The Libyan National Oil Corporation (NOC) is carrying out exploration and production operation through its own affiliated companies; in addition the NOC owns refining, and oil and gas processing companies, operating refineries such as Zawia and Ras Lanuf refineries, ammonia, urea and methanol plants.
The NOC carries out its activities through several departments including; Exploration and Production, Marketing and Manufacturing, Planning, Studies and Projects, and the HSE department. My role and responsibilities in the HSE department are as follow:
1. Advise and / or represent the NOC's departments in all matters concerning compliance with HSE regulations.
2. Serve as a member of the NOC committees for special HSE studies and programme development.
3. Keep up to date with new legislation and health and safety standards;
4. Stay informed about developments within particular departments, e.g. maintenance, operation, and production;
5. Develop health and safety working programmes and strategies;
6. Develop methods to predict possible hazards drawn from experience, historical data and other appropriate information sources;
7. Prepare for and present court cases, if a decision is made to prosecute;
8. Provide training and educational support to employees and new/trainee employees.
9. Co-ordinate Training Needs Analysis (safety training).
10. Assist with identification of hazards and assess risks of environmental impact on the oil companies' sites.
11. Ensure effective communication is maintained with all NOC departments.
