AGIP KCO is the operator of the North Caspian development project, which with a capital investment of $32 Billion and peak workforce of over 25,000 is one of the largest in the world. The projects also presented unique HSE challenges due to extremely harsh weather conditions and high pressure, sour gas wells.

The role of Corporate HSE encompassed the whole scope of AGIP KCO operations in the Caspian region, this included both offshore exploration and production across multiple fields (Drilling Rigs, process, storage and accommodation barges, marine vessels, artificial Islands) and onshore plant construction, commissioning and operating projects – (process plant, LPG plant, H2S extraction plant, pipelines, tank farms, rail loading terminal, marine & logistics base)

* Leading and participating in HSE Audits & assurance visits across AGIP operations both on and offshore in the Republic of Kazakhstan, as well as at project design offices in London and Milan and contractor locations around the world. (Europe, FSU, Huston, Dubai & Malaysia) Also conducting pre mobilisation & pre start up HSE inspections on Marine vessels, Drilling Rigs and Barges contracted to work for AGIP in the Caspian Region. * Appointed "Safety Coordinator" for compliance with RD 1627/1997 (92/57/ CCE) (Construction Design & Management Regulations in the UK.) Development and review of Construction Phase Safety Plans and documentation required under this legislation.

* Emergency Response leader for the development of site "Internal and External" Emergency Plans as required under "Seveso 2 Safety Case" (96/82/EC) Regulations – project focal point for liaison with the Local Authority, Fire brigades, Police, Civil Guard, Ministry of works, Port Authority, Coast Guard and Navy.

* Development and management of HSE plans, Audit Schedules, safety KPI's and Safety Interface documents for project principal contractors - WS Atkins, Global maritime & Flour.

* Tender evaluation, HSE assessments and Safety gap analysis for other prospective offshore project contractors. This ranged form full HSE MS & CDM plan reviews for cable landing station construction through Safety Method Statement and Risk assessment reviews for specialist electrical, instrumentation and engineering companies to COSHH & PPE compliance reviews for industrial services contractors.

* Development and implementation of project safety procedures, these documents were prepared in accordance with the requirements of the European Framework directive 89/391 on Safety and Health at work and subsequent Individual directives: Workplaces, Chemical Safety, Noise exposures, risk assessment, electricity, construction (CDM), Work Equipment etc. Where variations were required by national legislation an appendix was added to the project procedure explaining the particular additional requirement in that EU member country.

* Review by Inspection and audit of project and contractors sites and facilities, including Cable landing Station construction sites and marine vessels to ensure safe systems of work were in place and in compliance with company standards as well as applicable national and European Community legislation - First Aid provisions, Emergency Response plans and fire fighting systems, Permit to Work (PTW) systems including confined space entry and lock out mechanical & electrical Isolations, SIMOPS, Radiation/Microwave safety, High Voltage Electrical safety, Marine operations and Laser safety.

* Risk assessment, development and implementation of safe operating procedures for work in areas covered by automated fire detection and suppression systems (HV switch facilities, transition suites, cable landing stations.)

* Responsibility for ensuring all incidents and accidents were reported to the company and where appropriate to the consortium partners and appropriate regulatory authorities. Assisting Project & Country management in conducting a full investigation into any reported incidents and monitoring the implementation of agreed corrective actions by feeding them in to the terms of reference for future audits or site inspections. Issuing of "safety alerts" across the project to share the lessons learnt from the investigation.

Implementation of the requirements of the Lifting Operations and lifting Equipment Regulations 1998 (LOLER) & the Provision and Use of Work Equipment Regulations 1998. (PUWER) across company North sea operations.

* Due to the nature of the company's activities on BP installations (integrity management, NDT, Cathodic protection, Rope access etc.) there was a particular emphasis on ensuring compliance with the new Ionizing Radiations Regulations 1999 (IRR99) these require employers to keep exposure to ionizing radiations as low as reasonably practicable (ALARP). Also with EU Council Directive 96/29/ EURATOM (May 96) which lays down specific safety standards for the protection of the health of workers against the dangers arising from ionizing radiation. Development and update of company procedures and employee training and awareness programs to ensure compliance with this new Legislation.

* In partnership with BP, I assisted with the introduction of the Du- Pont Behavioral based Safety Training Observation Program (STOP) across the North Sea Oil & Gas Business. I also participated in Joint Emergency response exercises with BP and Talisman Energy.

* Conducted Joint accident/incident investigations with BP using the "Root Cause Analysis technique" and ensured that the necessary corrective actions were effectively implemented.

* Presented company & asset HS&E performance information and HSE plans at BP Business unit Safety forums, Diagonal Slice Safety seminars and UKOOA Step Change meetings.
