Vocational training to maintenance trades and equipment operators. Instigate international procurement process by preparation of RFP's for capital equipment, and associated engineering goods and service.

1983 – 1985. Branch Engineer/Business Development Manager for Scottish Power Services. The Scottish national distributor for Rolls Royce and Perkins industrial engines. Providing dealer support to N.E. region of Scotland and the UK North Sea oil and gas industry. Reported to the CEO, activities and developments of the Aberdeen branch which I was wholly responsible for. 9494 Work.

My expertise is as a Project Engineer, with responsibility for all aspects of the technical operations, procurement management and day to day finance and administration for small, medium and large infrastructure and rehabilitation projects, with overall responsibility for both mobile and fixed assets.

I have accumulated 30 years of technical and managerial experience in every aspect of this work, which would include the following:

1. Project identification/planning
2. Start-up
3. Implementation
4. Field Operations/Supervisory management

An important feature of the work has been to wherever possible to encourage and mentor local departments, communities, organizations, and companies to adopt and implement maintenance and remedial engineering program initiatives, which are self sustaining and supportable through increased self-reliance.

The vast majority of my work experience has been on large regional, high value, multi facetted overseas projects. Typically on these types of projects, the demand on technical service and support departments is considerable and often unplanned, due to the project goals and work schedules being largely dependent on the availability of personnel, parts and equipment. My ability to be flexible and react to an ever changing operational environment is proven and substantiated by my work history and credentials. Several project work schedules which were judged marginal I managed to bring in safely, on time and within budget.

I am trade qualified in a number of technical fields and familiar with the safe and proper use of most general engineering hand tools, power tools, workshop equipment, plant machinery and construction equipment. I have extensive experience as a vocational training officer for:

* Fixed and mobile asset planned maintenance. System design, start-up, implementation and supervisory management.
* Infrastructure rehabilitation and sustainable development.
* Specific mechanical/electrical/hydraulic engineering repair technique.
* Safety management systems.
* Workshop management.
* Fleet operations through a network of remote and satellite locations.
* Trades/Driver/Operator training and safety.
* Hoisting and heavy lifting.
* Marine safety.
* Aviation ground operations.

Technical and Management Experience.

I originally apprenticed as a motor vehicle technician and automotive electrician, later upgrading my skills into marine and power engineering. I hold both British and Canadian trade qualifications/credentials - rounding-off my trade training with innumerable specific product and trade continuing education training seminars and training courses. My career goals are in service and support engineering, policy and planning. Toward this end I hold a "certified member" designation in the International Association of Airport Executives (IAAE.) and "professional member" designation in the (Canadian.,) Institute of Transportation Engineers (CITE.) Currently I am actively pursuing an M.Sc in industrial engineering through the University of Manitoba and maintaining my accreditation through the Purchase Management Association of Canada (PMAC.)

Project tracking, progress and analysis reporting, have historically been an integral feature of my previous work assignments. I am comfortable and experienced in producing these detailed monthly and quarterly inventory status and cost estimate/ budget forecasting reports.

As a Project Engineer operating overseas, it is not uncommon to be commanding the combined roles of:

1. Human Resources
2. Finance and Administration
3. Technical Operations
4. Purchasing and Procurement.

My extensive previous experience in integrating these various functions has been successful due to the scope of my technical knowledge and experience on the equipment, facilities and infrastructure being maintained, rehabilitated or replaced., together with my superior people and organizational skills.

1. Human Resources.

* Recruitment.
* Design/Draft Terms of Reference/Job Descriptions.
* Organizational and Reporting Regime.
* Personnel Records.
* Leave and Logistics.

2. Finance and Administration.

* Accounts
* Payroll
* Budget
* Records

3. Technical Operations.

* Engineering service management, supervision and training.
* Fleet operations and management. Both wheeled and tracked equipment. Equipment inventory management, service, repair and PM schedules, work schedules, records maintenance, vehicle movements and fuel records.
* Fixed asset operations and management. Generators, pumps, tanks, machinery.
* Facility operations and management. Building maintenance and construction, road maintenance and construction. Airfield construction and maintenance. Marine docks and harbors maintenance and construction
* Service support operations and management. Electrical, plumbing, painting, sandblasting.
* Personnel management and training. Workshop and mobile service team building, to provide the right trade skill sets and physical resources for: a) different equipment types. b) basic and specific service requirements and c) operational requirements.

4. Purchasing & Procurement.

* Purchase order system. Design, implementation and management
* Request for Proposals. (RFP's)
* Contract Drafting, ("Service Contracts" and "Goods and Services." including scope of work and technical specifications)
* The Bid Process.
* Tender Evaluation.
* Sustainable Inventory Control Systems and Accountability.
* Warehousing. Safe Handling and Storage.

In the "purchasing & procurement" category I have found the scope of my technical expertise and experience to be a huge asset. Not only my ability to source and procure the right equipment for the work, but having the ability, technical background and knowledge to effectively program and supervise the service and maintenance functions, enables me to more accurately determine the appropriateness of selection and the correct inventory stocking levels, or local availability of after sales support for everything from consumable service materials, to basic equipment maintenance items, to sub assemblies, to rehabilitation equipment and materials.

Personal.

A British/EEC passport holder - I currently live and work in Canada under my Canadian Landed Immigrant/Permanent Resident status. Presently an employee of the Government of Nunavut, based (bachelor status.) in the Canadian High Arctic where I am the Regional Airports Manager and part of the Nunavut (Baffin Region.) emergency management organization, (EMO) as a duty officer and first responder for community, maritime and aviation emergencies. My earnings for 2003 were CAN$104,000.00 Although I find the work both challenging and technically interesting - the duty cycle of 1.5 days per month is inadequate in light of the cost and travel time involved.

Whilst being sensitive to local customs and cultures, I have always been proactive in encouraging a healthy dialogue and relationship within the local community to foster a positive and productive working environment. I have some working knowledge of colloquial German, Arabic, Swahili and Inuktituk.

I have no particular preference where in the world I work.
