch Dredging Company in South Africa - Abu Dhabi - Saudi Arabia.
- Assistant Accountant for a Dutch accountancy office ( NIVRA level )
- General Assistant in the departments of accounting and general foreign affairs to the Dutch General Bank.
