Project Controls
Responsible for Project MIS design, set-up, maintenance and Due Diligence. Audited and established standards for, and created, maintained and supervised effective Cost, Finance, Documents and Schedule Project Controls for International & Domestic Power, Pipeline, Petrochemical & Refinery projects. Simultaneous projects ranged from simple small local projects, to the 4 billion US$ TPPI multinational project. During this TPPI project, directed the Planning at 9 locations in 7 countries, participated in Risk Analysis, Due Diligence reviews and Cost Control, and produced periodic Executive Financial Metrics and Status Reports. The TPPI project was the largest at-risk project that S&W had undertaken. When the End-1997 Asian Money Crisis forced shutdown of the project during the middle of construction, S&W did not suffer a negative cash flow, due to the anticipatory contract payment terms that always covered the "Contract Cancellation Liability" at any time. Set-up the Cash Flow and Liability Cost Analysis System before the project started. Was usually assigned to the highest-risk largest projects from their conception, or to recover small/medium projects already behind schedule and/or over budget. - Based at Houston, TX and assigned at Korea, New Brunswick & England. Process studies & proposals for ethanol facility in Hawaii, gas-processing facilities in Texas & Pennsylvania, & pesticide plant in Texas.

The Main Contract Project had overall project coordination responsibilities including downstream units, and lump-sum supervision responsibilities for the following EPC projects: He set-up and coordinated update of an Inter-Project Interface Milestones Table. Developed and taught other Stone & Webster personnel, a new standardized integrated project controls system to be utilized by all future Stone & Webster projects. In conjunction with the project manager, project engineer and leads, he reviewed the contract documents, and developed/used the Scope of Work Deliverables list, Contract Deadlines List, and Initial Project Manhours Estimate (Budget) based on the new Work Breakdown Structure standard. He developed and bi-weekly updated the CPM schedule, integrated data with the Engineering Management System (EMS) and Document Control Engineering Deliverables list, and generated reports/schedules for the management and leads. The weekly project progress meetings and bi-weekly status meetings were supplemented with "Punch Lists" and communications with management/staff to assure a timely/efficient completion. He integrated the S&W sub-projects, the Process Design Package (PDP) and the Advanced Control System (ACS), with the customer's detailed design, procurement and construction needs.
