CAREER SUMMARY:
Currently working as Sr. Engineering Manager for Development of Depots, Terminals & Retail Outlets (Gas Stations) - the in-house projects of Indian Oil. The projects involve conceptualizing, engineering, budgeting, estimation, tendering, procurement, fabrication, installation, testing, pre-commissioning and commissioning. The major procurement includes tanks, pipelines, gate valves, control valves, pumps & compressors, flow meters, automation equipments, firefighting equipments, columns, canopies etc.
I possess vast experience in project management, engineering coordination, procurement, planning, cost control and execution of all phases of project activities for various projects in Indian Oil. I have executed various projects from proposal stage to commissioning. Conducted design/engineering/construction as per project requirement, interface with client, interface with vendors/sub-contractors, engineering and project, getting approval of drawing/documents from clients, holding internal progress review meetings and meetings with client and vendors, preparing minutes of meeting, close coordination amongst multi disciplinary engineering teams and client, review of deviations/waivers, prompt resolution of fabrication and installation related issues, raising change orders and settling change orders with sub-contractors, raising invoices as per agreed terms.

PRESENT JOB RESPONSIBILITIES:
Presently working as Engineering Manager for Development & Modernization of Retail Outlets (Gas Stations) of Indian Oil. The project involves conceptualizing, engineering, estimation, budgeting, tendering, procurement, fabrication, installation, testing, pre-commissioning and commissioning. The major work includes construction of buildings, sheds, driveways and canopies with all amenities like air-conditioning & ventilation, plumbing & laying of water & product pipelines, installation of tanks & machineries, electrical fittings and allied work etc. The Vision 2020 modernization of retail outlet envisages building old one at par with the new conceptualized ones in line with the international trend.
RETAIL OUTLET DEVELOPMENTS: 2004-TILL DATE (DELHI), 1995-96 (BAREILLY) & 1992-95 (JAIPUR)
* Managing the Retail Outlet Development work as Team Leader.
* Concept design, engineering, procurement and construction of the 46 Retail Outlets in Delhi/Panipat Area, 16 Retail Outlets in Bareilly Area and 21 Retail Outlets in Jaipur Area. Each retail outlet development costing US$ 2 - 3 Million.
* Planning & conceptualizing for setting up new retail outlets as per the advertized plan, type, location and the facilities required and the products to be handled with provision for future expansion. Seeking management concurrence for the plan and incorporate suggestions/modifications.
* Preparation of departmental estimates for the various works involved for planned facilities in setting up the retail outlet based on past experience and the current cost projections. Budgeting of the projected expenditure.
* Preparation and float of tenders for setting up the retails outlets, incorporating the minute details of item specifications of each items and every type of work involved (like construction of buildings, sheds, driveways and canopies with all amenities like air-conditioning & ventilation, plumbing & laying of water & product pipelines, installation of tanks & machineries, electrical fittings and allied work) in completing the project with clear time-table for the completion, along with projected cost involved for each job, expected rates, various statutory rules and regulations, penalties for the over-run and the scope of the change orders. Tendering may involve two bid system, i.e. Technical bid and price bid.
* Evaluation of the Technical bids as per the specifications and type of work and tender conditions and negotiations of the financial bids with the vendors/contractors. Selection of vendors/contractors and award of work.
* Monitoring of construction through appointed Project Consultants, quality monitoring, inspection & testing, review meetings with contractors/vendors, processing of vendors/contractors bills, obtaining various Govt. permissions/licenses, calibration, pre-commissioning inspections and commissioning.
RETAIL OUTLET MODERNIZATION - VISION 2020: 2004-TILL DATE (DELHI)
* Part of specialized team formed for Vision 2020, a Corporate Visual Identity Program launched for modernization and up-gradation of existing Retail Outlets.
* Modernization of the existing retail outlet network (over 400 nos.) in Delhi & Haryana. Each modernization costing US$ 1 - 2 Million.
* New vendor development & co-ordination with vendors engaged for development of various features of Vision 2020 program.
* Development of prototypes for new Signage, Canopy, Canopy Fascia, Light Poles, False Ceiling etc as per Vision 2020.
* Retail Outlet automation: auto level gauging, auto billing, online QC checks, transaction records, backend report generation done by Honeywell India with scope for further expansion for integration with satellite tracking system etc.
* Feasibility & assimilation of individual retail outlet wise requirements and budgeting.
* Implementation of Vision 2020 program at these Retail Outlets, encompassing the similar activities as for development of new retail outlets, with special emphasis on getting various statutory clearances for modifications in building plans and layouts.
OIL & GAS TERMINAL DEVELOPMENTS: 2002-04 (DELHI) & 1998-01 (DELHI)
* Key member of the team of officers overseeing the setting up of large format Oil Terminals hooked up with KBPL at Panipat, Mathura, Sanganer and Salawas.
* Concept design, engineering, procurement and construction of Automated Oil & Gas Terminal with Automated Tank Truck Loading facility and automated Railway Rake Loading/unloading facility for handling of 1.2 MMTPA of Oil at Mathura Oil Complex (Project cost US$ 170 Million), Panipat Oil Complex (Project cost US$ 220 Million), Sanganer Pipeline Terminal (Project cost US$ 170 Million), Salawas Pipeline Terminal (Project cost US$ 170 Million) and Assauti Naphtha Pipeline Transfer Terminal (Project cost US$ 120 Million).
* Civil, mechanical, electrical and instrumentation infrastructure designed to handle products (MS, HSD, SKO, Lubes, Naphtha, Fire Water) provision for future expansion with the required fire fighting/prevention equipments. Seeking management concurrence for the plan and incorporate suggestions/modifications.
* Preparation of departmental estimates for the various works involved for planned facilities in setting up the terminal based on past experience and the current cost projections. Budgeting of the projected expenditure.
* Preparation and float of tenders for setting up the terminal, incorporating the minute details of item specifications of each items and type of work involved like large storage tanks of 300 – 50000 KL (floating/cone roof), pumping station (pumps/compressors), above ground & underground pipelines, tank lorry filling bays, rail wagon decantation gantry, tank farm development, fire fighting engines/pumps, water tanks, automation equipments, electrical panels/switching station, construction of office buildings, stores, sheds, driveways and truck parking areas with clear schedules for the completion, along with projected cost involved for each job, expected rates, various statutory rules and regulations, penalties for the over-run and the scope of the change orders. Tenders involving Two bid system, i.e. Technical bid and price bid.
* Evaluation of the Technical bids as per the specifications and type/scope of work and tender conditions and negotiations of the financial bids with the vendors/contractors. Selection of vendors/contractors and award of work.
* Monitoring of construction through appointed Project Consultants & Site Engineers, quality monitoring, inspection & testing, review meetings with contractors/vendors, processing of vendors/contractors bills, obtaining various Govt. permissions/licenses, calibration, pre-commissioning inspections and commissioning.
LPG PLANT DEVELOPMENTS: 2001-02 (DELHI)
* Key member of the team of officers overseeing the setting up of Liquefied Petroleum Gas Plant at Delhi.
* Concept design, engineering, procurement and construction of the LPG Plant at New Delhi with Railway Unloading facility and Pipeline transfer facility for handling 1.5 MMTPA of Liquefied Petroleum Gas (Propane & Butane). Project cost US$ 200 Million.
* Facilities planned for product receipt through pipeline and LPG bullet tank trucks with provision for future expansions with the required fire fighting/prevention equipments. Seeking management concurrence for the plan and incorporate suggestions/modifications.
* Preparation of departmental estimates for the various works involved for planned facilities in setting up the LPG plant based on past experience and the current cost projections. Budgeting of the projected expenditure.
* Preparation and float of tenders for setting up the depot/terminal, incorporating the minute details of item specifications of each items and type of work involved like Horton Spheres, Bullets of 100 - 600 MT, pumping station (pumps/compressors), above ground & underground high pressure pipelines, LPG tank truck decantation bays, carousels for LPG Cylinder filling, mastic flooring, tank farm development, fire fighting engines/pumps, water tanks, automation equipments, electrical panels/switching station, construction of office buildings, stores, sheds, driveways and truck parking areas with clear schedules for the completion, along with projected cost involved for each job, expected rates, various statutory rules and regulations, penalties for the over-run and the scope of the change orders. Tenders involving Two bid system, i.e. Technical bid and price bid.

CONSTRUCTION OF OFFICE BUILDING: 1996-98 (DELHI)
* Site Engineer for the construction of 11 storied office building of Indian Oil at Delhi. Project cost US$ 30 Million.
* Directly supervising the construction activities (civil works, exteriors, interiors, landscaping) as per the plan, design & specifications of the tenders. Weekly reporting of the progress of work. Preparation of estimates for change orders.
* Day to day liaising & coordination with Local Govt. authorities for approvals for building plans, NOC for police, district administration, pollution control deptt. & fire deptt, sanction of water and electric connections etc.
* Quality control, inspection & testing, periodic review meetings with project consultants, contractors & vendors.
* Release of payments in the form of running bills for contractors & vendors for uninterrupted flow of work.
* Taking over of completed facilities from contractors with completion certificates from Govt. bodies. Handing over of the facilities to the user deptt.
MANPOWER TRAINING & GROOMING:
* Lead manager for 6 engineers and 20 workmen, over 50 contractors/vendors.
* Training of the new Officers for their assignments and the new developments.
* Selection of suitable contractual manpower for carrying out various project related works based on their knowledge base and suitability for the specific jobs.
* Grooming the new recruits/summer trainees for their assignments – Train them about the new rules and regulations of the petroleum sector.
DOMESTIC & INDUSTRIAL LPG TRADE: (1983–92)
* Hands on experience of working as Operations Officer, Safety Officer & Asst. Manager(Plant) at LPG Bottling Plants of Bongaigaon, Durgapur & Delhi.
* Bottling/filling of LPG in portable cylinders for domestic/industrial use, logistics, supply & distribution to the retail network and direct users.
* Operation & maintenance of plant equipments like pneumatic and hydraulic carousal filling and automation systems, high-pressure LPG pumps, LPG compressors, air compressors, DG sets, overhead, roller and chain conveyors, gauging systems of Horton spheres and bullets, pneumatic operated valves, safety valves etc.
* Worked as Safety Officer for operation & maintenance of fire extinguishers, sprinklers/drenchers, hydrants, monitors, fire fighting water pumps and pressurized hydrant systems, fire preventing equipments like gas detectors and heating detectors.
