Career History:

Russia: Sakhalin Energy (LNG) Phase-II: I have recently been recruited as Process Operations Commissioning Engineer for pre-commissioning & commissioning activities of their Onshore Processing unit (OPF) and LNG plant. The expected commissioning period is for 12 months on 4X4 rotation. I will be on this assignment from March 2007 onwards.
Position: Process Operations Commissioning Engineer
Reports to: Process Operations Commissioning Supervisor
Location: Sakhalin Island ¡V OPF / LNG Site
Responsibilities:
* Witness and/or verify process completions performed by the Construction Contractor including development of punch lists, also involved with Party walk-downs within multiple disciplines and communicate findings to ICT.
* Execute all process pre- commissioning and commissioning activities for all systems associated with the Gas Processing Plant in accordance with commissioning procedures and schedule.
* Participate with preparation of pre-commissioning and commissioning procedures as required.
* fully conversant with ISSoW Permit to Work system as Performing Authority capacity in preparing relevant documentation and boundary isolations required for execution of pre-commissioning and commissioning activities, also familiar with THULE completion system.
* Assist with System Champions to achieve a multi-disciplined co-ordination of sub-systems which will be allocated to the individual.
* Co-ordinate, assist and verify all Vendors Rep commissioning activities and report results and progress.
* Supervise the work of Process commissioning technicians and sub contractors labour assigned to individual, also monitor daily progress and report any
* Identify and order commissioning spare parts for process Piping, Vessels etc as required.
* Liaise with S.E.I.C. Operations for a smooth transition of system handover and continued support.
* Complete all relevant documentation and review dossier to support handover and acceptance of systems by Operations Group.
* Preparation of documentation and verify and execute "Red Lining" of systems drawings as required.
* Comply with site HSE requirements ensuring that all work is carried out safely, and complete HSE KPI's participating actively in safety programs.

- Gained experience in preparing monthly production plan, writing daily operating instructions, co-ordination with procurement and day-to-day maintenance planning, co-ordination with technical dept for plant optimization.
- involved in plant turn around (annual S/D) planning that included maintenance job planning, spares requisition, SAP request, preparation of blinding list /LOTO list in advance and communication with vendors to have their availability during T/A period etc.
- Also involved in the review/approval team for plant SOPs (standard operating procedures) and EOPs (emergency operating procedures) and "What If" scenarios and operators' development programs.
* Implemented several changes in plants thru MOC process for safety and better operability.
* Current special assignment: On behalf of production side, I am involved and working together with DCS technical group for DCS up gradation program for Ethylene/Sulfur plant operation. The old Honeywell DCS GUS being replaced by latest Honeywell Experion process knowledge system.
