Objective
My objective is to work within the oil and gas industry specializing in the hydrocarbon metrology and to contribute significantly in technological and commercial innovations as well as lead the industry in standardized methods. Further, to ensure the proper alignment and understanding around measurement technology and the associated uncertainty and the risk involved so that proper commercial alignment and constraints are achieved.

Background
I have specialized in or managed areas dealing with hydrocarbon measurement and accounting since 1985, with various departmental manager assignments along the way. I currently serve as they Hydrocarbon Measurement and Allocation Advisor for BP's Gulf of Mexico Deepwater Operations and Development business units. I maintain expertise in fluid flow dynamics as well as many other related metering and control system aspects. Due to the large revenues associated with measurement systems and their associated accuracy, I must fully understanding commercial and governmental concerns associated with the field of hydrocarbon measurement. While my experience is primarily in the E &P operating environment I have worked within and maintain a working knowledge of pipelines, gas plants, marine transportation, refining and chemical operations. I also maintain an understanding in phase behavior, laboratory analysis, instrumentation, the core mathematical concepts of uncertainty and statistical control, etc. While hydrocarbon measurement within itself is a narrowly focused discipline, the skill-sets and experiences I maintain make me an extremely rounded oil-industry individual.

Current Assignment: Hydrocarbon Measurement and Allocation Advisor, 7/2000-Present
My role is critical to protecting revenue, establishing credibility, and effectively providing innovations while controlling uncertainty and loss exposure. I support BP's Gulf of Mexico, Deepwater Production business unit (BU) as well interact globally to contribute and coordinate best practices and shared learning. The measurement and allocation (M&A) loss exposure within the BU ranges up to $60million/year. I must develop and implement efficient and controlled M&A systems to minimize loss exposure, ensure government compliance, and satisfy non-operating partner security. I provide expertise in evaluating non-operated JV M&A systems to provide effective auditing and achieve maximum protection. I consistently push for new technology such as subsea and multiphase metering systems to drive down capital costs while understanding and maintaining uncertainty levels and associated loss risk. The M&A function is achieved through a loosely defined team within an overall Operational Assurance group, where I serve as the technical leader. The team consists of company and contract staff, as well as non-reporting functional relationships, which all together total 16 persons (M&A Function only). Following are my achievement highlights while in this role:
* Technical lead on Canyon Express (King's Peak) subsea wet gas metering design team (GoM Deepwater) (Winner of BP's 2001 Helios Award for Innovation) First ever Multi-phase Flow Meter (MPFM) System accepted for official (government sanctioned) allocation measurement. Deepest ever subsea metering system 7,245 feet water depth.
* Technical lead on NaKika M&A system development. First ever (US) process simulation model (PSM) based theoretical volume system for allocation (government approved). Developed "Dissimilar Fluids PSM Optimization for Commingled Production". Paper being developed.
* Principle contributor to the API Upstream Committee's RP85, entitled, Use of Subsea Wet Gas Meters. Primary developer of uncertainty-based allocation methodology. Principle developer of API Upstream Committee Allocation Task Group.
* Developed metering and allocation systems, including PHA contract exhibits and MMS commingling permits, for Pompano, Mica, Nile, Marlin, King, Ursa / Crosby, King's Peak (Canyon Express), all of which are Gulf of Mexico deepwater hubs. Made operational since 2001.

1/1999 – 7/2000: Hydrocarbon Measurement Consultant, Upstream Technology Group.
* Technology/engineering support worldwide
* Specifically subsea-wet gas metering, multiphase flow and metering issues, phase behavior prediction, and modeling the effects of these phenomena on measurement systems.

Amoco Production Company
7/1997 – 1/1999: Senior Measurement Consultant, Worldwide Engineering and Construction.
* Worldwide support of hydrocarbon measurement engineering and expertise,
* Primarily assigned to pipeline, chemicals, marine transportation, and refining & marketing sectors;
* Strong influence position within industry standards groups (API, GPA, ASTM, GRI)
* Terneuzen, Netherlands: expert level support for major ethylene JV with Dow Chemical (Emergo)
* Other projects included Salt Lake City, UT $20MM problem resolution; Yorktown, VA Foreign Trade Zone negotiations (US Customs Service) ~$30MM annually; and Cooper River, NC

Marathon Oil Company (Includes Marathon Pipeline Company)
7/1996 – 7/1997: Corporate Feedstock Quality Coordinator.
* Part of a two-person expert team, dedicated to minimizing feedstock (primarily crude oil) quality exposure in terms of both measurement and physical property degradation.
* Assurance to on time delivery, of the purchased quantity for crude oil as expected via the crude oil assay was paramount.
* This was a start-up initiative that resulted in a $20MM loss recovery in the first six months.
* Many other mid-west refiners followed suite and installed similar programs.
1994 – 7/1996: Pipeline Oil Accounting Manager.
* Responsible for all shipper account balances (including measurement performance and QA),
* Tariff applications, and revenue collection ($120MM annually).
* Staff level 12 accountants, 3 engineers and 1 office assistant.
1/1989 – 1/1994: Regional Engineering Manager Supply and Transportation and Senior Engineer.
* Primary function was to oversee facility projects, and operational problem resolution and/or optimization.
* Engineering Manager (10 Engineers) on ~ $600MM total project costs in 1990
* Dos Bocas Mexico: Marine Transportation measurement losses in (negotiations with state run oil company PEMEX);
* Louisiana Offshore Oil Port (LOOP) [1MMBPD crude pipeline] (JV Shell, Texaco, BP) measurement loss resolution
* CAPLINE [1MMBPD] crude pipeline (led by Shell) significant measurement performance improvement
* E&P sector in Tunisia measurement engineering and contract negotiations (state run oil company).
1/1979 – 1/1989: Various positions within Marathon Pipeline Company, Corporate Measurement Coordinator.
* Primary work concerned managing the measurement performance from data acquisition through engineering analysis and issue resolution.
* Achieved overall balance within 0.00025 on a mixed crude oil and products operation (55 separate line segments) total deliveries 550 million barrels annually.
* No direct reports. All interaction was via an influencing role to operations groups.
