Nov 2003 - June 2007 Lithuania Yukos Corporation
Director of Refinery Controls
-Assigned to the Mazeikiu Nafta Refinery in Lithuania which was running irregular operations between 135-155 KBD. I was part of a new Management team who increased throughput to 195 KBD by first quarter of 2005.
-Installed several Control systems for Routine Maintenance, Turnarounds and Project management.
-Developed the basic structure for implementation of a CMMS.
-Developed and implemented a manpower control system for the entire refinery.
-Implemented Maintenance, Projects and Turnaround planning and scheduling techniques.
-Developed and implemented a detailed cost tracking system and several project cost control systems.
-Managed and coordinated the AFE development of a refinery Capital Project budget of approximately $ 45-65 MM per year.
-Implemented Maintenance Exchanger Reliability program.

2003 - Nov 2003 Aruba El Paso Corporation
Maintenance General Superintendent
-General Superintendent of Maintenance, in charge of daily maintenance, PM's and Operations support around the clock in Coastal Aruba Refinery South Area, including Amine units, a Vacuum unit, Hydro-treating and Hydro-cracking units, Fuel Gas scrubber, Purge Gas compressors, Sulphur plants, Sour Water units Flare Systems, Kero Treating unit, 410# Steam and Condensate unit, Pitch Supply unit and two Delayed Coker units.
-Coordinate all interfaces with Capital Project work, Maintenance Projects and Maintenance Turnaround activities.
-Responsible for Budgets varies from $500K to $1.5MM for Planning, Estimating, Scheduling and Material Controls and execution of approximate 4000 to 11.000 manhours Maintenance Shutdowns throughout the various plants as described above. The smaller shutdowns included basically open, clean and inspect with minor repair work to the process equipment. The larger and more expensive shutdowns included replacement of shell and tube equipment, re-tube of a Kero treating heater convection section, internal tower tray replacement, Coalescers replace or retubing or critical Alloy piping systems replacement.
-Implementing a one week look-a-head schedule and daily coordination with Operations for schedule breakers to manage a 86 men Maintenance work force and responsible for coordinating with other disciplines, such as Rotating Equipment and Instrument and Electrical priorities for a continues and reliable Operation.
2001-2002 Aruba/USA
Project Manager
-Special assignment to implement new Maintenance/Operations work order and cost tracking system for routine maintenance repairs and PM, as per the new Business Team Concept in Coastal Aruba based from the new El Paso Corporate system by means of MAXIMO, release 4.
-Development of a corporate system by localizing MAXIMO. Interfacing with all other Refineries and Chemical plants with IT, Reliability Engineering Departments, Cost Control groups, accounting groups, material control groups, contracting groups and planning departments.
-Overall responsibilities for development of the basic practices and procedures for the MAXIMO work order control and cost control systems for the Coastal Aruba Refinery.
-Procedure reviews, implementation and start-up of the localized MAXIMO system in Javaline Refinery, Corpus Christy, Texas.
-Special assignment at the Aruba C5 Visbreaker Fire Repair Project. In charge of coordinating a cost tracking system between Fire Damage related work and Refinery repairs and start-up activities. Coordinating Refinery battery limit blind lists with Operation, Maintenance and Project management.
1999-2000 USA/Canada Coastal Corporation
Turnaround Manager
-With overall responsibility for preparation and execution of Chemical Plant Turnarounds. Budgets varied with the size of the plants and its approved Capital investment for the TA's between $7MM to $18MM per TA. This also included a special assignment to re-organize and structuring planning, estimating and scheduling and material controls of the approximate 36.000 - 80.000 man hours turnarounds in the Coastal Corporation Chemical plants, such as in Coastal Chemical Cheyenne, Wyoming and in Battle Mountain Chemical Plant, Nevada and in Coastal Chemical St. Helens, Oregon. Including restructuring and implementing new controls during Turnarounds and training of plant supervision personnel and finalizing post TA activities, such as critique review, close out of TA projects and contracts, develop new TA scope of work list and overall TA budget closure.
-A three months assignment in 2000 for planning, estimating and scheduling for the refurbishment and start-up of an existing Paraxylene Chemical plant in Montreal, Canada. Including level 2, 3 and 4 estimating for budgeting purposes and AFE development. Approximately 38,000 man hours direct work, including Operations start-up activities. Developing and scheduling of a detailed start-up schedule with manpower loading and critical heavy equipment and material constrains.
1997-1998 Aruba
Turnaround Manager
-Special assignment as the Turnaround Manager with overall responsibilities for the development and control of the TA budgets for the planning, estimating, scheduling, cost tracking, material controls and Contract Development and Infrastructure preparation and execution work phases for Pre, TA and Post activities (including post critique, development of new SOW list and closure of all TA projects with their respective TA budgets by last quarter of 1998) for Routine Maintenance work, Refinery Maintenance Projects and Capital Projects for two large plant wide turnarounds in Aruba during November 1997 and July 1998. Total of 970,000 man hours with approximately 93,000 activities for direct work and approximately 340,000 man hours for indirect support. Budgeted at a total for direct and indirect costs at $165MM, including Maintenance work and Capital projects.

Project Controls Manager
-Re-assigned at the Coastal Aruba Refinery reporting to the General Manager of Maintenance and Engineering with the assignment for implementation of daily scheduling with Operations and to organize a Refinery Project planning and scheduling group and a Turnaround planning group with the associated controls and cost tracking systems for each group, including updating of all procedures and training of personnel.

-Special assignment for planning, scheduling and managing the execution of pre-commissioning, commissioning and start-up of the new Delayed Coker unit at the Coastal Aruba Refinery, including training for developing the start-up scope of work with Process and Operations Engineers.
-Coordinating and cost tracking the interface activities with the Capital Project group.
-Coordinate critical material procurement for start-up spares and for routine maintenance and continues operations.
-Coordinate interface of Operations with Vendor Rep Start-up procedures.

Turnaround Controls Manager
-A special assignment at the Eagle Point Refinery in New Jersey to assist with planning, scheduling and implementing the Aruba cost tracking system for the 1994 plant wide Turnaround executed at 850.000 direct man hours with the FCC Regenerator Head replacement as the critical path of the TA.

Maintenance Superintendent
-Promoted to Maintenance Superintendent in 1992 in charge of daily maintenance activities and emergency shutdown work in Tank farm, Docks and Marine equipment, Crude units a Visbreaker unit, Hydrogen units one gas plant and a Fuel Oil (Pitch) unit.
-Promoted to Maintenance General Superintendent in early 1993 with a global responsibility for implementing a cost tracking system, including development of the necessary basic practices and procedures and provide training to users and Management personnel.
-Supported the Eagle Point Refinery in New Jersey and the Javalina Refinery in Texas with development and implementation of their CMMS with the software IMPAC.
-Assigned as the TA Manager with responsibilities for developing and control of an $8.5MM TA budget for planning, estimating, scheduling, material and contracting controls and minor infrastructure preparation and the execution work of Pre, TA and Post activities of the first partial Aruba Refinery Shutdown of approximately 42.000 manhours for one 135KBD Crude unit, one Hydrogen plant, Visbreaker unit, Gas plant, Demulsifier unit and a LCAR compressor unit scheduled for December ¡¦93 and close-out of contracts and TA budget by 1st quarter of 1994.

-Hired by the Plant in August 1990 as Maintenance Planner to assist with the start-up of the ¡* new¡¨ Coastal Aruba Oil Refinery. Promoted to Senior Planner in 1991.
1989 - 1990 Aruba Foster Wheeler Corporation
Project Planner
-Project planner and scheduler assisting the area managers during the refurbishment of the ¡* old¡¨ LAGO Oil Refinery in Aruba. My responsibilities were to develop a scope of work with the Area Engineers, planning the work, review and finalizing BOM¡¦s, plan for special tools and major equipment and schedule same with required manpower and weekly schedule reporting.
-Completed the project in October 1990 for the ¡* new¡¨ Coastal Aruba Refining Company in Aruba.
1987 - 1989 Aruba/Venezuela GANATA Construction N.V.
Construction Manager
-Manager of a sand-washing facility and the supporting heavy equipment garage with approx. 50-80 men work force. A special assignment was successively completed in approximately 14 months to improve the production with 80%. Set up and organize a tool-room and material control system and a PM program for the entire facility and all associated equipment.
-Managing hotel maintenance and home building construction crew(s) of approximately 120-140 men. Responsible for estimating construction jobs, planning the execution phases, material procurement, scheduling the manpower and equipment and handling Government affairs.

-Shop supervisor of a heavy equipment garage, which Operations supported the two islands with all major heavy equipment requirements.

Refinery Mechanic Engineer
-Started as a shop machinist in April 1980 and participated in LAGO's Refinery Mechanic Qualification Training Program and became a qualified Refinery Mechanic Engineer in December ¡¦81.
-In 1982 assigned to Contract Development and Contractor Coordination Department.
-Turnaround planning and scheduling and field supervision of the execution from 1983 - 1984 in Crude units, Visbreaker, Vacuum units, Gas Plant, Amine units, 30MW Generator, TOSI Boilers and Storage Tank turnarounds.
-November 1984 re-assigned to the E&C group as a Project Manager, working special projects in conjunction with the closure of the Refinery in 1985.
