PROJECT MANAGEMENT
Prepare Project Initialization & Statement of Requirements for various proposed projects.
Identify the needs, set the budgets and carry out the acquisition of capital equipment.
Manage, plan and develop all project activities related to engineering, procurement, construction, planning, scheduling, cost control and invoice approving on various projects.
Plan and coordinate assignments of various projects related to equipment upgrade, installation of new equipment and maintenance of existing equipment.
Responsible for planning and executing project assignments by exercising planning supervision on project engineers.
Manage project site activities directly and through co-ordination with field personnel.
Directly involved in jobsite and departmental meetings.
Manage the organizational interactions that evolve from the participation of several departments and external contractors during project execution.
Review and approve engineering specifications for construction and procurement and provides analysis and recommendations.
Direct the review of contractor drawings and equipment specifications to other divisions or departments when needed.
Establish and maintain communication channels with technical experts in various engineering disciplines to obtain advice on advanced technical issues related to project execution.
Ensure that external contractors comply with the company policies and procedures.
Establish detailed project scope of work and each party's responsibility.
Resolve conflicts pertaining to equipment specifications that arise during project execution.
Close out projects and resolve any punch list items.
Negotiate Long Term Service Agreements and blanket PO's with OEM's and contractors.
Facilitate a firsthand business relationship with contractors at decision-making and working levels.
Prepare monthly progress reports and present to management, semi-annual technical reports on projects and status of major equipment.
CONTRACT ADMINISTRATION
Preparation and issue of tender documents for project contracts and conduct negotiations with contractors.
Coordination and issue of bid clarifications and tender updates.
Manage and perform technical and commercial bid evaluations.
Prepare contracts for signature process.
Responsible for technical and commercial interpretation of scope of work and contract responsibilities.
Insure all activities are carried out strictly in accordance with Company Procedures & Policies.
Lead contract negotiations, resolve contract disputes and manage contract amendments.
PROCUREMENT ENGINEERING
Assist Procurement Engineering Manager in directing and supervising the Procurement Engineering Department.
Ensure proper procurement engineering procedures are followed and control material sourcing from approved vendors.
Perform all Procurement Engineering related activities for power plant equipment and spares such as, develop procurement (quality and technical) specifications, establish packaging, shipping, handling, storage and shelf life requirements, facilitate purchasing through buyers, resolve buyer inquiries, review and disposition vendor quotations and exceptions.
Obtain design information from approved documents and prepare technical procurement specifications accordingly.
Lead several Procurement Engineering projects related to Critical Spares, Obsolescence, Safety Related Equipment List, Pressure Boundary Equipment, QA rationalization & Backlog reduction.
Develop procedures to improve the efficiency of the procurement engineering process.
Develop spare parts packages for capital projects and major maintenance.
Perform Safety Basis Analysis and Failure Modes and Effects Analysis.
Utilize engineering knowledge, in design and power plant technology, in recommending the best technical solution for various configuration deficiencies.
Interface with vendors to obtain information and resolve issues on their qualifications and product specifications to determine suitability with power plant end-use requirements.
Perform item equivalency evaluations for obsolete equipment to identify and approve substitutes.
Review manufacturer plant audits/surveys in association with Supply Chain Quality Assurance (SCQA) inspectors to ensure compliance with specified QA program and Code certification.
Create catalogue ID's and provide the material analyst with the initial ordering, the re-order and the target max quantities. Review the SCAD's (Stock Creation, Amendments & Deletion) to make the necessary entries in to the materials management system.
Disposition OSDDs (Over, Short, Damaged, and Discrepant) of deficient power plant equipment.
Build, verify and validate Bill of Materials for power plant equipment.
MAINTENANCE ENGINEERING
Assist maintenance manager in managing and re-structuring the maintenance planning section and hiring qualified staff.
Set, monitor and control maintenance department expense and capital budgets.
Plan and execute major maintenance projects to ensure minimum downtime.
Review and promote proposition of technical modifications of critical equipment.
Manage and coordinate major planning and scheduling activities related to routine maintenance including preventive, corrective and predictive maintenance to assure availability and reliability.
Instrumental in: -
o Set up condition based maintenance programs for critical equipment.
o Set up a safety valve maintenance and certification program.
o Implementation and installation of an asset management system.
Prepare and follow up on execution of major overhaul plans of critical equipment (such as power plants, gas compressors, GenSets, etc…).
Approve and monitor the implementation of strategies and changes in the maintenance programs of systems and major equipment.
Promote root cause analysis of frequent failures and production losses.
Organize and facilitate meetings with field staff, maintenance coordinator, planners and contractors to analyze progress of maintenance plans of major equipment.
Lead a team of engineers in executing a Preventive Maintenance Optimization Project.
Use engineering knowledge and experience in power plant operations to analyze the function and design of power plant systems and identify criticality of individual components in these systems.
Ensure that all necessary safe work practices, procedures and policies are in place to minimize work place accidents and injuries.
Evaluate preventive maintenance tasks, with respect to their effectiveness, intervals and cost..
Ensure that the necessary training is carried out in order to maintain a competent workforce.
POWER PLANT OPERATION
Operate power generation unit(s) taking into consideration the safety of the workers, equipment & environment. Equipment included steam boilers and super-heaters (fired by residual oil & natural gas), steam turbines, air-heaters, heat exchangers, automatic control systems, piping systems, pumps and other auxiliaries.
Manage and operate a 84MW power generating unit: -
o Start up the unit in cold, warm and hot modes.
o Shut down and conserve the unit.
o Operate control systems for steam, water, natural gas, fuel oil, air and other fluid flow.
o Coordinate between maintenance and operation.
o Follow up on maintenance and tested maintained equipment.
o Isolated and de-isolated systems for maintenance, while unit was in service or shutdown.
o Updated P&ID's to match as built status.
o Performed hydrostatic testing on boilers.
o Troubleshoot and analyzed problems (e.g. vibration on boiler due to NG firing).
o Performed post-overhaul commissioning and monitored for any abnormal conditions.
