-Design, construction, installation and testing of four units of power generating equipment in the Powerhouse.

Job description

Main tasks are to manage the environment, health and safety issues at Bakun site:

1. Set up and monitor project EHS Plan and EHS management system.
2. Coordinate health, safety and environment management systems at site (according to site specific documentation as well as internal ALSTOM Road Map Standard).
3. Ensure that risks have been assessed adequately prior to commencement of activities.
4. Act as a specialist/ adviser to the Site Manager for the implementation of risk assessments.
5. Ensure that work is carried out in accordance with statutory obligations and ALSTOM hydro procedures.

In addition shall:

„X Continuing to develop safe working practices within the management and ensuring safety rules, statutory regulations and relevant best practices are observed;
„X Interface with client's EHS representative;
„X Be the ALSTOM Hydro EHS responsible for the coordination EHS meeting with other companies (e.g Client, partners, partners contractors, ALSTOM hydro contractors) working in the same area in order to have an effective management of reciprocal risks.
„X Conduct project EHS plan inspection during the construction and installation phases ensuring follow up to close out of corrective actions reports.
„X Conduct EHS inspection required by the internal ALSTOM hydro EHS standard as well as in charge to track findings closure;
„X Check all staff have appropriate protection equipment for the work to be perform;
„X Ensure that project EHS plan regulation, rules, procedures and work instructions are communicated, understood and implemented by site personnel;
„X Ensure that new people at site are induced;
„X Promote and encourage a high degree of safety and environmental awareness and training among staff (including toolbox meetings).
„X Ensure proper monitoring to all project EHS plan activities related to field operations;
„X Ensure that the environment and safety requirements of the project are meet;
„X Review and approve safety reports and assessment;
„X Advised the site manager of any changes to regulations that may have an impact on the project;
„X To investigate of all potential incidents/accidents involving injury to persons, damage to property or the environment and in charge of issuing the report investigation identifying root causes and the proposed action plan;
„X Support the site manager in his incident/accident reporting toward the EHS organization.
„X Prepare other EHS documents, procedures that may be required beyond the project plan to meet the necessary applicable standards on this project. EHS department acting as a support function;

o Roles and responsibilities

„« Act as focal point of contract with client representative, local authority sub-contractor on HSE matters, Formulates and implements plan to comply with OSHA 1994 and FMA 1967.
„« Compiling, monitoring and report HSE statistic identify trends and areas requiring more attention, risk reduction or improvement.
„« Report to the Project Manager on day to day logistical and administrative matters and Safety Manager for safety related matters.
„« Required to work offshore to assist in the implementation of the safety and health procedures and systems in place for the smooth running of the operations as and when required
„« To assist in the implementation and monitor all safety and health rules and safe systems of work in-place offshore.
„« Monitor all offshore worksite personnel have valid work safety passport monitoring up to date listing of worksite personnel safety training.
„« Carry out safety inspection of the worksites to ensure works are executed in accordance with approved and established procedures.
„« Participate in accident/incident investigation team and submit reports to management and clients.
„« Promote a healthy and safe working atmosphere among crew and encourage them to participate in HSE.
„« Carry out discussion with crew HSE related matter during toolbox meeting.
„« Organize Safety and Health Awareness Campaign and program.
„« To advise work supervisors on rectification of non compliance found during inspections and accident control techniques observation, and close out the report.
„« As a facilitator during JHA group discussion.
„« To conduct year through out HSE Plan and program.
„« To assist Petronas Carigali Operation staff on daily HSE related matter and inspection.
„« Closely monitor activities being carried out especially Hot Work activities.
„« To prepare and compile monthly report on health safety and environment conformance on weekly basis, for the workplace and submitted weekly, in daily progress report to the Project Manager, and a copy to the Health Safety Department.
„« To assist Project Manager, Health Safety & Environment Manager, formulating information and data, pictures, sketch, in any investigation into accident / near misses occurred at worksite.
„« Carry out basic induction briefing to all work boat personnel and visitors with particular attention being paid to:

o POB check-in and check-out procedure o Monitoring of staff movement to and from the work boat and platforms o Emergency response procedures and chain of command o Emergency evacuation of personnel from the work boat or platform o Main and alternative escape routes on the work boat and platform o Operation and usage of safety and fire equipment o Local house rules

„« Check and confirm that all safety equipment on board are duly certified
„« Carry out regular checks on the condition of all safety equipment
„« Carry out hazard hunts
„« Ensure safety precautions stipulated in the Permit to Work are satisfactorily complied with.
„« Continually monitor all engineering and construction activities to ensure that safe working practices are followed and precautions are in place.
„« Report to SOR or the CSR any work being carried out in unsafe manner.
„« Institute follow-up action to prevent recurrence of unsafe acts or conditions.
„« Log all PERMIT TO WORKS raised during the SIPCOM project
„« Attend the daily SIPCOM toolbox meeting
„« Act as a Secretary in the Location Safety Health and Environment meeting (LOCSHEC).
„« Supervise and plan the mustering procedure.

„Á Assessing the risk from hazard-finding out how significant the risk is eg. Will it cause a serious injury, illness or death and how likely is this occurring.
„Á Eliminating the hazard or if this not possible, controlling the risk from the hazard-implementing strategies to eliminate or control the hazard eg. Design equipment differently, add machine guards, use safer chemicals, providing lifting devices to minimize manual handling or use personal protective equipment.
