HSE manager for the construction of a Delayed Coker Unit (US$ 300 Million) for SINCOR in Jose, Venezuela. Work done through subcontracts. Managed the HSE programs of 24 subcontractors through the duration of the project.

October 1997 to October 1998
HSE Director for Latin America. Parker Drilling Company, Tulsa, OK.
Served as HSE director for drilling operations in Bolivia, Colombia and Peru. Responsible for HSE, fire prevention and security for 7 drilling rigs in Bolivia, 9 in Colombia and 1 in Peru. Prepared and carried out training of all personnel expatriate and local in safety orientations and contents of HSE manual, Stop for Supervisors, Defensive Driving, Welding Cutting and Brazing. Prepared booklets for the orientations of new hires. Carried out safety audits of the drilling rigs assisting the tool pusher in preparing solutions to the observed nonconformance.

Safety Design Coordinator. Maraven Oil Company, Caracas, Venezuela.
Spearheaded a $ 2.5 billion project for an expansion of an oil refinery. Conducted extensive project safety reviews, and monitored construction to ensure compliance with OSHA, EPA, PDVSA, NFPA and Maraven standards. Assisted in HazOp and post HazOp engineering design changes and made appropriate recommendations.

Superintendent Maintenance Planning.
Outlined a customized computer system to aid in the prioritizing and scheduling of work orders for plant daily maintenance, Coordinated safety aspects in the general programming. Analyzed and administered budgets allocated for the maintenance department. Supervised over 40 employees and conducted periodic evaluations of each to include performance and safety. Directed the construction project of an office building and a fire fighting station. Coordinated the engineering of each.

Developed computer aided simulations of oil product blending in order to determine lowest cost preparation for a quality product. Designed models of petroleum products according to client specifications and industry standards.
