Professional Qualifications
Over twenty nine years of experience in major US and International design/build facilities programs where responsibilities have included Program Management, Project Management, Construction Management, Design Management, from ground breaking thru startup and turnover. Vice President of Operations for a major structural steel fabricator and erector with primary focus on USA Operations. Has served as Program Director for a large consortium and joint venture to execute a design-build, lump sum project for Procter and Gamble. Previously served as Program Manager for all facilities programs for Chrysler Corporation where he was responsible for work in Mexico, India, Vietnam, China and the United States. In previous assignment, he has held senior program management responsibility for international design and/or construction management projects ranging from $40 million to over $1.2 billion in total installed cost. Overseas assignments have taken him to Saudi Arabia where he was Construction Manager for the $600 million King Abdulaziz University Teaching Hospital at Jeddah, and Project Manager for the $1.2 billion ARAMCO infrastructure facilities at Ras Tanajib, a new city. He has also served in China as Project Director for the $350 million Panda Motors automobile assembly plant and Vice President of Operations for the Sino-Fluor Beijing office.

INFRASTRUCTURE – FLUOR
AFCAP – Camp Taji, Iraq
Project Manager on site for the Air Force Contract Augmentation Program (AFCAP) Project, at Camp Taji. Responsible for managing the self-perform, lump sum construction of a 10,000-person man-camp. Included were living quarters, utilities, road construction, power generation and electrical distribution at FOB Gunner, Camp Taji, Iraq. Held responsibility for coordination of the interface of logistics and the military on site. Value of project: $100 Million.
STRUCTURAL STEEL FABRICATION – ADF INTERNATIONAL
Vice President of Operations for a major steel fabricator and erector with major emphasis on increasing volume and client base in the USA. Responsible for USA project operations, setting goals and objectives for the corporation in regards to sales, revenue and increasing as sold project profitability. Sales were increased from $219 Million to $500 Million in 30 months.
AUTOMOTIVE – FLUOR DANIEL
CHRYSLER CORPORATION – Detroit, MI
Served as Program Director for equipment removal and refurbishing for plants in Mexico and the US for subsequent relocation/installation in China. Held responsibility for automotive projects in the USA, India, China and Vietnam.
PANDA MOTORS – Danshui, China
Project Director for the overall management and coordination of activities between USA, Hong Kong, and People's Republic of China for a 1.7MM square foot automobile assembly plant. Responsibilities included cost control, scheduling, code compliance, quality assurance, contract administration, material review, and owner interface.
ENERGY SYSTEMS – FLUOR DANIEL
SCECO-WEST – Jeddah, Saudi Arabia
Project Director for engineering, procurement, and self-perform construction of a 100kV/13.8kV GIS substation, which included design, client approval of drawings, vendor approval, code compliance, and project controls.
FOOD AND BEVERAGE - FLUOR DANIEL
KELLOGG COMPANY – Battle Creek, MI
Design Manager responsible for coordination of all engineering disciplines, client approval, project scope compliance, cost controls, and scheduling facility design, equipment specification, equipment selection, and procurement for food handling systems, packaging, and finished product handling.
FOOD AND BEVERAGE – PHILLIP MORRIS
PHILLIP MORRIS – East Coast USA
Construction Manager responsible for all construction activities, contact administration, project controls, and startup activities from groundbreaking to commercial production, specification preparation, procurement, and contact preparation. Responsible for all three 10 Million Barrel/Year Breweries which included all process system and equipment. Initial focus was in the equipment, electrical and process instrumentation design functions, equipment selection, maintenance programs, and startup; responsible for all process instrumentation design, calculations, equipment selection, and startup; responsible for the electrical design, power distribution, relaying, load studies, power layouts, control systems design, maintenance programs, and startup. Third facility served as Construction Manager on a $252 Million facility. Projects were located in NY, NC & GA. Included at each facility was a Power House and 3.6 Million Gallon/Day Waste Water Treatment Plant.
HEALTH CARE – FLUOR DANIEL
KAAU TEACHING HOSPITAL – Jeddah, Saudi Arabia
Construction Manager responsible for review of construction material, hospital equipment, shop drawings, quality assurance, and code review/application. Also responsible for review of material to determine applicability to service and specification compliance, monitoring contractor quality control program, and assisting field personnel in resolution of technical problems.

ARAMCO – Ras Tanijib, Saudi Arabia
Project Manager responsible for overall engineering and construction activities for a new city, which included deep water port, power plant, waste water treatment plant, desalination plant, all infrastructure for a 32,000 acre site recreation facilities, office complex, residential complex, apartment buildings, medical facilities, airport, GOSP, and industrial park.
PROCESS
MORTON THIOKOL – Mauldin, SC – MORTON THIOKOL
Plant Engineering Manager for major plant upgrade of a chemical plant, activities included engineering, construction, equipment installation, system checkout, and startup of process equipment and packaging equipment.
PETROMIN/MOBIL – Yanbu, Saudi Arabia – FLUOR DANIEL
Project Director for the overall management and coordination of activities and construction for an MTBE expansion, engineering center, and oil test facility. Responsibilities included review of design drawings, code compliance, construct ability, cost control, schedule, owner interface, contract administration, material review, quality assurance, and code compliance.

Program Director for all projects related activities for major expansion in production facilities at a US paper manufacturing plant. Major responsibilities included pricing and contract development, design, procurement and construction management services.
