DUTIES and RESPONSIBILITIES
* Reports directly to the Project Manager or to the Offshore Execution Lead / Manager.
* Developing, planning, scheduling, monitoring, analysis, and control of the various Oil & Gas Onshore and Offshore Projects using Primavera and MS Office software from conception to completion.
* Prepare / Develop Work Breakdown Structure (WBS) and Progress Measurement System (PMS).
* Monitor / Evaluate construction works progress and performance and reflecting progress of each activity in the schedule using Primavera Project Planner and the developed Progress Monitoring System (PMS).
* Perform, coordinate, and compile cost & planning activities and provide support to the Project Managers & Project Execution Leads in all aspects of planning, scheduling, monitoring, control, and reporting.
* Perform necessary project site support services required including project planning and scheduling, budgeting, cost management and accounting.
* Review and analyze Contractors' schedule for Jackets Fabrication, Topsides Fabrication, Jackets & Topsides Offshore Installation, FPSO Repair / Conversion, and Offshore HUC.
* Evaluate the regular progress reports and analyze the planned / actual progress curves, histograms, tables, status reports, schedules as submitted by the Contractors.
* Analyze schedule trends, develop and review schedule forecasts.
* Evaluates project delays / slippages by effective monitoring, tracking of progress by comparing actual progress vs. the baseline / target schedule. Review scope change requests for the impact on schedules and the critical path of the project.
* Prepare level 4 & 5 schedules as required based on the approved baseline level 3 Schedule.
* Prepare / Develop, maintain and update Commissioning & Start-up schedule.
* Prepare / Develop Level 3 schedule for Offshore Construction & Installation Projects (Green and Brown field).
* Update/Maintain the overall schedules, progress curves, & histograms on a weekly and monthly basis.
* Prepare / Develop Cost Breakdown Structure (CBS) and Cost Tracking System (CTS).
* Verify Contractors' & Vendors' invoices against contract requirements and make recommendations for acceptance / approval to management.
* Predictive control (trends analysis): Prepare and submit to the Management reports about the produced deviations related to the costs and schedule estimates, including, if needed, proposals for the corrective actions to be taken.
* Incorporate the different cost controls reports provided by the Contractors to the Master Costs Control Tracking System.
* Interface with Engineering, Procurement, Execution Group, Finance and Accounting to resolve discrepancies.
* Prepare MSR, AFE and supporting documents for submission and approval to Partners whenever required.
* Prepare overall Development budgets within a pre-determined framework. Monitor costs of each part of the development, monitor progress & advise management of deviations from the schedule & budget.
* Prepare documentation by maintaining records for all significant events with cost and schedule impacts.
* Prepare detailed and top level WP&B for presentations to the Top Management.
* Monitor activities consistent with estimating development plans for Gate 3 Estimate/Outlooks and make required corrective adjustments in response to deviations from plan (post-Gate 2).
* Work with Cost Engineers / Estimators to ensure alignment of planning and cost control reporting and requirements.
* Attends schedule review and analysis with Client/Contractor representatives to mitigate project delays and potential problems.
* Attend Weekly Progress Meeting with Clients / Contractors.
* Read and interpret contract terms, conditions and specifications for Contractors' invoice verification and evaluation prior to endorsement for approval by the Managers.
* Other duties include analyses and input to the Monthly Progress Report on cost related issues and development / preparation of internal monthly cost report.
* Engage in the training and developing locals / nationals' planning engineers in the aspects of project planning, scheduling, monitoring, control, and development of Progress Measurement System.
* Knowledge on project control procedures and methods of progress measurements and verification.
* Prepare monthly cost reports, trend costs against budgets and advise manager of potential overruns.
* Prepare and collate weekly progress reports from the various project groups and Contractors.
* Prepare Monthly Progress Reports for submittal to Top Management.
