HSE Coordinator – Facilities Engineering and Major Projects (FEMP).

Establish Addax project HSE Goals and Metrics for all FEMP projects to feed into. Help decide what ISO Certification Addax Project will subscribe to. Addax Develop and deploy/Implement an HSE MS for all Addax project, Develop procedure and process for in the HSE MS for projects in compliance with all national (Department of Petroleum Resources/ Federal Ministry of Environment etc) and international standards and regulations establish and implement comprehensive Project Safety, Health & Environmental Management System from project inception through Operations to decommissioning. Establish standards to management on health, safety, loss prevention, fire protection security, and environmental protection on all FEMP Projects.

ROLES AND RESPONSIBILTIES

Develop and maintain Addax Project Process and Procedures in line with identified regulations (National /International ) and Standards
Develop and maintain work plans HSE project activities through al project phases
Develop and maintain Work Instructions for project activity processes.
Develop and maintain a list of design standards for all projects (includes summary of basis).
Identify deliverables for each project phase and link to HSEMS Procedures and processes/practices including responsible persons.
Develop and maintain Work Plans and Work Instructions for monitoring HSE site activities, in line with the Addax FEMP HSEQ management system.
Implement and maintain Contractor HSE plan program.
Develop permitting plan/process for all projects teams to adopt
Develop and maintain a FEMP management plan
Approve exception to FEMP HSE MS plan.
Create and maintain a risk register
Conduct a review of environmental and safety issues associated with the project( Input to EIA study )
Conduct EIA and other studies as required by the regulations
Report performance on HSE activities and champion Zero incident target.
Develop submit and maintain project specific permitting plan
Apply and obtain Approvals for all HSE permit for projects
Capture build in and communicate lessons learnt and best practices
Document compliance
Invite regulatory agencies to participate in project early in the project life- phase 2.
Develop a plan for communicating project HSE Issues to regulatory agencies.
Develop submit maintain project specific HSE permit as per the permitting plan.
Provide competency training for project non HES personnel.

* Ensure company activities meet or exceeds regulatory compliance requirements, highlight gaps and assist in achieving company HSE goals and objectives

HSE Regulatory Compliance Coordinator-
Environment

* Provides advice and counsel to operations, staff, technical groups and line management concerning compliance with applicable state and local laws, regulations, standards and Company policies..
* Communicates with employees and contractors to ensure understanding of HES responsibilities
* Advises Manager, HSE on government compliance requirements. Proposes environmental management strategies and plans.
* Interprets regulations and acquires permits and approvals from relevant government agencies.
* Develops and advocates new risk based, cost effective environmental and safety regulations to all relevant regulatory agencies.
* Coordinates the preparation and submittal of environmental management plans, site remediation plans, environmental baseline studies, seabed surveys, and environmental evaluations studies for new and existing facilities per Nigerian regulations.
* Liaises and maintains good working relationships with Federal, State and Local regulatory agencies involved in the processing and approval of permits on all HSE issues in the industry
* Following up and monitoring of permits in the approval stages. Agencies include: Federal Ministry of Environment, Department of Petroleum Resources, National Inland Waterways Authority, Nigerian Ports Authority and other regulatory agencies as necessary.
* Advocates industry position with regard to evolving HES regulations. Make presentations and dialogue with government as necessary to provide input to emerging laws, edicts and regulations. Government includes the Presidency, the Senate, the National House of Assembly, various state houses of assembly and local governments
* Maintains a listing of relevant regulations and interpretations.
* Ensures compliance with applicable HES regulations.
* Provide regulatory advice and support on HES issues to customers within the company. Communicate new and emerging regulations to all affected parties. Monitors and reviews proposed legislation and regulations.
* Ensures that Addax activities and programs are consistent with company policy, government regulations and international standards on environment. Advise relevant Addax Departments and key employees on implementation of environmental policies and procedures.
* Provide leadership and technical support and guidance to other departments and external groups such as government agencies and industry associations.
* Develops comments and Company position documents in order to proactively participate in the formulation of laws and regulations. Proposes special projects to support company stand on existing and emerging regulations and legislation.
* Compiles, analyzes and interprets pollution prevention and control data and prepares reports designed to communicate valid and comprehensive recommendations for future actions.

Industry/Public/Government/NGO's-
* Supports Manager, HSE in representing Addax on safety and environmental issues to outside organizations. Working with government officials and NGO's to establish positive dialogue and improve Addax's image.
* Provides technical support to Manager, HSE while serving on various industry and government committees (e.g. Oil Producers Trade Sector HSE Committee, Clean Nigeria Associates Executive Committee).
* Participate in the development and communication of HSE policy and procedures.
* Serve as Addax representative on the OPTS Safety and Environment Committee and on other joint industry efforts like Clean Nigeria Associates. Coordinate special industry activities like exhibitions
* Liaison with other key external stakeholders and NGO's
* Represents Addax at environmental meetings, conferences and workshops.
* Represent Addax at government agency hearings on environment, and environmental regulatory advocacy matters. Supports to ensure that all environmental regulatory compliance requirements related to Addax activities are met and work to clarify and modify requirements to minimize constraints on Addax activities.
* Loss Prevention
* Develop and work with facility group on project safety concerns-safety cases.
* Highlight project specific safety cases and work with project teams
* Work with project teams on project safety studies
* Direct project teams on safety compliance and permitting
* Coordinate Company wide Compliance effort
* Coordinate Internal Audit. Prepare the audit report, track and document progress.
* Work with Addax Warri, Calabar, Izombe and PH Compliance, identify gaps and Close gaps, help in documentation, reporting and tracking.
