Employed by the Parsons Corporation in support of the Royal Commission for Jubail & Yanbu for development of infrastructure and support facilities for petrochemical industries at the Yanbu Industrial City. Supervise, provide guidance and training to Contract Administrators and support staff for RFP preparation, bidding and award of contracts for engineering services, consulting services and infrastructure construction and O&M services. Annual award value of projects is approximately US$500 Million. Pre-award actions include: formulate contracts and bid documents; prepare tender advertisements; evaluate bidders' proposals; conduct negotiations; and prepare contract award recommendations for submittal to the Royal Commission Presidency and the Ministry of Finance. Pre-award assignments have included a US$159 Million Steam Power Plant; MSF and RO desalination units; power substations, bridges and highways; potable water pipelines, community schools and university expansion. Served as Contracts Adviser to Bechtel – Parsons (EPCON) J.V. in 1997 and 1998 for formulation of infrastructure construction contracts on the Yanpet Mobil Oil Infrastructure Expansion Project.
Post-award actions include review of contractors' invoices, purchasing and contractual actions for policy and procedural compliance; approve subcontracts; preparation of default and termination actions; and confiscation of terminated contractors' performance bonds. Post-award assignments have included projects for design and construction of a US$121 Million Regional Medical Center; Industrial Wastewater Treatment Plant; Seawater Oil Pollution Protection Systems; Seawater Supply System to major petrochemical industries; 130 MW Power Plants; and 115 kV Switchgear, Transformer and Power Distribution System. Also, evaluation and negotiation of contractors' claims; preparation of responses to audit from the Ministry of Finance and the General Bureau of Supervision.

Directly responsible for the pricing and negotiation of all change orders for additional compensation before completion and closeout of a US$331 Million subcontract for design and construction of aviation facilities, medical clinics and base housing, and personnel support services for McDonnell Douglas Aircraft Co. on the Royal Saudi Air Force F-15 aircraft Peace Sun Program in Saudi Arabia.

Developed a successful legal practice with emphasis on international transactions and U.S. export clientele doing business in Vietnam, Thailand and Hong Kong. Primary portion of practice represented an international freight forwarder and operator of air cargo charter flights to Vietnam for the World Airways Group Inc. Made presentations to U.S. Departments of State and Commerce for licensing of humanitarian cargo shipments; regularly met with World Airways outside legal counsel to review Vietnam business transactions; met in Vietnam with the Southern Airports Authority to negotiate landing and cargo handling fees; and conducted numerous meetings in Bangkok and Hong Kong to review cargo claims and agent/facility operations. Also, consulted on construction contract claims for the CRS Group at the King Saud University project site in Riyadh in 1982.
