Summary:

Manager of construction management, project controls, and contract administration for +$1B (USD) Light Rail Transit expansion project, San Jose, CA. Coordinating program management supporting ~30+ major contracts for construction of 13.3 miles of light rail extension (elevated and at-grade) within three separate segments to include ancillary facilities. Additionally developed Project Management Plan (PMP) for $3.8B BART commuter rail extension in accordance with Federal Transportation & ancillary agency requirements.

Directed and managed permitting, engineering, procurement, construction management, commissioning & transition to operations of $536M (USD) modernization project providing tailings management facilities for Kennecott Utah Copper's 160,000tpd tailings storage operation. Salient elements of the 9 year, 4.6M MH program included:
* Direction of project alternatives analysis & feasibility studies of the capital, technical & environmental project aspects: developing the coordinated project scope, budget & AFE for approval by RTZ. Responsible for signature authority of the expenditure approval for duration of the Project.
* Direction & coordination of major local, state and federal permits, to include: 404 Environmental Impact Statement, Dam Safety, groundwater discharge & air quality permitting. Providing national award winning, 2500 acre wetland mitigation site. Directed public information program & negotiations third party utilities, public and private entities (Union Pacific, UDOT, electrical & gas utilities).
* Coordinated diverse state-of-the-art environmental, geotechnical, civil, process, pipeline, federal and state roadways, railroad, infrastructure and facilities engineering fully integrated w/ operating mine and third party facilities. Directed Project Controls, budget and schedule to meet Plant operational requirements.
* Directed EPCM team of 125+ engineers and professional staff managing 35+ major contracts, to ~$50M, supporting Project construction. Major Project elements included: realignment of 20+ miles of double, mainline Union Pacific rail line &relocation of associated yard facilities; realignment of 15 miles of intrastate transmission lines, relocation of fiber optics & gas utilities; construction of 7 miles of major drainage channels & control structures; construction of 2ea, fully automated 60,000 TPD cyclone facilities, 50+ miles of large-diameter, rubber & HDPE lined transmission & distribution steel pipelines,11 pump stations; construction of a 110K gpm process water decant barge & associated 15 miles of process water piping & pump stations; site investigation, design and construction of a 48,000 LF of dam embankment.
* Coordinated $120M+ OFM procurement program for all major equipment, end components, start-up requirements and stocked spares for turnover to mine operations.
* Coordinated acceptance and startup program in support of facilities transition to mine operations without interruption to 24-hour mining and tailings storage activities.

Directed daily operations & coordination of labor, equipment, materials and production activities for a medium sized specialty contractor. Site manager for heavy civil construction, environmental remediation & hazardous waste projects. Supervised project excavation, crushing and screening operations, plant construction and start-up.
